The specific items totaling $2,565.45 are outlined in the November 6, 2008, Memorandum from Palm Desert Police Lt. I will drive and pick it up directly from them. Reason-It is impossible for me as a handler to be able to react to a threat while following after Van Snapp during a search. Company out of Winnipeg Canada. Reason-Van Snapp is now cross-trained in narcotics detection. Drug users will hide their dope in vents in cars or houses. When Van Snapp alerts to a vent in a car or house, the � fiberscope could be placed inside the vent to determine if any actual narcotics were present, rather than residual odor. This would eliminate the deputies from having to remove and take apart the interior in order to access the vent, thus, reducing searching time and unnecessary damage to the vehicle or house. 3. Reason-In dong building searches, suspects will sometimes hide in attics. Prior to placing Van Snapp in an attic, I would be able to use the attic mirror, which has a telescopic handle with a light attached to it,to look into the attic to look for any immediate threats. If a suspect was located, this would prevent me from having to place Van Snapp into the attic, reducing the chance of injury to Van Snapp or myself. 4. Request for Authorization to Expend Cal COPS Grant Funds (Supplemental Law Enforcement Services Fund — SLESF) to Purchase Equipment for Officer Steve Rivera and K-9 Van Snapp Lt. Shouse reviewed the report, noting that the requested equipment was mostly training aids. Commissioner Lebel moved to, by Minute Motion, recommend that the Palm Desert City Council authorize the expenditure of Cal COPS Grant Funds (Supplemental Law Enforcement Services Fund — SLESF) to purchase various equipment to be used to provide additional safety to both the Officer and Canine and/or to provide additional training aids/equipment as outlined in the report dated November 6, 2008. Motion was seconded by Vice Chairman Nethery and carried by a 5-0 vote. VIII. CONTINUED BUSINESS A.
