SUBMITTED BY: Lauri Aylaian, Director of Community Development DATE: November 20, 2008 CONTENTS: Sphere of Influence Review & Potential Amendments, Exhibit A Recommendation: That the City Council confirm that no changes in the Palm Desert spheres of influence are anticipated within the next five years so that that information can be provided to the Local Area Formation Commission (LAFCO). Discussion: LAFCO recently completed an update of the spheres of influence for Riverside County. During this process, Palm Desert elected to have the Sun City sphere of influence detached (see attached Exhibit A). This leaves the City of Palm Desert with two spheres of influence: Bermuda Dunes to the east and the Cahuilla Hills to the south. LAFCO is now commencing their next round of Municipal Service Reviews, and has asked all cities to identify changes, if any, anticipated during the next five years in their spheres of influence. Staff anticipates no need for changes during the five-year event horizon, but recommends that existing spheres remain in place so that annexation can be considered in the future. LAFCO requests that this information be provided no later than January 2, 2009. Sun City Palm Desert was unaware that the City of Palm Desert was considering dropping us from its sphere until the action was reported in the local newspaper. Had we been aware of the pending action, we would have come to any and all hearings on the matter and have registered our concern. While ignorance is no excuse, we hope you will find it understandable and will reinstate our area to your sphere for study purposes. Our area has a great deal to offer to the City in property tax, sales tax, room occupancy tax, motor vehicle tax, and subvention funds. According to the Riverside County Assessor for FY 06/07, the Assessed Valuation within the walls of Sun City Palm Desert alone was $1,759,012,034. That figure of 1.75 billion dollars does not include the substantial commercial and business park area which were part of the former sphere. Last year our Association paid for a financial analysis which shows the area produces significant tax benefit. In short we are an exporter of tax funds. We are happy to share the analysis with the City. As you study Bermuda Dunes, we request that you reinstate the old sphere which is north/east of the I-10 freeway at Washington so that you may study our area as well. We bear the City name and the City zip code. We were stunned to be dropped from the sphere. We would be honored if you would reinstate the former sphere in order to review the area benefits to the City and hereby so request. Respectfully submitted on behalf of the Association Patricia A.
