Award of Contract No. C-27150 to Terra Nova Planning and
Research, Inc. in the amount of $51,420 for the update of the City's
Housing Element as required by the State of California.

RECOMMENDATION:
By Minute Motion, that the City Council:
1) Award of Contract No. C-27150 to Terra Nova Planning and Research,
Inc. in the amount of $51,420 for the update of the City's Housing Element
as required by the State of California and;
2) Authorize the Mayor to execute the same and;
3) Appropriate $51,420 from unobligated general fund monies to Account
Number 110-4470-412-3090.
DISCUSSION:
California Government Code requires that every city and county prepare a Housing
Element as part of their General Plan. The City of Palm Desert Housing Element was
last updated with the General Plan update, which was adopted in March of 2004. The
deadline set by the Department of Housing and Community Development (HCD) for the
next update is due by June 30, 2008.

Staff sent a request for proposals for the professional services necessary to update the
Housing Element to four (4) firms. Terra Nova Planning and Research, Inc. of Palm
Springs was the only firm that responded to the request. Letters of non -response were
received from RBF, Inc. of Palm Desert and The Planning Center of Costa Mesa. No
response was received from Hogele-Ireland, Inc. of Palm Springs.
The scope of work for the Housing Element Update includes evaluating existing
conditions of housing stock, identifying progress made towards meeting the goals of the
existing Housing Element, incorporating the current RHNA numbers into the new
document and adjusting housing needs for the future, cataloging specific parcels where
housing can occur and tracking the document through the entire HCD review and
approval process. The selected consultant has provided a proposal totaling $51,420 for
the turnkey Housing Element Update.
