HomeMy WebLinkAboutC26990 Palm Desert Middle School PDMS After School ProgramREQUEST: DATE: CONTENTS: Recommendation: By Minute Motion, CITY OF PALM DESERT COMMUNITY SERVICES DEPARTMENT STAFF REPORT REQUEST FOR APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN DESERT SANDS UNIFIED SCHOOL DISTRICT, PALM DESERT MIDDLE SCHOOL FOUNDATION, AND CITY OF PALM DESERT AS IT RELATES TO PARTICIPATION IN AN AFTER SCHOOL PROGRAM AT PALM DESERT MIDDLE SCHOOL AND ATTENDANT APPROPRIATION TO IMPLEMENT SAID PROGRAM SEPTEMBER 27, 2007 PROGRAM PROPOSAL PROPOSED MEMORANDUM OF UNDERSTANDING (1) authorize the Mayor to execute a Memorandum of Understanding between Desert Sands Unified School District, Palm Desert Middle School Foundation, and City of Paim Desert as it relates to participation in an After School Program at Palm Desert Middle School (Contract No. C26990 ); and (2) appropriate $55,631 from the unobligated general fund to account 110-4800- 454-3892. Executive Summary: Approval of this agreement will allow the subject proposal for an After School Program to be implemented at Paim Desert Middle School (PDMS) and provide appropriate funding. Background: Making a program that is both beneficial and one in which students in the middle school age group are interested in participating in a success can be both challenging and rewarding. For the past four years PDMS, with funding from the City of Palm Desert (CPD), and administration provided by the Coachella Valley Recreation and Park District (CVRPD), has offered an after school program to its students with an original enrollment that exceeded 100 students. Because the interests and needs of this age group are very specific, past program administrators have been unable to maintain a satisfactory level of enrollment required to ensure its Tong -term success by providing age appropriate activities. In addition, past program administrators have been unable to provide the City with requested statistics or an accounting of funds received and did not submit a program plan or budget for the past academic year as required. In fact, the Regional Access Project (RAP) grant associated with this program was not renewed due to insufficient reporting and accountability. In meeting with CVRPD staff in early summer, the City requested that a proposed budget, program framework, and accountability standards be submitted to the City for review and approval prior to its providing further funding to that agency to serve as program administrators. In meeting with PDMS Principal Sallie Fraser, concern was expressed about the manner in which the entire program has been supervised for the past several years, the lack of consistency in staffing levels, declining enrollment, the ability of staff assigned to the Middle School to actually produce a comprehensive and cohesive program for the entire academic year, and the lack of financial accountability. To address the issues listed above, and in order to meet the critical need for an after school program at that site to reduce the number of students who are unsupervised in the late afternoon/early evening hours, Ms. Fraser was requested to submit a proposal for a comprehensive program incorporating home work sessions, subject specific tutoring, nutrition, cultural enrichment, physical conditioning, civic awareness, and community service that would meet goals established for after school programs. Attached is Ms. Fraser's proposal for a program, which she believes will fit the needs and interests of PDMS students as well as meet the aforementioned established goals. This program would be administered through PDMSF - a non-profit organization. The proposal submitted by Ms. Fraser would be presented by experts in the field, PDMS faculty, community leaders, and other individuals appropriate to the specific subject or program being implemented. The proposed program is designed to serve a minimum of 100 students and the PDMSF will be responsible for collecting a $10.00 per student per week enrollment fee which will be collected and used to defray future year City funding requests. As a condition of continued funding, PDMS will be required to provide the City of Palm Desert with quarterly reports outlining funding received and scholarships awarded (for families, as determined by the PDMSF, unable to pay the enrollment fee), average daily attendance, monthly enrollment figures, and reflection surveys completed by students and staff. In addition, the school will be required to present to the City the results of twice yearly parent surveys, agree that parents will be required to sign students out of the program each day upon release, and provide the City with comparative test scores and school attendance rates at the conclusion of each academic year. It is understood that the requested funding is being sought for the 07/08 academic year only and that the PDMSF will be expected to explore grants and other funding sources and opportunities in future academic years to reduce dependence on total City funding for administration of this program. The total amount required to implement this program for an entire academic year is $95,930. In its fiscal year 07-08 budget, the City Council approved $30,439 to implement an after school program at PDMS to augment the grant received from RAP which has not yet been appropriated. Therefore, staff recommends that the City Council approve additional funding in the amount of $55,631 (academic year cost to implement the program of $95,930 minus $9,860 for the month of September), appropriate that amount to account no. 110-4800- 454-3892 from the unobligated general fund to augment the $30,439 already approved in fiscal the year 07/08 budget and approve an MOU between DSUSD, PDMSF, and CPD. Now, therefore, it is agreed that CITY will participate and contribute to an After School Pilot Program as follows: 1. An After School Program will be provided at Palm Desert Middle School within the City of Palm Desert by PDMSF with said program operational plan; 2. DSUSD will provide in-kind services in the form of facility use for the After School Program; 3. Parents will pay a nominal fee. 4. Scholarships will be available. 5. Students and staff will fill out reflection surveys quarterty. 6. Parents must sign students out when they are picked up. Program Ideas: Students may rotate between homework and tutoring help, sports and fitness activities, and elective programs. Spccific subject areas of tutoring will be prnvided as well as homework time. Sports will rotate during the year and will include,but not be limited to basketball, soccer,track,and vuileyball. Activities will include but not be limited to the following possibilities: Robotics, Debate, Chess club,book club,dance,theatre,physical fitness,ping pong,Art,guitar lessons, cycGng club,nature conservancy clnb.
