STAFF REPORT
(1) By Minute Motion, authorize the City Manager to negotiate and
execute an agreement between the City, Coachella Valley Water
District, and Palm Desert Mobile Estates for the installation of
appropriate landscape, maintenance, and provision of irrigation along
the Whitewater Channel adjacent to Palm Desert Mobile Estates;
(2) By Minute Motion, authorize the City Manager to award a bid, if
necessary, for the installation of such landscape and irrigation system.

Recommendation:
(1) By Minute Motion, authorize the City Manager to negotiate and execute
an agreement between the City, Coachella Valley Water District, and
Palm Desert Mobile Estates for the installation of appropriate
landscape, maintenance, and provision of irrigation along the
Whitewater Channel adjacent to Palm Desert Mobile Estates;
(2) By Minute Motion, authorize the City Manager to award a bid, if
necessary, for the installation of such irrigation system.
Background:
Earlier this year, Coachella Valley Water District removed tamarisk trees along the
Whitewater Channel adjacent to Palm Desert Mobile Estates. CVWD did so as a result of
complaints from the mobile home park owners that the tamarisk trees created a large
amount of debris and a nuisance on the park site.

As a result, the mobile home storage area was exposed which created an unsightly view to
the north because there is only a chain link fence and many of the motor homes were
screened with unattractive shade structures.
I am recommending that the City participate, to a limited extent, in a solution. City staff and I
have met with CVWD and the manager of Palm Desert Mobile Estates. I have proposed
that the three agencies arrive at a compromise which would involve planting trees of
sufficient size that will eventually provide screening for the storage area. The compromise
will need to involve funding of the necessary improvements plus an agreement by someone
other than the City that they will continue to irrigate and provide maintenance to the trees.
The Public Works Department has provided me with an estimate for the installation of 150
24" box trees and an appropriate irrigation system at an approximate cost of $85,000.
