Executive Summary: Approval of the staff recommendation would not allow the applicant signs higher than the man doors of Building "A" facing the freeway. Denial of the staff recommendation would allow the applicant signage higher than the man doors located on the rear of Building "A" facing the freeway. Background: On April 22, 2008 the applicant requested approval of a sign program for Desert Arches Business Center to the Architectural Review Commission. The sign program is for Buildings "A" which has freeway frontage from the rear of the building and Building "B". The sign program consists of wall signs, freestanding Staff Report SA 08-260 August 28, 2008 Page 2 of 3 directory signs, and a center identification sign. The Architecture Review Commission continued the case subject to relocating external directory sign to the interior and reducing signage facing Interstate 10. The applicant made changes and on May 13, 2008 went before the Architectural Review Commission. The Architectural Review Commission approved the sign program subject to relocating tenant signs for the rear of Building "A" to the side of the man door and constrained to fit into the space with six inches on either side no higher than the man door. The applicant wanted to appeal the decision, but the 15 days elapsed. On June 22, 2008 the applicant reapplied and went before the Architectural Review Commission on July 8, 2008. The Commission did not change their action or views regarding signage facing the freeway located on the rear of Building "A". The applicant has appealed the Architectural Review Commission's decision. Discussion: I. PROJECT DESCRIPTION: The site is laid out with two buildings "A" and "B". Building "B" faces east and Building "A" faces north and south with the south elevation facing the freeway. There are five bays located on the rear of Building "A" which the applicant is requesting a sign over each bay. The Architectural Review Commission approved five wall signs on the rear of Building "A" no higher than the man doors. The applicant is requesting the signs over each bay to maximize freeway exposure. Each sign is 2' tall x 12' long, non -illuminated, 2" thick foam painted with colors being optional. The proposed project was presented to the Architectural Review Commission on July 8, 2008. The applicant made the argument that there are currently businesses which have signage facing the freeway, and his client would like to do the same. The applicant added that the business owners in this day and age are trying every which way to get clients into their stores and signage is needed. Staff requested that the Architectural Review Committee take into consideration that other businesses have signage facing the freeway, but the Commissioners stated that they could not see a compelling reason to reverse the decision that was made previously. The Commission is trying to prevent clutter and doesn't want to see buildings become a billboard. II. CONCLUSION: In conclusion, the Architectural Review Commission feels signage above the man doors is too much. The Commission doesn't want signs cluttering and taking away from the architecture of the building. Staff recommends that the ARC decision be upheld. ARCHITECTURAL REVIEW COMMISSfON MINUTES July 8, 2008 The Commission also recommended that the frame on the monument sign be a stucco texture. Action: It was moved by Commissioner Hanson and seconded by Commissioner Lambell, to continue subject to: 1) raceway to be designed to correspond to the architecture of the building; and 2) redesign the monument sign to correspond to the architecture of the building with a textured finish on the base. CASE NO: SA 08-260 APPLICANT (AND ADDRESS): SIGN-A-RAMA, 41-945 Boardwalk, Suite L, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of sign program: Desert Arches Business Center LOCATION: 75-189 Gerald Ford, Bldg A & B ZONE: PCD Mr. Swartz presented the project and summarized the staff report. He stated that the applicant is requesting reconsideration for signage located on the rear of the building facing the freeway. The applicant is proposing that each sign is two feet tall and twelve feet long, non-illuminated with two-inch thick foam; painted colors optional. On May 16, 2008 the Architecture Review Committee (ARC) denied the applicant's request allowing signage viewable from the freeway. The Commission granted approval for the Sign Program subject to relocating tenant signs to the side of the man door and constrained to fit into the space six inches on either side no higher than the man door. The applicant argued that the signs were reduced from 24 inches to 12 inches, but the Commissioner's didn't want signs facing the freeway. However, they didn't mind that there were some identification signs next to the doors. The Commissioner's also stated that the signs should be oriented towards someone in their car or truck in the parking lot and not from the freeway. Currently the City has existing signs facing the freeway that have been permitted and the applicant is making the case that the proposed signs would be smaller. Staff agrees with the applicant that other businesses have signs facing the freeway and would request that the ARC take that into consideration. G:1Planning\Janine JudylWord FilesV+Minutes\2008WR080708.min.doc Page 6 of 14 , �� ARCHITECTURAL REVIEW COMMfSSION MfNUTES July 8, 2008 Mr. Ed Landen, Sign-A-Rama, stated that the biggest discussion from the last meeting was that they had proposed to put a directive sign outside the entry; which has now been moved to the inside. They had asked for 24 inches in height, two lines with a maximum letter height of 14 inches on the front of the building and on the backside they were asking for 24-inch by 12 feet just like most of the buildings that have a visibly from Interstate-10 (I-10). The intent was to have people see the signs on the back of the building from I- 10, just as several other developments have in that area. The Commission reviewed the photos submitted by Mr. Landen showing the signage on other buildings in that area. They asked the representative about the size of the lettering. Mr. Landen stated that the lettering would be a maximum of two feet tall. Commissioner The Commission reviewed the photos of the surrounding developments and discussed the size and lengths of those signs. Commissioner DeLuna stated that she couldn't see a compelling reason to reverse the decision that was made previously by the Commission. At the time of the first submittal, the Commission turned down twelve inches and now the applicant is requesting the possibility of twice the letter height. Mr. Landen stated that unfortunately the first submittal was not presented properly and stated that the purpose of the signage would be for visibility from the freeway. Commissioner Van Vliet felt that the Commission wasn't opposed to signage in the back, but they are trying to prevent clutter; where every sign is different and junks up the entire area. Mr. Landen again referred the Commission to the photos he presented showing signs from the surrounding buildings. Commissioner Hanson stated that overall she didn't see the need for all the signage visible from the freeway. Mr. Landen stated that the business owners in this day and age are trying every which way to get clients into their stores and signage is needed. At the time that sales started going down, the City told all the developments to remove their flags and take down the banners. He stated that when people go to look for a new home they look for flags or banners to guide them, but the City took them all down. He felt that we need to do something to let people make a living and right now that is hard to do. Mr. Bagato stated that from a general standpoint you can't blame a city for a decline in sales and mentioned the subprime mortgages. Commissioner Vuksic stated that there should be some kind of standard where they wouldn't allow a sign every thirty feet on a building because it would look overwhelming, you lose the intent of the signage and the building becomes a billboard. Mr. Landen stated that the building on the back side has the same footage as the front and they are allowed to place signage every thirty feet on the front for each tenant; one sign for each street side per code. The Commission asked if they can regulate the number of signs. Mr. Bagato explained to the Commission that the buildings are allowed by code to have signs on the frontage, but the City can regulate where they go and how big they are. Commissioner Van Vliet made a motion to deny based on the fact that the signage is a maximum 24-inch in height and a maximum of 12 feet in length, that it will clutter the building and hurt the architecture. If the applicant wants to put in lower man door signage that would be fine. Action: It was moved by Commissioner DeLuna and seconded by Commissioner Touschner, to deny request for rear building signs facing the freeway due to size and cluttering; recommended lowering signage closer to the man doors. LOCATION: 75-178 Gerald Ford, Bldg A&B ZONE: PCD Mr. Stendell presented and summarized the project. Staff was okay with the location and size of the signs; however there is an issue with the free standing tenant directional sign because it looked a lot like a monument sign. Staff wanted to make sure that if it is an interior tenant directory sign that it be moved to the interior where that type of sign is typically found. Once it is interior, the sign code allows staff to approve such signs. Staff recommended approval with relocating the interior directional sign to a more interior location. The Representative from Sign-A-Rama stated that there weren't a lot of choices on the interior to relocate the sign. He explained that this is a very small complex and moving the sign to the interior would defeat the purpose of a directional sign. The Commission reviewed and discussed the location, size, and the purpose of the directional sign. Mr. Stendell stated that the municipal code doesn't allow nine tenants on a monument sign and since the arch says Desert Arches Business Center the public would know where to go. If the applicant feels that an interior directional sign was warranted, we would require that they talk with our landscape specialist about a landscaped area for the sign. The Representative stated that if the Commission was agreeable with the directory then they would be willing to move the sign to an interior planter to make it simpler. The Commission reviewed and discussed the large signage on the back side of the buildings. They felt that it was there more for advertising. The representative stated that it wasn't just for advertising, but also for the people who are not going inside the center itself and are going around the back to the roll up doors to the identified suite number. He also stated that some of the businesses use their warehouse with the roll up doors as their main entrance. The Commission felt that the signage was too large and too high on the building. They recommended the signage be pedestrian oriented as opposed to being all the way at the top and that it appear near the door. Action: It was moved by Commissioner DeLuna and seconded by Commissioner Lambell, to grant a continuance subject to relocating the external directory sign to the interior and reducing and towering the signage facing Interstate 10, as discussed by the Commission. The rep stated that because the signs have been moved down considerably they are now low enough that they won't be as noticeable from the freeway. Commissioner Gregory stated that the signs should be oriented towards someone in their car or truck and Commissioner Van Vliet stated that they had discussed at the previous meeting of getting it down to the small door going in. The Commission discussed placing the signs between the man door and the roll up door. They also expressed that the signs were still too big. Commissioner Vuksic stated that he felt that the signs need to come down by the man door because their intent is for identification for vehicles back there not for signage. The Commission discussed the issue of having tons of signage on the backs of the buildings near the freeway in other communities. He felt that that would just make it worse with the tenants choosing their colors for their logos and lettering because then there would be signs that were blue or red or yellow. The Commission stated that the signs need to come down to eye level for a truck; below the top of the door right adjacent to the man door. Commissioner Gregory stated that the sign would become difficult to read and very small if it goes between the man door and the roll up door. The Commission discussed where to place the location of the signs. They felt that the signs should not be above the man door because there will be a lot of different sized signs for this building. The rep expressed his concern that it wouldn't leave a lot.of room for signage. He stated that the signs are done to code and the tenants were happy with the signs and felt that they wouldn't be read well from the freeway. Commissioner Vuksic stated that there was about five feet of wall between the man door and the overhead door. So if the signs were four feet wide he felt that that was a pretty good width to place a sign that a customer could read from their vehicle when next to the building. Commissioner Lambell stated that the signs are not meant to attract people from the freeway; they are meant to identify the tenant space. The representative stated that his client would like to push for a vote now and if they have to resubmit they will.
