Shaffer Orange, CA 92867 DATE: April 24, 2008 CONTENTS: Request for Proposal Contract Services Agreement Recommendation: By Minute Motion: 1. Reject the proposals of Stemmer Construction and Recreation Masters due to non -responsiveness. 2, Authorize the replacement of the Community Park playground in an amount not to exceed $201,327.53. 3. Award the subject contract to Linnert Builders, Orange, CA. 4. Approve a 10% contingency in the amount of $20,132.75. Discussion: On February 11, 2008, Staff published a Request for Proposal (RFP) to replace the playground at the Community Park as part of the City's Parks and Recreation five-year capital improvement plan. The current playground has outlived its useful life, and is out of compliance with many federal and state playground safety standards. Staff felt that the location and physical site conditions would allow for the installation of Coachella Valley's first fully accessible playground. The fully accessible design will allow any user including persons with limited mobility to access any part of the playground. Staff Report Community Park Playground April 24, 2008 Page2of3 On March 11, 2008, proposals based on the required specifications for the accessible playground were received with the following results: Stemmer Construction Recreation Masters Carson Services Corporation Linnert Builders Simon Contracting Micon Construction Inc. (Palm Desert, CA) (Murrieta, CA) (Westchester, CA) (Orange, CA) (Indio, CA) (Placentia, CA) $120,500.00 $194,990.96 $195,497.00 $201.327.53 $203,355.00 $207,536.00 Staff reviewed the proposals and found that Stemmer Construction and Recreation Masters did not meet the specifications required in the RFP. On March 24, 2008, the City's Parks Staff, Planning Staff, and Risk Manager interviewed Carson Services Corporation and Linnert Builders. The interview panel unanimously agreed that the playground design of Linnert Builders in conjunction with Game Time Playgrounds would provide the City with an accessible playground that best meets the needs of all users. The interview panel felt the Linnert playground design excelled in the following categories: • The City's of Palm Desert Risk Manager felt the direct bolt construction of the system would be significantly stronger than the clamp system offered by other designs. • The Linnert design offered multiple sidewalk access points to the playground structure. • The Linnert design offered significantly more shade over playground components. • The Linnert design utilized wider ramps and platforms to allow better access to playground features by users with limited mobility. • The Linnert design offered seven more play features than Carson Services Corporation.
