REQUEST: AWARD OF CONTRACT NO. C 26510 TO VISION INTERNET IN AN
AMOUNT NOT TO EXCEED $76,470 TO DEVELOP A NEW WEBSITE
FOR THE CITY OF PALM DESERT'S E-GOVERNMENT SITE

Recommendation:
By Minute Motion, that the City Council:
1. Award a contract to Vision Internet in an amount not to exceed $46,405 to
develop a new website for the City of Palm Desert's e-government site;
2. Approve additional funds in the amount of $20,065 for optional additional
components;
3. $10,000 for potential design changes that may arise during website build;
4. Authorize the Mayor to execute same; and
5. Appropriate said funds from the General Fund.
Background:
A Request for Proposals was issued February 26, 2007 for innovative proposals from interested
and qualified vendors to provide Internet website development, maintenance and hosting
services for the City of Palm Desert e-government site. These sealed bids were to be delivered
no later than Friday March 30, 2007 to the City Clerk Department.
Upon the due date, five vendors submitted bids for the specified needs of the City of Palm
Desert. The five vendors are as follows:
Creation Chamber - $57,068
Civica - $53,790
CivicPlus - $43,200 (includes recommended optional items) + $8,400 annual
Synteract - $95,102 + $4,875 (monthly recurring) + $800 (annual recurring)
Vision - $46,405
From the five vendors who returned a proposal, three were chosen to make a presentation on
April 18, 2007 to a Committee comprising of appropriate staff representing various departments
throughout the City Hall as well as the City's website consultant. Out of the three, Vision Internet

was selected due to their superior creativity, visual appearance of layouts, and extensive
government experience. Vision has designed websites for cities such as Arcadia, Bellflower,
Santa Monica, and many more throughout the United States. The layout and simplicity of these
sites are user-friendly, providing ease of navigation throughout the site, and a format that would
greatly enhance the City's e-government site.
Another important and beneficial feature allows City staff to manage and update the site rather
than waiting for the company to make the changes. Vision also offers an e-notification tool that
allows visitors to subscribe to special bulletins & City Council agendas, and a calendar feature
that automatically publishes and deletes events. Custom icons, buttons, screen elements and
backgrounds approved by the City of Palm Desert will make the site more effective and efficient.
In addition to the proposed items, Vision offers several supplemental tools that would allow City
staff to post Requests for Proposals online, and also provide additional design themes to
enhance the layout and visual appearance of the City's e-government site. The optional
components total $20,065, and staff feels that these enhancements would greatly benefit our
site. Staff also requests that an additional $10,000 be appropriated to allow staff to resolve any
situations that may arise that were not in the original proposal.
Vision Internet has established contract pricing with the State of California and the federal
government. The GSA Contract No. is GS-23F-03-02 M, and the CMAS Contract No. is 3-06-70-
2254A. Both of these contracts permit the City to avail of preferred pricing.
Staff recommends that the City Council award the contract for website development to Vision
Internet, and that funds in the amount of $76,470 be appropriated from the General Fund for this
expense.
