Authorization Memo 2. gkkworks Proposal Recommendation: By Minute Motion: Ratify the City Manager's approval to approve and execute a supplemental agreement with gkkworks for the Community/Aquatic Center project in an amount not to exceed $14,150.00. Discussion: During the City Council retreat held in January 2008, the City Council identified the construction of a community center with aquatic components as a priority. Staff was directed to enter into a contract with a design group capable of completing a master plan that identifies the size of the community center along with interior components, and proposed locations of the new community center. In August 2008, gkkworks was awarded a contract for master planning services for the Palm Desert Community/Aquatic Center in an amount not to exceed $25,000.00. The contract was to complete a master plan that identifies the size of the community center along with interior components and proposed locations and costs of the new community center. During this process, it was determined that there are finro additional items that are critical in providing valuable information which would provide the City Council with assistance in a site selection. An Aquatic and Community Center Parking Assessment a. Complete parking supply and utilization counts for surrounding areas and estimate number of available spots for an added aquatic and community center. b. Identify the estimated number of parking spaces required to facilitate the proposed project based on facility programs, types and frequency of events, etc. c. A comparison of existing parking versus estimated parking needs will be reviewed to determined number of spaces necessary for the project. 2. Aquatic and Community Center Renderings Prepare watercolor image renderings of the proposed building, pool, and site. The City Manager approved the agreement with gkkworks in an amount not to exceed $14,150.00 on November 18, 2008. Staff recommends that the City Council ratify the attached authorization memo and agreement with gkkworks for professional supplemental services for the community/aquatic center project. Ortega, City Manager, on July 21, 20a8, and ratified by the City Council on AUgust 28, 2008. The contract was to complete a master plan that identifies the size of the community center along with interior components and proposed locations of the new commurtity center. During this process, it was determined that there are two aclditiona[ items that are critical in providing valuable information which would provide the City Council with assistance in site selection. These items were not identified in the original contract. They are as follows (see attached): 1. An Aquatic and Community Center Parking Assessment a. Provide Transportation Consultants Services to perform the following services: 2. Task 1: Parking Inventory Our team will complete new parking supply and utilization counts for the parking area surrounding the existing skate park from 10:00 a.m. through 6:00 p.m. These counts will include observations of individuals utilizing this parking supply for accessing the Civic Center, not the skate park. We will estimate the number of spaces which will be available for use by the aquatic and recreation center based on the results of these surveys. 3. Task 2: Future Parking Demand Using information from national data sources and our internal count database, our team will estimate the number of parking spaces required to facilitate the proposed project. In order to complete this task. Based on the facility program, types and frequency of events (if any) held at the swim complex, estimated number of individuals utilizing the facility, and other information, the study will identify the total parking demand generated by the facility. The results will be compared with the available parking supply/area to identify if there is sufficient parking for the site. 4. Task 3: Documentation & Meetings Our team will document the results of our analyses in a technical memorandum. 5. We will attend up to one meeting in conjunction with this project.
