Award Contract No. C26380 to Greescape Landscape Inc., Desert Hot Springs, California, for the Park Maintenance Contract in the amount of $273,000.00. Executive Summary: Staff is requesting that the City Council award a contract to Greenscape Landscape Inc. for base park maintenance services in the amount of $237,000.00, plus extra work and supplies at the rate specified in the contract. The park maintenance contract consists of all City Parks and Sports Fields. Discussion: On April 11, 2007, Staff advertised and requested bids for the Park Maintenance Contract. On Wednesday May 9, 2007, sealed bids were opened with the following results: Staff Report Award of Park Maintenance Contract May 24, 2007 Page 2 of 2 PWLC II Inc., Palm Springs, CA $222,144.00 Greenscape Landscape Inc., Desert Hot Springs, CA $237,000.00 Merchants Landscape Services, Santa Ana, CA $361,608.00 Kirkpatrick Landscape Services Inc., Indio, CA $451,080.00 Sierra Landscape Inc., Palm Desert, CA $479,172.00 Vintage Associates, Inc., BeRnuda Dunes, CA $542,400.00 Staff has reviewed the bids and considers the PWLC II Inc. bid to be non-responsive based on not providing a cost for all services requested in the RFP. PWLC II Inc. is also the current landscape contractor for parics and sports fields maintenance in the City of Palm Desert. The current contact allows for a one-year extension for performance meeting the requirements of the contract. Staff feels that the current level of performance does not warrant a one-year extension to the current maintenance contract for parks and sports fields. Staff has evafuated the past performance of PWLC II Inc., and feels that the numerous warnings of deficiencies and actual deductions from monthly maintenance invoices for repeated deficiencies have led Staff to believe that PWLC II lnc. cannot meet the requirements of future park maintenance contracts. Therefore, Staff recommends that the City Council award Contract No. C26380 to Greenscape Landscape Inc. of Desert Hot Springs, California, for the Park Maintenance Contract in the amount of $237,000.00, to include extra work and services at the specified contract amount, and authorize the Mayor to execute the agreement. Funds have been requested for this work in fiscal year 2007-08 in the Park Maintenance Account No's. 110-4611-453-3320, 110-4611-453-3371, 110-4610-453-3320, and 276- 4374-433-3320.
