Recommendation:
By Minute Motion, that the Agency open the public hearing on the Five-Year
Implementation Plan Mid Process review, receive testimony, and close the
public hearing.
Executive Summarv:
The process, held pursuant to redevelopment law, simply requires that a hearing be held to
receive testimony regarding the progress of the five-year plan. No action is required, simply
receive and file the plan report.
Discussion:
Pursuant to Health and Safety Code Section 33490, all agencies with existing
redevelopment projects were to adopt a Five-Year Implementation Plan by December 31,
2004. The Agency adopted the Agency's Five-Year Implementation Plan on November 18,
2004. In addition, there is a requirement to hold a public hearing to receive testimony from
the public for the purpose of"Evaluating Progress of the Redevelopment Project Areas".
The law states that, "Every agency, at least once within the five-year term of the plan, shall
conduct a public hearing and hear testimony of all interested parties for the purpose of
reviewing the redevelopment plan and the corresponding implementation plan for each
redevelopment project within the jurisdiction and evaluating the progress of the
redevelopment project. The hearing required by this subdivision shall take place no earlier
than two years and no later than three years after the adoption of the implementation plan.
An agency may hold one hearing for two or more project areas if those project areas are
included within the same implementation plan."

A notice of pubic hearing must be published at least once a week for three successive
weeks and must be posted in the project area. There is no specific procedure for the
hearing, and no formal action is required. The hearing is an opportunity to review the
Redevelopment Plan and the Five-Year Implementation Plan, along with the progress that
the Agency has made towards alleviating blight in the project areas. The attached report
outlines the progress the Agency has made towards the accomplishments of the five-year
plan.

I. PALM DESERT REDEVELOPMENT AGENCY FIVE-YEAR IMPLEMENTATION
PLAN MID PROCESS REPORT
A. REDEVELOPMENT
PROJECT AREA NO. 1
FRED WARING DRIVE
Road widening from San Pablo to Deep Canyon and Highway 111 to Fair
Haven, as well as, the landscape for the strip park was completed. The
widening of Fred Waring Drive, in Project Area 4, from finro lanes to three was
completed in 2005.
EI PASEO AND HIGHWAY III LAND DEVELOPMENT (ENTRADA DEL
PASEO
The Entrada site improvements and botanical gardens were completed.
One pad has been sold with a restaurant opening November 2003. The
8,200 square foot Visitor's Center was completed and opened in 2004. The
Chamber of Commerce/Community Building is currently under construction
and is expected to be complete by the first quarter of 2008.
IMPROVE PALMS TO PINES EAST
The entire development was renovated. The renovation included facade
enhancement, business infill, public parking improvements, landscape and
lighting. The Agency is partnering with a private development entity to
accomplish the improvement plan. The renovation is 85% complete.
PORTOLA AVENUE BRIDGE AND WIDENING OF STREET
Began construction of a new 447-foot long four-lane bridge over Whitewater
Channel between Quicksilver Drive and Magnesia Falls. The bridge will
improve safety by improving the stopping sight distance, and will eliminate
any closures during heavy rainstorms that occurred in the past. The project
is currently over 75% complete.

LIVING DESERT PARKING LOT
Purchased an easement to provide public parking for the utilization of
environmental and cultural programming at the Living Desert Zoo and
Gardens, as well as access to recreational activities.
UTILITY UNDERGROUNDING HIGHWAY 74, PALMA VILLAGE OTHER
AREAS WITHIN PROJECT AREA
a) Utility undergrounding at Highway 74 was completed. Pole removal
was completed in 2003.
b) Completed the undergrounding of all utilities for 265 residences in the
Silver Spur Ranch Assessment District.
c) The Highlands Assessment District is in the process of
undergrounding utilities for 123 residences. This should be complete
by the end of the first quarter of 2008.
PROJECT AREA N0.2
ACQUISITION OF LAND FOR NORTH SPHERE RECREATION
Parks/community open space is being integrated and developed as the
University Village undergoes finalization of development.
INFRASTRUCTURE ALONG GERALD FORD, PORTOLA, MONTEREY,
AND DINAH SHORE (SECTION 29 ASSESSMENT DISTRICT)
This area is in the Section 29 Assessment District. The developers are in the
process of completing the infrastructure as part of the development of the
district. Limited Obligation Improvement Bonds are being issued in April
2007 to finance a portion of the infrastructure costs.
PROJECT AREA NO. 3
PROVIDE FOR REIMBURSEMENT TO RIVERSIDE COUNTY PER
AGREEMENT
The reimbursement has been paid annually, as per the agreement with the
County of Riverside.

ACQUISITION AND CONSTRUCTION OF REGIONAL PARK
Finalization of park master plan, construction is going well and park should
be completed by June 30, 2007.
WARNER TRAIL STORM DRAIN
Storm drains were installed at Warner Trail. This infrastructure was to
facilitate the conveyance of storm water in Project Area 4 into the Whitewater
Channel.
UNIVERSITY OF CALIFORNIA RIVERSIDE
Granted a loan to the University of California, Riverside for infrastructure and
commencement of construction on the educational facility to be located in the
City of Palm Desert, but service the entire Coachella Valley and surrounding
Desert Communities.
B. HOUSING
PALM VILLAGE APARTMENTS (A.K.A. SANTA ROSA II)
The Agency acquired the 12-unit project and the adjacent two parcels in
order to create a larger project of approximately 36 units. It is currently
nearing completion. It will consist of very low and low-income households.
The units will remain affordable for 55 yrs.
40-ACRE DEVELOPMENT
The Agency acquired 40 acres for the development of single-family and
multi-family Housing units. The 40-acre site is being used as follows:
a) Hovley Gardens Apartments
A 162-unit, two-story 12 building, multi-family affordable housing
project, which was completed in 2003.

b) Falcon Crest - Single-Family Housing
Consists of 93 new single-family homes to remain affordable for 45
years. Model homes were opened in February 2007, and the project
is expected to be fully complete by early 2008.
c) La Rocca Villas - Senior Citizen Housing
Consists of 27 new senior apartments to remain affordable for 55
years. The goal is to be fully completed by the end of 2007.
d) Self-Help
The Agency will designate a section of site for self-help housing and
will go out with a request for proposals to non-profit agencies for the
construction of these units.
LAGUNA PALMS APARTMENTS
Acquired an existing multi-family complex that posed substandard conditions.
Property has been undergoing interior and exterior renovations. Completed
tree removal project. Underwent utility undergrounding to update electrical
plan, gas service lines, and phone and cable conduits forthe entire complex.
Inquiring as to photovoltaic energy possibilities. Renovations are in progress
and is expected to be completed by early 2008, which will include facade,
roofs, and site improvements. Units are to remain affordable for 55 years.
CALIFORNIA VILLAS APARTMENTS
� Acquired as an existing multi-family complex that posed substandard
conditions. Property has been undergoing interior and exterior renovations.
To date, the interiors of 120 units have been completely upgraded with the
remaining units to be completed by late 2007. Phase "A" improvements for
the exterior element renovations were completed in early 2007. Exterior
items that have been completed are block window infill, utility room building
demolition, re-plumbing of existing water heaters, new roof replacement, dual
pane low "e" window replacement, and exterior texture. Inquiring about
photovoltaic solar energy, and other energy conservations implementations.
Under current renovations, several energy efficient items have been
incorporated. Phase B site improvements are scheduled to begin in the third

quarter of 2007. Phase B will include drought tolerant landscape and a
maintenance facility. Units to remain affordable for 55 years.
COUNTRY VILLAGE APARTMENTS
Acquired the 66-unit property on September 30, 2005, in order to improve the
property's deteriorated state and transition to affordable units. Improvements
made to date have addressed Health & Safety issues as well as laundry
room upgrades, and exterior lighting. Certifications of applications submitted
by existing tenants have been reviewed for eligibility. The Agency is seeking
professional services to assist in assessing the existing condition of the
property and in evaluating the development potential for the property. After
completion of the site renovations, these units will remain affordable for 55
years.
CANDLEWOOD APARTMENTS
Acquired the 30-unit property in August 2006 in order to eliminate their "at
risk" status. The property was originally constructed under a HUD HAP
Contract, that had an expiration date of July 31, 2006, and in order to
preserve the units as affordable, the Agency was authorized to acquire the
complex.
ACQUISITION AND REHABILITATION PROGRAM
Provided financial assistance for the acquisition of substandard homes and
rehabilitation in order to resale to very low, low, and moderate-income
households and preserve affordable housing availability. During 2006, finro
(2) homes, referred to as San Marino Property and Goleta Property, were
assisted through this program and rehabilitated to bring both homes to code
standards and make them available for homeownership for a moderate and a
very low-income family.
DESERT ROSE
Staff assists current owners in Desert Rose when they desire to sell their
home. The three to four bedroom homes size range from 1,100 to 1,300
square feet and include attached and detached units. A waiting fist has been
established with households that desire to purchase homes within Desert
Rose. When a home becomes available,the appropriate size household and
income is selected from the list to pre-qualify.

The Agency provides financial assistance for eligible households to acquire
resales at Desert Rose. Since sell-out, there have been 95 homes resold
within the development. The current sales prices are between$106,700 and
$127,400.
HOME IMPROVEMENT PROGRAM
The program has been successful, and continues to offer a variety of grants
and loans to very low, low, and moderate income households, and has grown
dramatically, improving homes and neighborhoods throughout Palm Desert.
This program has helped households that would otherwise not be available to
maintain and improve the current housing condition, or help with code
violations. To date, 200 loans and grants have been made. In addition, due
to the growing demand of the program, the Agency has contracted Rancho
Housing Alliance as the Program Administrator to manage the program.
DEVELOPER INCENTIVES FOR AFFORDABLE HOUSING
The Agency continues to provide financial assistance when necessary and
appropriate to secure restricted covenants on private development of new
single-family and multi-family housing units.
COMPLIANCE PLAN PROGRAM
Programs identified and are anticipated for implementation that are under
development by Agency staff are Mortgage Subsidy Program, Rental
Subsidy Program, and Homebuyers Program. These programs will be
offered to homeowners and owners of multi-family rental properties for very-
low, low and moderate-income households. Assistance for these programs
will be provided directly by the Agency.

NOTICE OF JOINT PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the City Council of the City of Palm Desert and
the Palm Desert Redevelopment Agency will hold a public hearing to receive testimony
pursuant to Section� 33490 (c) of the Health and Safety Code regarding the Five-Year
Implementation Plan of the Palm Desert Redevelopment Agency adopted by said body
in November of 2004.
The Five-Year Implementation Plan, and the Redevelopment Plans of the
Agency's four project areas, will be on file and available for public examination and
copying at a cost not-to-exceed the cost of the duplication at the Palm Desert
Redevelopment Agency, 73-510 Fred Waring Drive, Palm Desert, California 92260, as
