SUBMITTED BY: Frankie Riddle, Director of Special Programs DATE: October 25, 2007 CONTENTS: None I. RECOMMENDATION: By Minute Motion, approve the following: (1) Reallocate Community Development Block Grant funds in the amount of$75,500 to alternative projects of ABC Recovery Center and authorize staff to work with ABC to identify specific projects to be funded, and (2) Reprogram Community Development Block Grant funds in the amount of$20,000 to the City for future reprogramming to alternative organizations with qualifying projects. II. DISCUSSION: The ABC Recovery Center has informed the City that the Center will not be able to proceed with the proposed rehabilitation work on the Women's Detox Facility. After considerable review by the Project Manager, the Buildings & Grounds Committee, the ABC Board, and the Contractor along with an appraisal by Integrated Infrastructure, Inc., it became apparent that the work and cost involved was far more extensive than originally thought. However, ABC is requesting reallocation of funds in the amount of$75,500 to other qualifying project(s) as follows: (1) Continued rehabilitation of the Bunk House, (2) ArchitecUengineering services/plans for the renovation of the last six units of the Motel 7 Transitional Housing, (3) ArchitecUengineering services/plans for the renovation and addition of the McGovern House for women and new babies, (4) Construction of a security wall around the Star Lodge, and/or (5) Rehabilitation of the main serving kitchen for clients. The City was notified by the Riverside County Latino Commission that it had been working with the State of California ADA Technical Assistance Agency to develop a plan of action that did not require the remodeling of the Hopi Facility to address ADA accessibiliry issues. As a result, the funds are no longer required to address ADA accessibility. The Commission originally requested reallocation of funds to activities at the Hopi Facility. However, the City recently received notice from the Latino Commission that it is now selling this facility and requested reallocation of funds to activities associated with its new site located in Mecca. The requested use of funds was not for capital improvement activities but rather public service activities; therefore, the request was denied. On August 14, 2007, a letter was sent to Mr. Contreras of the Latino Commission indicating that the proposed uses did not qualify for funding but offered the opportunity to suggest alternatives. The Commission did not respond or recommend alternative activities. As a result, the request is to reprogram funds in the amount of$20,000 to the Ciry for future use. NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of Palm Desert to receive public input and recommendations pursuant to the Housing and Community Development Act of 1974 as amended regarding the Community Development Block Grant (CDBG) Reallocation and /or Reprogramming of funds. The City Council will hold a public hearing at its regular meeting ,� to receive public input. As part of the CDBG Citizens Participation Plan the City will receive input from the public regarding this matter for a period of Thirty (30)-days. During this time all interested parties are welcome to provide input/comments. The public comment period will open on Monday, September 24, 2007, and close on Thursday, October 25, 2007. The City Council will consider reallocation and/or reprogramming of CDBG funds in the amount of$95,500 to organization(s) with qualifying programs and/or projects. Projects that are eligible to receive funding are those, which benefit the low and moderate-income population of the city such as seniors, developmentally disabled, victims of domestic violence, homeless, and other similar projects or programs. Projects such as park development, public facilities development or rehabilitation, recreational facilities, housing and community service programs are also eligible.
