(13th Cycle) to the California Integrated Waste Management Board (CIWMB) and authorize the
appropriation and expenditure of funds in the amount of $12,942.00 from the Recycling Fund,
Account No. 236-4195-454-3090.
Discussion:
The City of Palm Desert is eligible to receive an allocation through the Used Oil Recycling Block
Grant process. Currently, the FY 2007/08 application process is underway; however, actual
award amounts are not know at this time. Therefore, the City must base its estimated award
amount on FY 2006/07 (12th Cycle) award of $12,942.00 until notification is received from the
CIWMB of the actual award amount.
Staff therefore requests that City Council authorize the submittal of the FY 2007/08 Used Oil
Block Grant Application (13th Cycle) and appropriation and expenditure funds until monies are
received from the CIWMB.

. RESOLUTION OF THE CITY COUNCIL OF THE �-k-'
� CITY OF PALM DESERT AUTHORIZING USED
OIL AND HOUSEHOLD HAZARDOUS WASTE
GRANT APPLICATIONS TO THE CALIFORNIA
INTEGRATED WASTE MANAGEMENT
BOARD.
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provides funds to cities and counties for establishing and
maintaining local used oil collection programs that encourage recycling or appropriate
disposal of used oil; and
WHEREAS, the people of the State of Califomia have enacted Assembly Bill 1220
(Eastin, 1993) that provides grants to local governments to establish and implement waste
diversion and separation programs to prevent disposal of hazardous waste, including
household hazardous waste (HH� in solid waste landfills; and
' WEiEREAS, The Califomia lntegrated Waste Management Board has been
� delegated the responsibility for the administration of these programs within the State,
setting up necessary procedures governing application by cities and counties under these
programs; and
WHEREAS, the City of Palm Desert intends to apply for used oil and household
hazardous waste grants to fund various waste diversion projects in the future; and
WHEREAS, The City of Palm Desert will enter into agreements with the State of
California for development of the projects.
NOW,THEREFORE, BE IT RESOLVED that the City Council of the City of
Palm Desert, Califomia authorizes the following:
l. Authorizes the submittal of grant applications to the California lntegrated
Waste Management Board for all available grants under the California Oil Recycling
Enhancement Act and all available HHW grants under the California lntegrated Waste
Management Act for the period of June 1, 2006 through March 31, 2011; and

2. The Assistant City Manger of Community Services Sheila R. Gilligan, or a
designee, is hereby authorized and empowered to execute in the name of the City of Palm
Desert all necessary applications, contracts, payment requests, agreements, and
amendments hereto for the purposes of securing grant funds and to implement and carry i
' out the purposes specified in the grant application.
PASSED, APPROVED, and ADOPTED at a regular meeting of the City Council
of the City of Palm Desert held on this 1 th day of A�ril, 2005, by the following vote, to
