Recommendation:
By Minute Motion, authorize the expenditure of $3, 153.75 of Cal COPS Funding
to purchase one Pro-Laser III Lidar.
Background:
At its meeting of November 12, 2008, the Palm Desert Public Safety Commission
recommended that the City Council approve an expenditure of$3, 153.75 from fiscal year
08/09 Cal COPS Funding. This expenditure is requested to purchase one Pro-Laser III
Lidar, per the information contained in the November 5, 2008, Memorandum from Palm
Desert Police Lt. Andrew Shouse.
Both the Palm Desert Public Safety Commission and staff recommend that the City
Council approve an expenditure of $3,153.75 from fiscal year 08/09 Cal COPS F ndi g o �

On October 9, 2008, Motor Officer Kyle LaFond's Lidar was damaged beyond repair.
This request is to replace the unit. A quote from Kustom Signals, Inc. is attached.
Total cost to replace the unit is as follows:
(1) Pro-Laser III Lidar $2,900.00
Shipping& Handling Costs $29.00
Tax @ 7.75% $224.75
TOTAL: $3,153.75
COST ANALYSIS
If authorized, the total cost for this equipment would be $3,153.75. Source of the funds is
CAL Cops funding account#229-4210-422-3914.

G. Request for Authorization to Expend Cal COPS Grant Funds
(Supplemental Law Enforcement Services Fund — SLESF) to Send
Officer Mark Hanson to a Crash Data Recorder (CDR) Conference
in Houston, Texas, January 26-30, 2009
Lt. Shouse reviewed the request.
Commissioner Larsh moved to, by Minute Motion, recommend that the Palm
Desert City Council authorize the expenditure of Cal COPS Grant Funds (Supplemental
Law Enforcement Services Fund — SLESF) to send Officer Mark Hanson to a Crash
Data Recorder (CDR) conference in Houston, Texas, January 26-30, 2009, at a total
cost of $3,077.10, including tuition, travet, lodging, and meals. Funds would be
expended from the Cal COPS Account#229-4210-422-3914. Motion was seconded by
Commissioner Lebel and carried by a 5-0 vote.
H. Request for Authorization to Expend Cal COPS Grant Funds
(Supplemental Law Enforcement Services Fund — SLESF) to
Purchase a Replacement LIDAR Prolaser III Hand-Held Radar Unit
Lt. Shouse reviewed the report and offered to answer any
questions.
Vice Chairman Nethery moved to, by Minute Motion, recommend that the Palm
Desert City Council: 1) Authorize the expenditure of Cal COPS Grant Funds
(Supplemental Law Enforcement Services Fund — SLESF) to purchase a new
replacement LIDAR Prolaser III hand-held radar unit at a total cost of $3,153.75; 2)
authorize Kustom Signals as a sole source vendor for these products. Funds would be
expended from the Cal COPS Account #229-4210-422-3914. Motion was seconded by
Commissioner Lebel and carried by a 5-0 vote.
