RECOMMENDATION:
By Minute Motion: 1) Authorize the expenditure of Cal COPS Grant Funds (Supplemental Law
Enforcement Services Fund — SLESF) 2007/08 to purchase five hundred (500) City of Paim Desert
Police uniform patches in an estimated amount of $1,131.38; 2) authorize the use of West End
Uniforms as a sole source vendor for this product.
BACKGROUND:
At its meeting of March 12, 2008, the Palm Desert Public Safety Commission recommended that the
City Council authorize the expenditure of approximately $1,131.38 from CaI COPS Grant Funds
(Supplemental Law Enforcement Services Fund) from fiscal year 2007/08 to purchase 500 City of
Palm Desert Uniform patches.
The City of Paim Desert received $100,000 in Cal COPS Grant Funds in fiscal year 2007/08 as a
one-time grant to be expended exclusively on frontline law enforcement services by providing
personnel support, equipment, and programs. The Palm Desert Police Department is requesting
authorization to purchase 500 City of Palm Desert Police Uniform patches out of Cal COPS Grant
Funds. Additionally, the Police Department is requesting authorization to use West End Uniforms �s
a sole source vendor for this product, as they are local and provide the specific product tt at mee z
the department's requirements.
Therefore, staff recommends the City Council authorize the expenditure of approximately 41,131. 8
from Cal COPS Grant Funds for the purchase of 500 City of Palm Desert Police 3 _ partne it

product. Funds would be expended out of the CaI COPS account #229-4210-422-39114.

The Palm Desert Police Department would like to request authorization to expend Cal
Cops Grant Funds (Supplemental Law Enforcement Services Fund) — 2007-2008 for the
purchase of five hundred (500) City of Palm Desert Police uniform patches. These items
are to outfit the uniforms of the front line officers during their normal duties.
As always, our goal is to provide the best possible service to the City of Palm Desert and
keeping front line staff in the field is one of our top priorities.

COST ANALYSIS
The City of Palm Desert has received $100,000.00 in the Cal Cops (Supplemental Law
Enforcement Services Fund) for FY 06/07. These funds were received by the city as a
one-time grant to be expended exclusively on front line law enforcement services by
providing personnel support, equipment, and programs. The Palm Desert Police
Department is requesting to purchase the above equipment at a total cost of $1,131.3 8 out
of Cal Cops Funds. We also request authorization to use West End Uniforms as a sole
source vendor for this product, as they are the local vendor for this specific product that
meets our requirements.
If approved, I would submit an invoice after being billed by the vendor and the funds
would be expended out of the Cal COPS account # 229-4210-422-3914.

F. Business District Team Report — January and February 2008
Commissioner Larsh moved to, by Minute Motion, receive and file the Business
District Team Report for January and February 2008. Motion was seconded by
Commissioner Butzbach and carried by a 4-0 vote, with Vice Chairman Nethery
ABSENT.
G. Canine Report — February 2008
Lt. Taylor noted this was a new report which the Commission would
be receiving monthly. He stated that the City of Palm Desert would
not be charged for Van Snapp's time whenever he is called out for
an emergency in any area not within the City boundaries.
Whatever city he gets called out to would be billed for that time.
Commissioner Lebel moved to, by Minute Motion, receive and file the Canine
Report for February 2008. Motion was seconded by Commissioner Butzbach and
carried by a 4-0 vote, with Vice Chairman Nethery ABSENT.
H. Request from Palm Desert Police Department for Authorization to
Expend Cal Cops Grant Funds (Supplemental Law Enforcement
Services. Fund — SLESF) 2007/08 to Purchase Five Hundred (500)
City of Palm Desert Police Uniform Patches in an Estimated

approval of the subject request. Motion was seconded by Commissioner Larsh and
carried by a 4-0 vote, with Vice Chairman Nethery ABSENT.
