Director of Public Works DATE: November 8, 2007 CONTENTS: Nolte Letter of Interest Rate Sheet Recommendation: By minute motion, authorize the Public Works Department to hire Nolte Associates, Inc. to conduct on -call plan check and map check services (supplemental engineering support) up to a maximum of $10,000.00 for the remainder of 2007, and authorize the Finance Department to issue a purchase order for the same. Discussion: For some time, Public Works engineering staff has had inadequate resources to effectively review final tract and parcel maps for the numerous land development projects in the City. In order to alleviate the strain of meeting deadlines as established by the Subdivision Map Act, it has been necessary to retain qualified consultants to assist with the technical review of maps submitted to the Public Works Engineering Division. On July 10, 2007 the City Manager authorized the Public Works Department to hire Warner Engineering of Palm Desert to provide such services up to a maximum of $25,000.00. Warner Engineering is on the approved consultant list for 2007. Immediately after this authorization was obtained, but before we could actually use Warner Engineering's services, the company was bought by the engineering firm of Nolte Associates, Inc. Because Nolte Associates is not on the approved consultant list for 2007, it now becomes necessary to request authorization to utilize Nolte's Palm Desert office staff previously known as Warner Engineering, to provide plan checking and map checking services on an as -needed basis for the remainder of 2007. Therefore, with funding available in the Public Works Professional Services account number 110-4300-413-3010, staff hereby recommends that the City Council, by minute motion, authorize the Public Works Department to hire Nolte Associates, Inc. to perform on -call plan check and map check services up to a maximum of $10,000.00 for the remainder of 2007, and authorize the Finance Department to issue a purchase order for the same.
