A. MINUTES of the Regular Landscape Beautification Committee Meeting of
April 18, 2007.
Rec: Approve as presented.

LANDSCAPE BEAUTIFICATION COMMITTEE
May 16, 2007
Upon a motion by H. Spencer Knight, second by Bob Spiegel, and 10-0 vote
of the Committee Board, the Consent Calendar was approved as presented.
V. Consent Items Held Over

VI. New Business
A. Appointment of Officers
Upon a motion by Member Kelly, second by Member Spiegel, and carried
by a 10-0 vote of the Committee, H. Spencer Knight was appointed
Chairman and Lauri Aylaian was appointed Vice Chairman of the
Landscape Beautification Committee.
B. Request for Approval to start building without landscape plans at the
Vineyard Development
Staff was approached by the Architect, Robert Riccardi, to pull a building
permit without landscape plans for a 260 apartment complex, the Vineyard
Development, at the n/w corner of Cook and Frank Sinatra.
Ron Gregory, Landscape Architect for the Vineyard Development, noted
that his client is anxious to get started and promised to adhere to all
landscape provisions once the building permit was granted.
Chairman Knight pointed out that the utility plan; precise grading plan and
affordable housing agreement have not been approved, and that the utility
plan and landscape plan had not even been submitted. He noted that the
downside to approving this request would be compromising the quality of
landscape; therefore, staff recommends denying the request.
Member Spiegel moved to, by minute motion, deny the request to pull a building
permit without a landscape plan. Motion was second by Member Limont and carried by
a 10-0 vote.

Member Spiegel asked last year if the services of the company trimming the
palm trees for the City could be offered to the residents. Committee feared
that residents might hold the City accountable for the company's
performance.

With no further business or discussion, and Landscape Beautification
Committee Board concurrence, the meeting was adjourned at 12:10pm.
