SUBJECT: PROCLAMATION FOR MAY IS MENTAL HEALTH MONTH 2008
Dear Honorable Mayor Jean Benson:
This letter is sent to you to request your assistance in creating public awareness of mental health
issues in your community by issuing a proclamation from the City of Palm Desert recognizing
MAY IS MENTAL HEALTH MONTH.
Since 1949, Mental Health Month has opened the eyes of the American public to the importance
of mental health and the reality of mental illnesses. Initiated as a week long public education
campaign, it instantly enjoyed the involvement of many mental health associations and other
groups across the country. The observance soon grew into a month's worth of activities, and
Congress officially designated the month of May as Mental Health Month.
For your convenience, I am enclosing a suggested proclamation that you may wish to use. If at
all possible, we would like to have the proclamation issued at your last City Council meeting in
April or your first meeting in May 2008. We will make arrangements for a member of the Mental
Health Board to be present to accept the proclamation on behalf of the Department of Mental
Health. We wish to be placed on the City Council agenda and slotted for a three or four minute
presentation prepared by the attending Mental Health Board member.
We hope that you and the members of your City Council will participate in helping to eliminate
the stigma of mental illness in your community by proclaiming May is Mental Health Month.
Your proclamation will be displayed in one of our local mental health clinics in honor of your
contribution to public awareness.

Proclamation 2008
WHEREAS, mental health is critical for our well-being and vitality as well as that of our
families, communities and businesses; and
WHEREAS, the Presidents' new Freedom Commission declared that mental disorders
and mental health problems affect people of all backgrounds and all stages of life, and no
one is immune; and
WHEREAS, the World Health Organization found that mental illnesses are the number
one cause of disability in the United States and, collectively, are the most prevalent health
problem in America today — more common than cancer, and lung and heart disease
combined; and
WHEREAS, one in 10 children has a serious mental disorder that, if untreated, can lead
to school failure, physical illness, substance abuse and even suicide; and
WHEREAS, (Name of City or Community) has made a commitment to community -based
mental health care for all residents; and
WHEREAS, the Mental Health America, the National Council for Community
Behavioral Healthcare and their national partners observe Mental Health Month each
May to raise awareness and understanding of mental illness;
THEREFORE, I, (Name of Mayor), do hereby proclaim May 2007 Mental Health Month
in (Name of City or Community). As the Mayor, I also call upon all (Name of City)
citizens, government agencies, public and private institutions, businesses and schools to
recommit our community to increasing awareness and understanding of mental illness
and the need for accessible services for people of all ages.
