Discussion: In November 2007, the City of Palm Desert was awarded CMAQ grant funds for eight projects in the amount of $8,227,040. The grant included CMAQ funds for the Fred Waring-Monterey Turn Pocket project in the amount $1,100,000, and the Mid-Valley Bike Lane project in the amount of $3,000,000. The total estimated project cost for the Turn Lane project is approximately $3,075,000, and approximately $6,000,000 for the Bike Path project. See attached Project Cost Worksheets. The proposed Mid-Valley Bike Path project consists of the construction of approximately 6.5 miles of a Class I bicycle path along the City's northern limits adjacent to the UPRR right of way. Staff has recently undertaken a preliminary engineering study to determine the project's viability and amenities prior to proceeding with final design. See attached Vicinity Map. Approval to Reallocate CMAQ Grant Funds Between Projects Page 2 of 2 December 11, 2008 The proposed Turn Pocket project consists of channelization improvements including right turn pockets at the following locations (also see attached Vicinity Map): 1. Free right turn on WB Fred Waring to NB Monterey 2. NB Monterey to College of the Desert (COD) entrance 3. NB San Pablo to EB Fred Waring and WB Fred Waring to Civic Center entrance 4. Auxiliary lane on NB Monterey between COD exit and Magnesia Falls. Since the award of the CMAQ grant funds, a question has arisen whether the Turn Lane project is a capacity-enhancing improvement that would not be eligible under the CMAQ guidelines. Staff originally revised the CMAQ grant application to only include the signal work. However, the signal work is required to accommodate the construction of the turn pockets. Staff has discussed this issue with CVAG and RCTC staff and concluded that the project would likely be rejected upon submittal to Caltrans Local Assistance for approval. Staff, therefore, recommends that the City Council approve the request to reallocate the $1,100,000 from the Turn Lane project to the Bike Path project, and authorize staff to submit this request to CVAG for approval.
