Frank Taylor Public Safety Commission Preliminary Minutes from April 11, 2007 RECOMMENDATION: By Minute Motion, ratify City Manager approval of funding supplied by the California Office of Traffic Safety for implementation of the "Click It or Ticket" Seatbelt Compliance Program. EXECUTIVE SUMMARY: Approval of this request will allow funding for this program to move forward. BACKGROUND: Each year the California Office of Traffic Safety (OTS) promotes a statewide "Click It or Ticket" to increase the use of seatbelts in local jurisdictions. The goal is to generate a statewide 93.7% of compliance by drivers to enforce violations and educate the public in the proper and important use of seatbelt restraint devices. Funding for the Program has been authorized by OTS for implementation by the Palm Desert Police Department in the amount of $11,353.40 and would be utilized by first line supervisors and officers. This mini grant uses a six phase set of project objectives to accomplish this task, which includes preparation of an operational plan, pre -operational seatbelt surveys, post operational seatbelt surveys, preparation and submission of a mobilization report, and preparation and submission of a project claim invoice and project claim result reports. At its meeting of April 11, 2007, the Palm Desert Public Safety Commission recommended ratification of this funding by the Palm Desert City Council. Prepazation and Submission of the Project Claim Invoice and Project Claim Details Reports The expected time period for this program to run is March ls`through June 30�' of 2007. 1 COST ANALYSIS: This program is being implemented with funding supplied by a mini-grant from the California � Office of Traffic Safety. The costs incurred by the city of Palm Desert for overtime during the implementation of this program will be reimbursed by OTS, to the city, in the amount of $11,353.40. Reimbursement covers actual costs to the city, not to exceed the total amount of the grant. No additional operational costs are expected to be incurred by the city of Palm Desert. . ATTACHMENTS: 1. METHOD OF PROCEDiIRE Ouerational Plan Phase I Select and Train Personnel (March 1 to May 6,2007) Traffic Safety Center staff will provide Grant Reporting and Project Claim Training at various geographical locations in the state(schedule TBD}during March and Apri12007. Personnel responsible for the Mini-Grant Final report and Claim are encouraged to attend this training as the reporting requirements have been expanded,and the claim procedures have changed from prior mini-grant processes.Agencies will j�QT be reimbursed for personnel and travel costs to attend the training. Supervisors,selected uniformed officers,dispatchers and administrativelcommunity service officers should receive roll call training regarding the mini-grant requirements by the agency prior to the mobilization. Phase II Conduct Preoperational Seat Belt Surveys (May 7-13, 2007) Preoperational seat belt compliance surveys will be conducted by existing staff(no overtime)at representative locations throughout the areas selected for enforcement. Dispatchers will be assigned to overtime shifts during the seat belt enforcement deployment. CSO or clerical overtime will be directed to mini-grant administrative duties including, but not limited to,the collection of seat belt enforcement data and processing of personnel overtime claims. Phase IV Conduct Post Operation Seat Belt Surveys (June 4- 10,2007) Seat belt compliance surveys will be conducted by existing staff(no overtime)at the same locations selected in Phase II. Termination Each party has the right to suspend,terminate or abandon the execution of any work by the Applicant Agency without cause at any time upon giving prior written notice. In the event that this agreement is suspended,terminated,or abandoned,the Regents of the University of California shall pay the Applicant Agency for services provided hereunder prior to the effective date of said suspension,termination,or abandonment. Said payment shall be computed in accordance with the Payment Schedule(B-1), provided that the maximum amount payable to the Applicant Agency for its services shall not exceed the Grant Total on Schedule B for services provided hereunder prior to the effective date of suspension,termination, ' or abandonment. IV. CONSENT CALENDAR A. Minutes of the March 14, 2007, Public Safety Commission Meeting Rec: Approve as presented. Commissioner Nethery pointed out that all of the actions from the March 14"' meeting showed a vote of"3-2, with Vce Chair Kirkwood and Commissioner Larsh ABSENT,° and that should be coRected to reflect that the votes were 3-0-2. Commissioner Lebel noted that New Business Item E showed Commissioner Nethery making both the motion and the second. Mrs. Gates responded that it should be corrected to show Commissioner Nethery making the motion, and Commissioner Lebel making the sec;ond. B. Rat�cation of°Click It or TickeY' Mini-Grant Funding Supplied by the Califomia Office of Traffic Safety Rec: By Minute Motion, ratify funding supplied by the Califomia Office of Traffic Safety, specifically earmarked for implementation of the "Click It or Ticket" seat belt compliance program. Funding has been authorized for the City of Palm Desert's part in this Statewide program in the amount of $11,353.40. Upon question by Chairman Butzbach, Lt. Taylor responded that this would be an all overtime program exoept for the checkpoints, which would be done during regular business hours. Upon further question, he responded that the program would be done Valley-wide;while the La Quinta and Coachella Police Departments were not part of the grant process, they would be doing the same type of program at the same time and would take part in the press conference. He add�d that he would make sure the Commissioners and the City Councilmembers were not�ed as to the timing of the checkpoints. Upon motion by Commissioner Lebel,second by Commissioner Larsh,the Consent Calendar was approved, with noted changes, by a 5-0 vote.
