REQUEST: Report Regarding the Proposed Closure of Monterey Avenue for
the CVWD Improvement District 53 Trunk Sewer Project

Discussion:
At the August 9, 2007 City Council meeting, staff presented a verbal report regarding
the traffic control options for the CVWD Improvement District 53 Trunk Sewer project.
Staff indicated that the preferred alternative was to allow the complete closure of
northbound Monterey Avenue as a means to expedite the construction. The
anticipated benefit was that the work could be completed and the road reopened to
full traffic prior to the Thanksgiving holiday, thereby preventing impact to peak holiday
season traffic. City Council indicated agreement with staffs recommendation and
made it clear that Monterey Avenue was to be opened to traffic prior to the
Thanksgiving weekend.
Since that time, staff has received a number of complaints from residents and
businesses about the performance of the District's contractor and the condition of the
work zone on this project. Complaints include blocked access to residences,
unkempt construction zones, inadequate traffic control, rude behavior by the
contractor, etc. Staffs requests to the contractor to correct these issues have been
repeatedly disregarded. As a result, staff has lost confidence in the contractor's
ability to complete the work by Thanksgiving while meeting the standards of the City
of Palm Desert. Having gained additional information about conditions in and around
the construction zone, staff no longer supports the proposal to close Monterey
Avenue prior to the peak season and instead believes that this work may be more
appropriately performed during the summer months.

Alternatively, it has been suggested that the project be allowed to continue with the
requirement that at least one northbound lane remain open to traffic at all times and
the project be completed prior to the Thanksgiving holiday weekend. Staff is
continuing to coordinate with CVWD to determine if this is feasible, with at least one
meeting scheduled to occur after the filing of this report and before the City Council
meeting of September 13. Therefore, the results of this coordination effort will be
provided at the City Council meeting.
