SUBJECT: PP 6-18 Candlewood Hotel Conditions of Approval
DATE: January 22, 2007
GENERAL REQUIREMENTS
1. All landscape maintenance shall be performed by the property owner and the
applicant shall enter into a landscape maintenance agreement with the city for
the life of the project, consistent with the Property Maintenance Ordinance (Ord.
801) and the approved landscaped plan.
2. A complete preliminary soils investigation, conducted by a registered soils
engineer, shall be submitted to, and approved by, the Department of Public
Works prior to the issuance of a grading permit.
BONDS AND FEES
3. Signalization fees, in accordance with City of Palm Desert Resolution Nos. 79-17
and 79-55, shall be paid prior to issuance of grading permit.
4. Drainage fees in accordance with Section 26.49 of the Palm Desert Municipal Code
shall be paid prior to issuance of grading permit.
5. The project shall be subject to Transportation Uniform Mitigation Fees (TUMF).
Payment of said fees shall be at the time of building permit issuance.
6. A standard inspection fee shall be paid prior to issuance of grading permits.
DESIGN REQUIREMENTS
7. Storm drain design and construction shall be contingent upon a drainage study
prepared by a registered civil engineer that is reviewed and approved by the
Department of Public Works prior to start of construction. The study shall
compare the proposed site drainage with the approved master drainage plan for
the site.
8. Driveways, drainage and pad heights shall be designed to serve this project in
accordance with PM 31563 and the preliminary precise grading plan.
9. Complete grading and improvement plans and specifications shall be submitted
to Public Works for checking and approval prior to issuance of any permits.
10. Any and all offsite improvements shall be preceded by the approval of plans and
the issuance of valid encroachment permits by the Department of Public Works.
11. Pad elevations are subject to review and modification in accordance with
Chapter 26 of the Palm Desert Municipal Code and PM 31563.
12. Landscape installation shall be drought tolerant in nature and in accordance with
the City_s Water Efficient Landscape Ordinance (24.04).
13. Landscape plans shall be submitted for review concurrently with grading plans.
14. Full public improvements, as required by Section 26 of the Palm Desert
Municipal Code, shall be installed in accordance with applicable City standards.
. Including 6' meandering sidewalk on Gerald Ford Drive.
Rights-of-way necessary for the installation of the improvements shall be
dedicated to the city prior to the issuance of permits associated with this project.
CONSTRUCTION REQUIREMENTS
14. All public improvements shall be inspected by the Department of Public Works
and a standard inspection fee shall be paid prior to issuance of grading permits.
No occupancy permit shall be granted until public improvements have been
completed.
15. All public and private improvements shall be inspected by the Public Works
Department.
16. Applicant shall comply with provisions of Palm Desert Municipal Code Section
24.12, Fugitive Dust Control as well as Section 24.20, Storm water Management
and Discharge Control.
17. Prior to the start of construction, the applicant shall submit satisfactory evidence
to the Director of Public Works of intended compliance with the National
Pollutant Discharge Elimination System (NPDES) General Construction Permit
for storm water discharges associated with construction. Developer must
contact Riverside County Flood Control District for informational materials.
SPECIAL CONDITIONS
18. Reciprocal access and drainage agreements shall be required with adjoining
properties if not provided for by PM 31563.

The submitted precise plan has been reviewed to determine the need for a bus
shelter/stop at the project location and inclusion of required trash/recycling enclosure(s)
for each project.
Bus Shelter: After reviewing the plans it has been determined that this project wilt not
be conditioned with a requirement for a bus shelter and turnout.
Trash Enclosures: The plan does reflect trash enclosures; however, one may not be
sufficient enough. The plan must provide for a trash/recycfing enclosure that is
consistent with the Palm Desert Municipal Code and the construction of trash
enclosures shall be consistent with PDMC, Chapter 8.12. Burrtec Waste and Recycling
Services must review the plans to ensure that the vehicle circulation pattern is sufficient
to service the complex, that the proposed orientation of the trash enclosures is such that
Burrtec's trucks will be able to service dumpsters, and that the proposed number of
enclosures meet the capacity needs of the complex/business. The Applicant may
contact Jennifer at Burrtec at (760) 340-6445 regarding this issue.

With respect to the conditions of approval regarding the above reference plan check,
the Fire Department recommends the following fire protection measures be provided in
accordance with City Municipal codes, appropriate NFPA Standards, CFC, CBC and/or
recognized Fire Protection Standards.
After reviewing the plans provided to the Fire Marshal Office for the Building to be
installed at the above address the Fire Marshal office has Denied the submitted plans
with the following conditions.
* Radius Shall be not less then 31 feet inside and 52 feet outside for inside
circulatioq secondary access and Main access .
* Dead-end roads in excess of 150' shall be provided with a minimum of 45' radius
turn-around 55' in industrial developments.

Thank you for the opportunity to comment on the precise plan to build a new four-story, 88-unit
Hotel with a restaurant and related amenities. Subject property is located at 75-144 Gerald Ford
Drive. (A.PN: 653-690-076 & 077),
T'oday at about 1500 hrs I conducted a site inspection at the location of the proposed construction
of the four-story hotel and restaurant. The site was an open desert field boarded by Cook St. to
the west, Interstate 10 to the north, Gerald Ford Dr. to the south, and Washington St. to the east.
There was a temporary 6ft high chain-linked fence erected, surrounding the site at the time of
inspection. Nothing else was noted at this time.
Pre-Construction & Construction Phases:
Concerning the construction on the parcel there should be a temporary chain link fence around
the entire construction site. The valuable material and equipment at the construction site should
be protected from theft and vandalism. I recommend a 6-foot high temporary chain link fence be
erected around those areas. I would also recommend that a list of serial or license numbers of
equipment and vehicles stored at this site be maintained at the builder's nearest office. This will
allow Sheriff s personnel to obtain these numbers immediately for reporting and recovery
pwposes. The builder's name, address and telephone number should be conspicuously posted at
the construction site. Visibility into the construction site should not be blocked. Temporary
lighting of sufficient wattage to illuminate the presence of any person on the site during the hours
of darkness should be provided. A trespassing authorization letter should be completed by the
builder and kept on file with the Sheriff's Department for possible future prosecution of
trespassers.
Addressin�•
Addressing numbers should be minimum height of 12 inches and illuminated during the hours of
darkness. I also recommend the address numbers be painted on the roof of the building with 3' to
4' black or contrasting colors. This will assist law enforcement observers or air ambulances
crewmembers in identifying the locations quicker in the event of an emergency. The addressing
numbers should also be very visible from the main streets of the buildings for a quicker response
of assistance.
Alarm Service:
An alarm service is recommended for the buildings constructed on these parcels. An emergency
contact record should be on file with the alarm company and the Riverside County Sheriff s
Department, identifying persons who are available to respond to the buildings in the event of an
emergency.
Private Securitv:
A private security company should be utilized dwing the hours of darkness to patrol the fenced
in construction site. The patrol could start at about 10:00 PM at night and end at about 5:00 AM
when construction begins. That patrol would help in deterring people from entering the
construction site without permission and reduce the occurrences of theft and vandalism.
Doors:
I recommend adequate security hardware, such as single cylinder dead-bolt locks, should be
installed. Glass doors should have decorative wrought iron or metal backing to prevent burglars
from breaking the glass and entering the buildings. Overhead roll-up doors should be secured
from the inside by a cylinder lock or padlock, which cannot be defeated from outside the door.
Windows:
I recommend windows and glass doors contain rated burglary-resistant glazing or its equivalent
be installed. The window type that attached to the frame is recommended. Absent any fire or
building codes that require windows on the side or rear of the buildings, I recommend that
windows only be constructed in the front of the buildings.
Roof Access:
The design for access to the roof should not have exterior ladders, equipment, or landscaping
(i.e. trees) that can be used by unauthorized persons to climb up on the roof. Additionally any
roof top vents should be reinforced with burglary resistant material in accordance with current
fire and building codes.
Post Construction & Proiect Completion:

In the interest of the property owners, public safety and Sheriff's Department, I make the
following recommendations. The monument signs should be well lighted during the hours of
darkness. The parking lot area, driveway, sides of the buildings, recesses and grounds
contiguous to buildings should be provided with lighting of sufficient wattage. They should
provide illumination to make clearly visible the presence of any person on or around the property
during the hours of darkness. All exterior doors should have their own light source that will
adequately illuminaie entryiexit areas at all hours in order io make any person near the door
clearly visible. Provide adequate illumination for persons entering and exiting the buildings.
Parkin�:
I would recommend the installation of handicapped parking stalls in accordance with prevailing
Riverside County and California State Building Codes. Also, specifically marked parking spaces
, for company officials should be eliminated. This reduces the ability of potential robbers or
kidnappers identifying high profile executives. Pay Phones could be installed throughout the
location with illuminating light to help individuals that don't use or have access to a cellular
phone.
Graffiti Prevention:
The surface of walls, buildings, logo monuments, etc...should be covered with gaffiti resistant
surface composition, applied paint and/or shielding by defensive landscaping or plants. For
example, plants with thorns or stickers.
Landscanin�:
Landscaping should be of the type and situated in locations to maximize natural surveillance of
the property while providing the desired degree of aesthetics.
CCTV Surveillance:
A digital CCTV surveillance system should be utilized to monitor areas on the property where
cash or credit card transactions occur. I would recommend the CCTV system be of such quality
that persons may be identified through direct viewing or later review of the recording system.
Trash Bins:
I recommend trash bins be enclosed and locked to prevent entry by unauthorized persons.
Employees can access a key to open locked enclosures and bins.
Fencing/Barriers:
Whenever possible, open fencing design such as wrought iron, tubular steel, or densely linked
and heavy-posted chain-link should be utilized in order to maximize natural surveillance while
establishing territoriality. Other ban-ier considerations include decorative cement planters, access
control to high valued storage areas, locked cages, rooms and safes to store valuables.
Emergency Notification:
As these developments are completed and prior to the City of Palm Desert Planning Department
granting occupancy, we respectfully request the occupants provide the Riverside County
Sheriff's Department and the Fire Department information regarding emergency notification.

so you can provide them with the answers.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
PALM DESERT, CALIFORNIA, RECOMMENDING TO CITY COUNCIL
APPROVAL A PRECISE PLAN/CONDITIONAL USE PERMIT TO ALLOW A
NEW 88-UNIT HOTEL AND RESTAURANT PAD, INCLUDING A HEIGHT
EXCEPTION TO ALLOW A MAXIMUM HEIGHT OF 52-FEET. SUBJECT
PROPERTY IS LOCATED AT 75-144 GERALD FORD.

WHEREAS, the Planning Commission of the City of Palm Desert, California, did
on the 21St day of August 2007, hold a duly noticed public hearing, which was continued
to September 4, 2007, to consider the request by the JW DA Architecture, for approval of
the above noted; and
WHEREAS, said application has complied with the requirements of the "City of
Palm Desert Procedure for Implementation of the California Environmental Quality Act",
Resolution No. 06-78, in that the Director of Community Development has determined
that the project is a Class 32, Categorical Exemption and no further environmental review
is necessary.
WHEREAS, at said public hearing, upon hearing and considering all testimony
and arguments, if any, of all interested persons desiring to be heard, said Planning
Commission did find the following facts and reasons to exist to justify recommending to
City Council approval of said request:
1. The proposed hotel & restaurant complies with goals and objectives of the
Wonder Palms Master Plan.
2. The proposed location of the hotel, as conditioned, is in accord with the
objectives and policies of the general plan and zoning ordinance and the
purpose of the district in which the site is located.
3. The proposed location of the hotel and the conditions under which it will
be operated and maintained will not be detrimental to the public health,
safety or general welfare, or be materially injurious to properties or
improvements in the vicinity.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Palm Desert, California, as follows:
1. That the above recitations are true and correct and constitute the findings of
the Commission in this case.

CONDITIONS OF APPROVAL
CASE NOS. PP 06-18 and CUP 06-15
Department of Communitv Development:
1. The development of the property shall conform substantially with exhibits on file
with the Department of Community Development, as modified by the following
conditions.
2. Construction of said project shall commence within one (1) year from the date of
final approval unless an extension of time is granted, otherwise said approval
shall become null, void and of no effect whatsoever.
3. Prior to issuance of a building permit for construction of any use contemplated by
this approvat, the applicant shall first obtain permits and/or clearance from the
following agencies:
Coachella Valley Water District
Palm Desert Architectural Commission
City Fire Marshal
Public Works Department
Evidence of said permit or clearance from the above agencies shall be
presented to the department of building and safety at the time of issuance of a
building permit for the use contemplated herewith.
4. Applicant agrees to maintain the landscaping required to be installed pursuant to
these conditions. Applicant will enter into an agreement to maintain said
landscaping for the life of the project, which agreement shall be notarized and
which agreement shall be recorded. It is the specific intent of the parties that this
condition and agreement run with the land and bind successors and assigns. The
fina! landscape plan shall include a long-term maintenance program specifying
among other matters appropriate watering times, fertilization and pruning for
various times of the year for the specific materials to be planted, as well as
periodic replacement of materials. All to be consistent with the Property
Maintenance Ordinance (Ordinance No. 801) and the approved landscape plan.
5. Transient Occupancy Tax (T.O.T.) per Municipal Code Section 3.28.030 will be
applied to the room rent for every night a room(s) are rented out for dwelling,
lodging or sleeping purposes regardless of the actual purpose for which such
room(s) are rented out.
6. The restaurant pad is granted a 20% reduction in parking as proposed in the
precise plan of design.

7. The project shall be subject to all applicable fees at time of issuance of building
permits including, but not limited to, Art in Public Places, Fringe-Toed Lizard,
TUMF, School Mitigation and Housing Mitigation fees.
8. A detailed parking lot and building lighting plan shall be submitted to staff for
approval, subject to applicable lighting standards, plan to be prepared by a
quaiified lighting engineer.
9. The project is subject to the Art in Public Places program per Palm Desert
Municipal Code Chapter 4.10.
Department of Public Works:
GENERAL REQUIREMENTS
1. All landscape maintenance shall be performed by the property owner and the
applicant shall enter into a landscape maintenance agreement with the city for
the life of the project, consistent with the Property Maintenance Ordinance (Ord.
801) and the approved landscaped plan.
2. A complete preliminary soils investigation, conducted by a registered soils
engineer, shall be submitted to, and approved by, the Department of Public
Works prior to the issuance of a grading permit.
BONDS AND FEES
3. Signalization fees, in accordance with City of Palm Desert Resolution Nos. 79-17
and 79-55, shall be paid prior to issuance of grading permit.
4. Drainage fees in accordance with Section 26.49 of the Palm Desert Municipal
Code shall be paid prior to issuance of grading permit.
5. The project shal{ be subject to Transportation Uniform Mitigation Fees (TUMF).
Payment of said fees shall be at the time of building permit issuance.
6. A standard inspection fee shall be paid prior to issuance of grading permits.

DESIGN REQUIREMENTS
7. Storm drain design and construction shall be contingent upon a drainage study
prepared by a registered civil engineer that is reviewed and approved by the
Department of Public Works prior to start of construction. The study shall
compare the proposed site drainage with the approved master drainage plan for
the site.
8. Driveways, drainage and pad heights shall be designed to serve this project in
accordance with PM 31563 and the preliminary precise grading plan.
9. Complete grading and improvement plans and specifications shall be submitted
to Public Works for checking and approval prior to issuance of any permits.
1 O. Any and all offsite improvements shall be preceded by the approval of plans and
the issuance of valid encroachment permits by the Department of Public Works.
11 . Pad elevations are subject to review and modification in accordance with
Chapter 26 of the Palm Desert Municipal Code and PM 31563.

CONSTRUCTION REQUIREMENTS
15. All public improvements shall be inspected by the Department of Public Works
and a standard inspection fee shall be paid prior to issuance of grading permits.

It is my pleasure to offer support for the approval of the Candlewood Suites project at Cook Street and
Gerald Ford.
The University District is one of Palm Desert's greatest sources of pride and as it develops, it will
easily become the center of the Valley's universe. There is nothing else in the entire Valley that
compares to the functionality of this corner.
A well planned University project requires sophisticated planning not only on the campus itself, but
also for the surrounding amenities. Where can students and faculties enjoy their meals, where are the
bookstores, and where can long term visitors stay?
A typical hotel room is not comfortable enough for a Professor to stay for weeks while waiting for his
new home to be ready; a visiting lecturer would like to dine in the personal setting of a"home away
from home" instead of relying on restaurant fare for weeks. Candlewood Suites, which offer the space
needed for comfort at an affordable price, should be part of the successful University Project.
Baxley Properties represents the largest office project(175,000 square feet) in the same business park

Desert. Ms. Schrader idn't know citywi e, but said that within this vicinity
there were four or five 'thin the Presi nts Plaza area.
Commissioner Tschopp ac owle ed that it was difficult for staff to count
parking spaces. Given that it as ugust and there were fewer people using
Presidents Plaza and with pre ' s parking problems, he asked if staff was
ready to assure the Commiss' that in January or February there will be
sufficient parking for this es bli ment. Ms. Schrader indicated that staff
only counted parking direct behin the building; however, there were other
available parking spaces jacent wi in the parcel boundaries. Even if this
wasn't a massage estab 'shment, ther would be impacts. Given its location,
it would have impacts hether it was a tail operation or an office.
Chairperson Camp II pointed out that the urs of operation are from 9:00
a.rn. to 7:00 p.m. d most of the retail uses e gone by 5:30 p.m. or 6:00

Commissione Schmidt noted that the floor plan inc ded in their packet was
sort of a typi I, general layout and wasn't specific. M Schrader agreed that
the position' g of the tables could move, but they were lowed two massage
tables, tw reflexology seats, a small waiting area, a d the two heated
shiatsu tables. The maximum number of employees allowed in the conditions
of approval are three, so they were limited.

asked if the third was the same style. Mr. Stendell said the third was more
of a contemporary element. The two are pitched elements and the third more
of a contemporary block giving some mass to that element and changing the
height, breaking up the plane of the building.
Commissioner Schmidt asked for clarification that Mr. Stendell stated earlier
that because of the topography, this building would appear to be four feet
lower. Mr. Stendell said that if they were using Hampton Inn as a
comparison, this pad was four feet lower than the Hampton Inn pad. This
building is six feet taller to the parapet than Hampton Inn. So essentially this
building would appear to be two feet taller if they were looking right at each
other and comparing them. As it slopes down, the building appears to be
more in line with what is already existing in the neighborhood. Commissioner
Schmidt asked for and received confirmation that they wouldn't see the air-
conditioning units.
Commissioner Limont said her concem is height. She wouldn't disagree with
any of her colleagues; everyone has worked really hard to comply and to
attempt to make this really fit. The difficulty she had was looking at the
thought that has gone into the creation of Palm Desert and she thought they
have had great leadership who has worked hard to come up with Palm
Desert's ordinances. Part of that is the height, and the height at that location
has always dipped down there, even when they came up with the master
plan. When they continue to make exceptions, the thing she thought they
needed to be concemed with is that little by little as they approach Palm
Desert from I-10, they are starting to look less and less and less like Palm
Desert. While she agreed they needed hotels and affordable hotels, she also
thought the height limitations needed to be enforced or they should go back
to the Council and change the ordinances. She would be voting against the
project.
Chairperson Campbell said she concurred with Commissioners Tschopp and
Tanner. She thought this would be a great project in a great location. It is
close to I-10 and they need the hotels and it wouldn't be an eyesore. She
asked for a motion.
Action:
It was moved by Commissioner Tschopp, seconded by Commissioner
Tanner, adopting the findings as presented by staff. Motion carried 3-2
(Commissioners Limont and Schmidt voted no.)

with this proposai. The Hampton Inn across the street is very stark. Maybe
it was because it wasn't built up yet, but it concemed him that there was
nothing in their packet to look at. Mr. Stendell said if the landscape plan was
not included, he had to apologize. There had been a landscape plan that
they have been working extremely diligently on.
MR. RAY MARTIN came forward. He identified himself as the
landscape designer. He said he worked very closely with Diane
Hoflinger for probably upwards of six months and revised the plan
approximately seven times. They have done extremely well in the
landscaping area and met most of the requirements. There shouid
have been a landscape plan in the packets.
Mr. Stendell apologized if it wasn't included. He reiterated that they have
been working extremely hard on this, especially after discussions with
Landscape Department staff and Planning Commission. He showed the
latest version of the landscape plan, noting that one of Ms. Hollinger's
concerns was to protect the west side from the aftemoon sun. That was why
there were some dense trees there and along the front of the building.
Commissioner Tanner said that was his only concern. He'd asked
Commissioner Limont if the Landscape Committee had reviewed it and they
hadn't. Everything else looked great. His concern was that there was
sufficient landscape in the area so there wasn't just an Arco and then the
Candlewood hotel just kind of stuck there and he wanted to protect against
that. He was in favor of the project, also.
Commissioner Schmidt asked how many parapets there were on the
building. She could see finro and some sort of air-conditioning tower. Mr.
Stendell showed a drawing of the building roof plan and said that the parapet
will run the entire length around the buiiding. That gives the finish to the top
of the building. There are three tower elements: two are pitched tower
elements and the third was on the back staircase which they were using as
a tower element to provide some architectural relief in heights and variations.
As far as the pa�apet, it would run along the top of the building at 44 feet 6
inches and the tower elements were up to 52 feet. He said the parapet would
screen the HVAC units on the roof. The fine of sight which was done, and
approved by ARC, showed about five feet of parapet above the finish of the
rooms, which would be adequate enough to screen all the HVAC equipment
on the roof. The tower elements would be intermittent to break up the
architecture of the building. Commissioner Schmidt clarified that she meant
tower, not parapet. So basically there were two towers and the rear one. She

There was no one else wishing to address the Commission and no rebuttal
comments. Chairperson Campbell �losed the public hearing and asked the
Commission for comments or action.
Commissioner Schmidt asked for the definition of extended stay. Mr.
Stendell deferred the question to the applicant.
MR. SCHAFFER explained that extended stay hotels are designed
specifically for travelers or temporary residents in communities where
the rooms are complete with kitchens and separate bedrooms from
the living area and work space. It was like a studio apartment in many
ways. Some similar products included the Residence Inn by Marriott,
which started this concept quite a few years ago. Using power point,
he showed pictures which depicted the separated work area that
allowed guests to have visitors without inviting them into their
temporary bedroom.
Commissioner Schmidt asked about the length of stay and if the rentals were
by the day, week or month.
Mr. Schaffer said that all extended stay products are marketed as
limited service, full service and extended stay. The typical extended
stay guest stays 7-14 days, whereas a normal hotel guest stays 1-2.
Chairperson Campbell asked if there were any other questions or comments.
Commissioner Tschopp said that very few other places in Palm Desert would
work with the height exception, but given the elevations, topography, and
proximity of the freeway here, that all worked very well to accommodate the
additional height of the 44 feet going to 52 with the parapet which he
believed is also needed to add some architectural design to the building. He
thought the setbacks were very good with 68 feet to the curb; it would fit very
well into that area. He also complimented ARC for holding the applicant to
a higher standard on the design and thought the applicant tried to comply
with that. There might be a few things he would tweak here and there, but
again, he would defer to ARC and the good work they did. He was in favor
of the project.
Commissioner Tanner was also in favor of the project. He thought it went
hand in hand with development on the west side of the city. It complimented
that corner quite nicely and is the lowest point, so the four stories didn't
bother him. What bothered him a little bit was not have a landscape element

Chairperson Campbell asked if there were any questions of the applicant.
There was no response. Chairperson Campbell asked if anyone wished to
speak in FAVOR or OPPOSITION to the proposed project.
MR. LEW PIPER, Vice President and CFO for KDI Elements located
in Paim Desert, California, stated that they are a granite/tilelstonel
wood/carpet local contractor and have worked with Bighorn designs
and these developers. He indicated that this project has a lot of those
elements. He was in support of this project and was confident that the
Commissioners and the developer would reach agreement on this
project given the effo�ts to date by staff and ARC. He pointed out that
in this market the project is very important to the community. They
have in excess of 300 employees and they are struggling, like
everyone else, to keep them employed and keep those dollars being
invested locally and rolled over locally, not to mention the long-term
impact on the tax base that would be created by this project's
successful completion.
He thought there were many reasons for approval of the project. He
said it would be a great amenity for the university district and business
district. It was something they could use because it is one exit down
and they frequently have out of town visitors as well. Economically
speaking as an accountant, when a project is built to these
specifications and the costs involved with that project, it is important
that it pan out or pencil out on paper at the inception of the project to
make sure it works. Building a hotel with these types of specs so that
it can support the community is very important so the design has been
built that way from the beginning.
Based on trends in the university area, it is moving into a fast track
speed and would need these items as weil. Speaking to Irene Di Vito
of Baxley Properties, who has a 175,000 square foot development,
they are in full support of this hotel as it is being presented now. He
thought staff was very succinct in pointing out that this property is the
lowest point in Palm Desert and these height limitations should not be
an issue given its location.
Mr. Piper requested approval of the project with the height exception.
He thanked them.
MR. RAY MARTIN read a letter of support from Ms. Irene Di Vito of
Baxley Properties into the record (see Exhibit A attached hereto).

would satisfy the special long-term stay needs of the university visitors
and business visitors at a price comparable or below many of Palm
Desert hotels that cater mainly to tourists. This would be a premium
product at an affordable price for university visitors.
As seen from the beautiful design of their hotel, Mr. Schaffer said their
difference from the franchise's cost effective prototype is that the
overall development cost of this project is estimated at 30% higher
than an average hotel development. Their mission is to develop a
high-quality extended stay hotel that will serve visitors such as
professors, lecturers, administrators, and business travelers with fully
equipped studio suites. A successful project requires 80 to 90 rooms,
which in this instance required a height variance.
For this purpose, they were before the Planning Commission to
request a variance approval of their design. This design utilizes all of
the City's Architectural Review Commission's recommendations and
meets all the City's exacting standards except height. This is a hotel
which incorporates community input and landscapes into the
surrounding environment. They were proposing a project with a
commitment to making a great amenity for the long-term development
of the university district and asked for approval of the project. He said
additional team members would submit some additional information.
MR. MICHAEL SUN, the architect from JWDA Architects, 529 E.
Valley Boulevard, San Gabriel, California, stated that their office
specializes in hotel design. They completed many hotels for Hilton
and Holiday Inn. This project was his third Candlewood hotel; the
other two were located in Bakersfield and Palmdale. He stated that
those hotels were very successful.
He explained that they started this project two years ago and within
the last six months they have been working closely with the design
review board. They have changed the entire elevation design from the
prototype to better fit into the desert environment. They also applied
many layering techniques to further enhance the horizontal
expression, resulting in a design they liked very much and hoped the
Planning Commission would also like. He, his colleagues, and the
consulting engineers were present to answer any questions. He
thanked them.

He recommended that Planning Commission recommend to City Council
approval. He noted that Public Works Condition No. 14 required that full
public improvements as required be constructed including a six-foot
meandering sidewalk on Gerald Ford. The applicant indicated to Mr. Stendell
that there is an existing six-foot straight sidewalk out there. There wasn't a
representative from Public Works present at the meeting, but staff's direction
was to amend that condition to read, "Including a six-foot sidewalk to be
reviewed and approved by the Director of Public Works." That would allow
the ability to have the Director of Public Works review it, and if Mr.
Greenwood is okay with the existing sidewalk being straight as indicated on
the landscape and site plans, it could be handled at staff level. With the
amended condition, staff recommended approval.
Chairperson Campbell asked if there were questions for staff. Commissioner
Limont noted that the college campus is directly south. Mr. Stendell
concurred.
Commissioner Schmidt asked if the existing sidewalk is six-feet wide. Mr.
Stendell said yes.
There were no other questions and Chairperson Campbell o�ened the public
hearing and asked the applicant to address the Commission.
MR. MICHAEL SCHAFFER from Bakersfield, California, said that in
a few minutes, after nearly a year of labor and open communication
befinreen the City's Architectural Review Commission, JWDA
Architects, Ray Martin Design and Associates, Coachella Valley
Engineering and Meg Garden and Associates all came together for
their approval. He said the desert urban design is state of the art. The
hotel is using native colors and materials to sooth the eyes and would
allow a beautiful desert building in a much smaller facility. He said this
design will truly be a complement to Palm Desert and the university
district.
He stated that their commitment to the community would not end on
the opening day of the hotel. It was in their best interest to operate in
a professional manner and ensure that the hotel senres the needs
and the owners of the Palm Desert community. He explained that
Candlewood Suites is an extended stay hotel brand which belongs to
the same parent company as Holiday Inn brands. It is the perfect
amenity for the Palm Desert university district and the business district
it is in. It has about 25% larger space than an average hotel room. It

they needed to provide an excellent building with a lot of delineation of
masses and textures to help soften the impact. Through a four-month
process, ARC worked very diligently with the applicant to come up with this
style of building which utilizes several colors and textures of stucco, slate tile,
and stucco veneer. He had a material sample board on display. He said
there were a lot of offset and planes provided. One of the goals of ARC was
to insure that this building had a lot of ins and outs and architecture was
varied enough to provide a very extraordinary design. This building was
ultimately endorsed by ARC at its June 12, 2007 meeting by a 5-0 vote with
one abstention and one absence.
Mr. Stendell noted that the restaurant was designed as a 20-foot tall building
to the parapet and 27 feet to the tower element. The main hotel building was
44 feet 6 inches to the top of the parapet and up to 52 feet to the top of the
three tower elements, which necessitated the height exception approval.
Parking requirements for a hotel is 1.1 space per room, plus other uses
found onsite. The 88 rooms generated a need for 97 parking spaces for the
actual hotel. The restaurant parking rate is 10 spaces per 1,000 square feet
of restaurant area up to 3,000 square feet. At 2,700 square feet, the
restaurant requires 27 additional spaces. In situations where they've had
restaurant pads onsite with hotels, staff has argued in the past that upwards
of 50% of the patrons of that restaurant could be onsite people staying at the
hotel. For that reason, in the past staff has argued for up to a 50% reduction
in pa�king. In this case the applicant has provided 115 parking spaces. The
staff report indicated 119, but 115 was the correct number and equated to
approximately a 21% to 22% reduction in parking.
Mr. Stendell indicated that every hotel previously approved in Palm Desert
has been granted an exception. This proposal falls within the Wonder Palms
Master Plan Area 4 and a mix of residential and retail was being encouraged
under a conditional use permit. Staff felt the proximity of the freeway, the
growing college campus, and the context of the surrounding buildings makes
this location attractive to this type of development. The Wonder Palms
Master Plan also requires that this property be compared with the Planned
Industrial District, which has a height limit of 30 feet, but allows the Planning
Commission to recommend approval of a height exception to the City
Council through the entitlement process. Staff believed that in context this
building would fit in nicely. If there is an area of the city which can
accommodate slightly larger buildings, he thought the proximity of the
freeway and the lowness of this area of the city was definitely an area which
could accommodate taller buildings without as much of an impact.

direction. Essentially they were getting to the bottom most area of the city as
they travel further to the east along the I-10 freeway.
As well, the relationship in pad height to the existing Hampton Inn on Cook
Street is about a four-foot difference. Befinreen the corner of Cook
Street/Gerald Ford exiting the freeway to this site is lower four feet along
several hundred or thousand feet in that location.
Mr. Stendell described the adjacent uses and pointed out the Valley
Business Park, which was approved with five buildings at a height of 39 feet
4 inches to the top of the pitched mechanical screening. He stated that those
buildings were currently under construction. The Hampton Inn was approved
at a height of 38 feet to the parapet with tower elements up to 42 feet. For
the previous case, Item B on the agenda, the Planning Commission just
approved the buildings to the rear. There was a mixture of retail, restaurants
and office use. There is an existing gas station on the corner and approval
for more retail with office to the rear on the parcel just east of the subject
property. There was a mixture and a transition from retail to more office uses
traveling down Gerald Ford. As they transition further, they are existing
office/industrial buildings further down the road.
He stated that the proposal before the Commission included one main four-
story hotel building and one detached single-story restaurant pad. He
explained that Candlewood Hotel is an extended stay with larger rooms and
more in-room amenities than a typical hotel. The applicants felt this was the
right spot for a product like this with its proximity to the freeway and the
rapidly developing Cal State campus. The buildings were oriented to place
the largest mass, which is the four-story building, in the middle of the
property and farthest away from Gerald Ford. The front building would be the
single-story restaurant pad which would help soften the transition to the main
building.
Commissioner Tanner asked about the location of the restaurant pad. Mr.
Stendell showed the location on the aerial map. He also showed the
locations of two previously approved nearby restaurant pads, which he
confirmed was a separate issue. Chairperson Campbell requested that
additional questions wait until after Mr. Stendell's staff report. Mr. Stendell
explained that the proposed architecture is a contemporary style using a
blend of materials which would compliment the building. The architectural
review process started in March of 2007. The ARC (Architectural Review
Commission) from the beginning explained to the applicant that to get
approval for four stories was going to be very tough. To give it the best shot,

There was no one and the public hearing was ciosed. Chairperson Campbell
asked for Commission comments or action.
Commissioner Limont thought it was a very nice building and would be a
great improvement for the I-10 area. She moved for approval.

Request for a recommendation to City Council for approval of
a precise plan of design and conditional use permit to allow the
construction of a new 88-room hotel and restaurant pad,
including a height exception to allow a maximum height of 52-
feet. Subject property is located at 75-144 Gerald Ford Drive.
Mr. Stendell explained that the subject property is located on Gerald Ford
Drive, east of Cook Street, is currently vacant, and is zoned PCD (Planned

and allows owners flexibility in uses. He stated that buildings in the area
range from industrial buildings to newly constructed buildings, such as the
Valley Business Center where Kaiser Permanente is located, as well as a
Hampton Inn located across Cook Street. To the south was the developing
Ca1 State campus. He indicated that this property was part of the Wonder
Palms Master Plan which was approved in 1997. It dealt with about 269
acres generally between Portola and Cook Street at the I-10 Freeway. He
explained that the project site is in Planning Area 4 of that master plan.
Planning Area 4 has an emphasis of office/industrial park, but encourages
a mixed use of retail and residential uses under conditional use permit. He
showed a site plan aerial which he prepared to help put the proposed project
into context with the site conditions. He stated the city is sloping down toward
the freeway in a northerly direction; the area also slopes down in an easterly

Mr. Stendell presented revised drawings for Candlewood Hotel. He
felt that they did a good job regarding Commission's comments to
simplify the restaurant building. They had good offsets and depth.
He also felt that they backed up what they showed on elevation.
Commissioner Vuksic stated that he liked where they were going
with the hotel. However, he had a concern with the hotel regarding
the stairwell and the kind of detail they were using there. At the
entry, he saw a large flat area around the windows above the third
and fourth floor and suggested that they take the lavender colored
element and thicken that up and come in closer to those windows,
so they really look recessed and punched in there. The scales of
the windows were ok, but he didn't like the flat around them. He
discussed his concerns with the representative.

Commissioner Vuksic stated that the restaurant looked much
better, but that the elevation appeared too flat. He felt that some of
the column elements needed to be thickened up around the glass
so they would look like they could actually support the huge
masses above them. He suggested recessing the windows more
into those surfaces.
Commissioner Vuksic pointed out that the Commission did not have
an actual color board and were reviewing copies of colors. He had
concems with the grey and the light beige and what they would
actually look like. The Commission requested a color board.
Commissioner Vuksic stated that on a section of the restaurant
there was three foot high equipment on the roof, and asked if that
was realistic and asked wouldn't they have five-foot high exhaust
fans up there. Mr. Yang stated that at this time they didn't know
what would be there yet, but indicated that there would be a
parapet to hide that type of equipment. Commissioner Vuksic
reminded Mr. Yang that there would be slope on the roof and some
of the equipment would grow, and to keep in mind that the
equipment had to be below the level of the parapet. Currently the
parapet was four feet high.
Commissioner Lopez asked how they were doing on parking. Mr.
Stendell stated that they were adequately parked. Commissioner
Lopez stated that around the kitchen area on the site plan, it looked
like they were squeezing parking areas in. It would be nice not to
have those there in order to do more landscaping because this was
crying out for more landscaping. Mr. Stendell stated that they have
had a couple of ineetings with the landscape designer who has
been promising the most landscaping that they could possibly fit in.
Commissioner Lopez noticed that there wasn't any landscape
buffer around the pool area where the asphalt, fencing and decking
was. He suggested adjusting the spa to put in more landscaping.
Mr. Ray Martin, Landscape Designer stated that he was working on
the drawings and would put a planter bed in that area. Mr. Stendell
stated that at one point they had two and three-foot sliver planter
beds and we suggested that they remove them. It didn't make
sense to have these tiny planter beds, but now that we have refined
it more there is room where we can get more of them in.

Mr. Stendell asked Mr. Yang if the satellite dish would remain on
the ground and stated that they would have to utilize that space for
landscaping and one more parking space. Mr. Yang indicated that
it would be relocated to the roof.
Commissioner Lopez asked if they were okay with the retention
areas and asked if it would be drained into a retention basin.
Commission reviewed the plans and Mr. Stendell stated that they
would be keeping it on site and the last he heard they may have
had some kind of a deal to drain a little into the storm drain in the
center of the street, because this is a very flat piece of property. He
doesn't know the status of that and was in the initial stage with the
engineer. He said they do have retention detention all over the site.
The Commission discussed the roof plan and trash enclosures.

Mr. Spencer Knight, Landscape Manager discussed concerns regarding
the limitations of the high-density development in terms of landscaping,

He stated that, due to a significant encroachment on the minimal
landscape area that is in high-density developments, we couldn't provide
the level of aesthetic value in our landscapes that the city has set in place,
and that landscape integrity could not be maintained because of small
planting areas. He also stated that the urban forest tree canopy has been

Mr. Michael Song, Architect, stated that they made the changes
suggested by the Commission at the last meeting and created
additional horizontal elements. They also made smaller elements
instead of repeating vertical efements and continued with the desert
scape colors and introduced different materials.
Mr. Stendell stated that the elevations looked good and felt that
they were headed in the right direction, however while reviewing
the plans he noticed that there were things on the elevations that
could not be picked up on the roof plan and he informed Mr. Song
that the details had to match. He also stated that it appeared that
there were depth issues as well. Mr. Song explained that they
wanted the Commission to check elevations and then they would
go back and match the roof plan.
Commissioner Vuksic stated that the elevations looked good and it
would require a lot of depth because they are big masses and
would not be able to do it with six or eight inch offsets; it would take
several feet of offsets. Mr. Song indicated that the Commission
would see the depth in the revised roof plan. Commission reviewed
and discussed the elevations and depth and stated that it should
look like a mass and not a farade.
Mr. Stendell stated that the other concern the Commission had was
that by building out they were losing valuable landscape area,
which they didn't have in the first place. So this was something that
the applicants would have to really work on. He stated that they
needed to submit a new landscape plan and mentioned that Staff

has had meetings with their landscape architect. They understand
the direction Staff wants to go, but there is just not a lot of
landscape area on this site and thickening up the building doesn't
help. Mr. Song stated that they would be losing space in the
building rather than the footprint. Mr. Stendell also stated that they
wanted to see where the utilities would interact on this site because
that would take away from landscape as well.
Commissioner Gregory stated that the cupola on the hotel and
cestaurant didc�'t appeas ta be ti� psoporttion. tit was recommended
to extend the roof on the hotel tower and increase the width of the
restaurant tower.
Commissioner Vuksic stated that the same thing was happening
with some of the parapeted elements on the restaurants and hotel,
not just the pitched tile roof elements. There are pieces that are
coming up higher and they don't return very far. He suggested
using the 2/3's rule, i.e., if it's 21 feet wide it has to be a minimum of
14 feet deep. He also suggested going 1:1 on the tile roof so they
wau�dc�'t be ck�angting tne ptitc�es to get t�e points on them.
Commissioner Gregory stated that they have been successful in
getting the large building to have the feeling of horizontality, but the
smaller building still looked like they were fighting with the vertical
aspect and it needed to pick up more queues from the larger
building. Commissioner Hanson stated that it needed to be more
asymmetrical.
Commissioner Hanson wanted to express that the Commission was
happy v`rtitk� t4�e 4�ote1 and a Sittle more work was needeci on the
restaurant to make it have more of the asymmetry that was created
in the hotel with the massing. Commissioner Vuksic stated not just
the asymmetry, but to simplify the masses making it not look so
vertically stretched. He also asked them to provide details showing
their intention for recessed windows.
Ms. Diane Hollinger stated that a utility plan was needed to see
where the fire hydrants, water meters, Edison vaults, etc., would be
located, so that landscaping is not lost when the buildings have

Mr. Stendell stated that most of the comments from the last
meeting were in reference to the restaurant. There were
concerns with the steepness of the pitched roof and the roof
materials. They revised the materials from a tile roof to
concrete flat tile. They have taken the restaurant building and
increased its mass by about six feet and simplified it. He
indicated that it was a bit larger, but he didn't feel that they were
moving in the right direction.
Commissioner Hanson stated that she looked at the restaurant
building separate from the hotel as its own element. She stated

there was too much verticality in its detailing that made it feel
too tall. In relationship to the restaurant it's better, but it now
looks stretched. They need to create horizontal elements that
soften the stretched look.
Mr. Michael Song, Architect, stated that originally the proportion
of the windows was narrow and because it was narrow it looked
like a direct reduction from the four-story building. They
increased the vertical elements and widened the windows.
Commissioner Hanson stated that this was a very tal! element,
which reinforced the tallness of the space. She again
suggested that they create some horizontal elements that break
up the tallness. Commissioner Hanson and Mr. Song discussed
ways to decrease the tallness.
Commissioner Lambell suggested that the horizontal elements
be something other than stucco and stated that it all looked one-
dimensional. Commissioner Hanson stated that there was tile
at the bottom of the buildings and different colors of stucco.
Mr. Stendell stated that at the last meeting it was suggested
they vary the stucco textures from smooth to rough to
differentiate certain areas.
Mr. Stendell stated that at the last meeting the hotel had
received preliminary approval, do now they were focusing on
getting approval for the restaurant elevation. There were still a
few minor things on the hotel to be reviewed, but this review
should be for the restaurant so they can get on the Planning
Commission agenda.
Commissioner Vuksic stated that some of the restaurant tower
elements from the side views looked odd. They look spindly
and didn't wrap back into the building nearly enough. He
noticed that the parapet heights were about 42 inches high and
recommended at least five feet because of the roof mounted
equipment. Mr. Song stated that the height was currently 48
inches, but he would increase the parapets to five feet.
Commissioner Gregory stated that his initial impression of this
building was that it was cheap. He realized that tt�is was a
mean comment, but he wanted to state his concerns. For its
size the building looked very inexpensive. Another concern he
had was the area in which this very tall building would be
situated that wouldn't leave sufficient room to soften the building

with plant material. On one side of the building they have a
four-story element with a planter that is maybe five feet wide.
With a building of that height and mass there should be larger
planters to help the building nestle in and look more
comfortable. In looking through the overall site plan there was a
lot of building mass placed in a relatively small area. Maybe if it
had more articulation in such a way that it didn't just vault out of
the ground on all corners of the four stories, there wouldn't be
as much of an impact.
Commissioner Hanson commented that it was located in the
middle of an industrial zone, which has a little different sense.
There are other buildings that are interesting, but they typically
don't have a lot of landscaping area around them.
Commissioner Gregory stated that this has come up so often
when doing industrial buildings, it's either done well or iYs not.
The reasons we have landscaping is to find a better quality of
lifestyle in the City.
Mr. Song stated that they deepened the waUs and the windows
were very deep which increased the cost. Even though they
build bigger volume the actual usable space is much less than
the floor space. He agreed that by changing the color and
texture and increasing the stone and tile, it would create
interesting building elements.
Commissioner Lambell stated that the applicant needed to
address landscaping issues, increase horizontal elements and
change textures using stucco, tile or stone. Commissioner
Gregory didn't want this to be a grind for the applicant but he
suggested that they make changes now so that it will flow
smoothly through the approval process. Commissioner Gregory
felt that if this goes to the new Planning Commission they would
have some concerns.
Mr. John Wang, co-owner wanted to express the importance of
getting this hotel approved. He stated that when he first
submitted the drawings to the Planning Department of the
Candlewood country style prototype, it was reviewed and
suggestions were made to change the design. They made those
changes, but the Candlewood Corporation wanted them to go
back to the prototype. He explained that what they were trying
to achieve was getting something in concrete with what the City

wanted. He stated that he respects the Commission's input and
he will respect whatever decision is made because it is the
members of the various committees that live in this City.
Mr. Wang stated that because of the unique location of the hotel
site, they were trying to make this project work. He was warned
that this project would cost 25% more than a typical
Candlewood project, but felt that it would be worth it because it
was the City of Palm Desert. They strongly believe that this
would be a good amenity for the college district and help with
the growth and planning of the entire university project. He
stated that whatever the City wants they will try to accommodate
that.
Commissioner Gregory asked the Commission what could they
do to assist this project getting through a much more stricter
Planning Commission. Commissioner Van Vliet remarked that
what they needed was better architecture in the bui{ding and
suggested that they not rely on paint colors to get definition.
Commissioner Lopez suggested that the applicant drive around
the City and take pictures to see what has been approved and
get feedback from Staff regarding those buildings.
Commissioner Oppenheim pointed to another bui{ding that was
previously approved and stated that it was a massive building
for the City. She noticed that a lot of different materials had
been used which created a lot of interest; it had softness about
it and good architecture. Candlewood compared to that
building, appeared stark and industrial looking and didn't have
the flavor that the City was hoping to have. Commissioner
Lambell agreed and stated that there were different roof
elements and horizontal elements. This Commission is asking
that you go back and look at horizontal features, adding stone or
some soct of texture and not rely on paint color or stucco
change to give it more personality and to also adjust the
planting area for the landscaping.
Commissioner Gregory and Mr. Song discussed appropriate
landscaping. Mr. Spencer Knight, Landscape Manager stated
that they reviewed the landscape plans and have made
significant comments. He indicated that bigger planters would
be better and the applicant would need to follow the minimum

offered his assistance to the applicant.
Commissioner Gregory referred to the roof design on the other
building and stated that even though it was multi-storied it had a
soft edge to it, which created less of an impact. On the
applicant's building it was the opposite. The corners are
pronounced which enhanced the verticality and the hard edge
look, and because it's four stories it's more pronounced. He
stated that this was a tall building for the city and suggested
incorporating elements to reduce the tallness. The Commission
and Mr. Song discussed the pitch of the roof and the horizontal
elements of the building. Commissioner Gregory suggested
that they email a sketch in PDF format to Staff prior to the next
meeting.

Mr. Stendell stated that the applicant was requesting a 4-story hotel
just east of Cook Street on Gerald Ford. This is in an area where
we have allowed height exceptions up to 45 feet for tower
elements. The top of their parapet is 44 feet and iYs 50 feet 6
inches to the highest tower. Looking at the site plan you are
entering with the length of the lower portion and transitioning into
the higher portion. This does reflect the new landscape plan.
Mr. John Wang, co-owner of the land introduced himself and his
team. He stated that they would be developing and managing the
hotel. They wanted to be a part of Palm Desert and have taken
pride in this project.
Mr. Michael Song, Architect, stated that they started this project
more than a year ago with Mr. Phil Drell. When we first presented
the idea for a hotel at that site, Mr. Drell indicated that they didn't
wa�t to see the normal guest room type of hotel. So we chose the
product called Candlewood Hotel, which is part of Holiday Inn. This
new product line is wider in the front and shorter in the back and
gives you more of a home feeling with a studio type look. Their
elevation design for the proto type was very different from the
desert scheme and was more like a country hotel design. We
changed the exterior design and worked with the CC8�R
requirements and the details. After the CC&R review, we mixed
that design scheme with the overall site.
Mr. Song indicated that the tallest building in that complex was 45
feet and was at the entrance. Mr. Stendell stated that it was the
Kaiser Building and it sits further back with a green tower element
to screen their mechanical equipment. Mr. Song stated that their
tallest tower was 50 feet and the building parapet was 44 feet.

Even though it was a 4-story building, from floor to floor it was 9
feet. The overall height is actually not that high and compared to a
commercial building it's probably about 2 to 3 stories high.
Commissioner Hanson stated that she liked the flavor of the hotel,
but the only thing that looked a little odd was the restaurant.
Because the hotel was so tall it made the restaurant look very
small. She urged Mr. Song to change some of the features so that
it wasn't so tall and narrow. She liked the building and stated that
they did a great job articulating it with all the ins and outs on it. She
thought that the proportions of the restaurant and the vertical
elements re-accentuate the fact that it is a tiny version of the hotel.
She suggested making it not so identical to the hotel.
Commissioner Lambell asked where the air conditioning units
would be located. Mr. Song answered that they would be flat units
on the exterior underneath the windows and painted the same color
as the window molding.
Commissioner Vuksic asked about the tower elements where they
have bands projecting out under the windows. Mr. Song stated that
some of the rooms would have a split system because they were
not able to put in a window unit. Commissioner Vuksic asked if
there were any specifications for those units. The Commission
reviewed the plans for the air conditioning units and the split
system. Commissioner Vuksic asked if they had enough parapet
height to screen the condensing units on the split system. The
Commission reviewed the parapets heights. Commissioner Van
Vliet stated that it would be 42 inches with a 6-inch pad.
Commissioner Vuksic stated that it would work. Mr. Song indicated
that some of the units would be closer to the middle of the building.
Commissioner Vuksic remarked that they showed good depth in all
the 3-dimensional drawings and even the bands on the tower
elements were popped out. He stated that the Commission would
be looking at the final drawings to make sure that it is carried
through and doesn't get flat during the engineering process.
Commissioner Van Vliet asked if everything was stucco finish and
were they relying entirely on paint to give the different colors. Fie
was concerned with the paint because a lot of the colors listed on
the color board were going to fade out and blend together. He
asked if the stucco was all the same textures; for instance, was the
wainscot at the bottom going to be the same texture as it vertically

goes up the walls. Mr. Song stated that there would be different
textures, some rougher than others and the larger areas would be
smoother. Commissioner Hanson urged the applicant to go with
warmer, darker desert colors especially if they would be relying on
the colors to get the variations on the buildings. Commissioner
Gregory asked if there were other materials that they would be
using besides plaster to provide other contrasting elements on the
vertical and horizontal lines. Commissioner Hanson stated that if
they did that in a smooth finish it would look like another material,
particularly if it was a dark smooth finish that would give it a trellis
look as opposed to a plaster look.
Commissioner Vuksic stated they needed to look at a different type
of roofing material for the restaurant; it looks like it has a token roof.
The pitch is so steep that it looks "cheesy" and they would need to
shallow that and make it {arger and more elegant looking like the
other ones.
Action:
It was moved by Commissioner Vuksic, seconded by Commissioner
Hanson, to grant preliminary approval of the architecture of the hotel
subject to: 1) submitting color board with darker, warmer desert colors; 2)
