Western States Holiday Decorating Proposal
By Minute Motion:
1. Ratify the City Manager's decision to enter into an agreement with Western States
Holiday Decorating, Bermuda Dunes, California, in the amount of $2,950.00 to
lease, install, and maintain lighted holiday decorations for placement within El
Paseo medians.
2. Appropriate $2,950.00 from the Unobligated General Fund for the lease,
installation, and maintenance of holiday decorations along El Paseo for the 2007
Holiday Season.
Discussion:
The newly formed Council Holiday Decorations Sub -Committee met on September 18,
2007, to discuss future improvements to the Highway 111 and El Paseo corridors holiday
decor. It is important to note that the El Paseo portion of this project is complex, being
that the Redevelopment Agency is in the initial design stages of a major revitalization
project for El Paseo. The Committee directed staff to:
1) 2007 Holiday Season: Provide temporary lighted decorations along the El
Paseo medians (between Larkspur Lane and San Pablo Avenue) and at each
entryway onto El Paseo.
2) 2008 Holiday Season: Seek proposals for the replacement of the existing
unlit Highway 111 holiday decorations.
3) 2008 Holiday Season: Seek proposals to enhance the 2007 lighted
decorations along El Paseo (in locations noted in recommendation No.1) and
also include an acoustic feature, if applicable, to play outdoor holiday music.

4) Re-examine the complete renovation of the El Paseo holiday decor program in
two -three years, upon closer completion of the El Paseo Revitalization Project.
As it was time critical to get these items before the upcoming 2007 Holiday Season, Staff
sole sourced the lease, maintenance, and installations of the decorations with Western
States Holiday Decorating, in the amount of $2,950. The decision to use this company
was the availability of the decorations desired and their familiarity with the El Paseo
Shopping District. This company currently is responsible for the maintenance, storage,
and installation of the wreaths along El Paseo.
The lighted decorations consist of tree and reindeer silhouettes, which will be installed by
November 20, 2007, and removed no later than January 10, 2008. Staff will seek
proposals next year for the 2008 holiday season to enhance these El Paseo median
lighted decorations and the wreaths along Highway 111.
