I. CALL TO ORDER
Chair Kim Housken called the meeting of the Historic Preservation Committee to
order at 10:01 a.m.

Note: Chair Kim Housken announced that with committee concurrence, the
introduction of Russell Grance, Director of Building and Safety would
commence ahead on the agenda. Please see Agenda Item VII A. for
information regarding this item.

IV. CONSENT CALENDAR
A. MINUTES — OF THE MEETING OF OCTOBER 30, 2007.
Committee Member Jan Holmlund moved to approve the minutes as
written. Committee Member Kent Routh seconded the motion. It passed 6-0.

YI. OLD BUSINESS
A. REVfEW OF CULTURAL RESOURCE ORDINANCE
Discussion commenced with Chair Kim Housken and Committee Members
Jan Holmlund and Gale Broeker expressing their concerns about changes
to the final ordinance. Their concerns stem from the elimination of the
Administrative CeRificate of Appropriateness, and that two different
certificates had been combined into one program; use of the word
"Committee" rather than "Commission or Board", Definitions and requiring
written property owner's consent to survey or designate historic properties.
Russell Grance stated that the ordinance document is the result of the work
of LSA Associates, input from Committee Members, and City of Palm
Desert Building and Safety and Planning Department staff. The City
Attorney has reviewed it and considers it ready to move forward to The City
Council. The biggest changes are to the roles of The Administrator and
Committee under the duties section. The Administrator is yet to be
determined. Committee Member Jan Holmlund noted that their responsibility
is to historic preservation; if the ordinance doesn't fill that responsibility there
isn't any reason to have a commission.
Committee Chair Kim Housken and Committee Member Jan Holmlund
indicated that they could not move to accept this document. Chair Kim
Housken asked Director of Building and Safety Russell Grance about what
his recommendation would be. He indicated that they should vote on
whether to accept the document or not.
Chair Kim Housken motioned to send The Cultural Resource Ordinance
document back to Staff and have them work with Ordinance Subcommittee
developing an ordinance that would best serve the residents of our city. Jan
Holmlund seconded that with the addenda that it be forwarded to their
consultant and the State Historic Preservation Officer for comment. Chair
Kim Housken noted that she (Kim Housken) had already done that.
Committee Member Jan Holmlund then noted that she needed to amend
her amendment. The amendment to the motion is that any future copies be
forwarded to the consultant, Riverside County Historic Preservation Officer
and the State Historic Preservation Officer for comment. The amended
motion passed 7-0.
Vlf. REPORTS AND REMARKS
A. INTRODUCTION OF RUSSELL GRANCE, NEW DIRECTOR OF BUILDING
AND SAFETY.
Chair Kim Housken introduced Russell Grance, the new Historic
Preservation Committee liaison and new Director of Building and Safety. He
has been at the City of Palm Desert since November, 2007, and involved

with Building and Safety for 25 years at several jurisdictions in California and
Colorado.
� B. COMMITTEE MEMBER COMMENTS
Committee Member Jan Holmlund mentioned copies of materials she has
including information about The Cliff May House, an article about the
Historical Society in the November, 2007 issue of The Desert Woman and
The City of Rancho Mirage Historic Preservation Meeting. There was no
meeting for December and January. She will submit her typed report for
November at a later date. She also provided information regarding a tour
she attended of historic homes in Rancho Mirage. She's also working on a
Beginning Design List. She inquired about beginning surveys of homes of
Walter White homes. Director of Building and Safety Russell Grance
cautioned them about moving forward with the surveys until this document
had been codified. Committee Member Jan Holmlund emphasized that it
was very important that the City of Palm Desert find the proper person to
conduct the surveys. However, since the current ordinance does mention
inventories, the committee could proceed with them if they were comfortable
doing that. Committee Member Kent Routh noted that they have waited so
long for the approval of the ordinance, it's been changed and they have not
had a meeting since the end of October, these have been blocks to the very
existence of this committee.
Committee Member Gale Broeker announced the California Preservation
Foundation Workshops being held February 12-13, 2008 in Davis, California.
Chair Kim Housken noted that the Agenda did not confirm their next meeting
date. Director of Building and Safety noted that it would remain to be
announced pending staff availability.

With Committee Concurrence, the meeting was adjourned at 10:50 a.m.
