Recommendation:
By Minute Motion, 1) Consideration to approve Dr. Paul Flanagan's design as the
public art component for the Vineyards at Palm Desert Development located at
36-700 College Street, Palm Desert, California 92211; 2) consideration of future
reimbursement in the amount of $74,152.26, as part of the Art in Public Places
art component fee for this project. Funds are available in Account No. 436-0000-
312-2700.
Executive Summary:
At its meeting of October 29, 2008, the Art in Public Places Commission
unanimously approved the design proposal, "Family of the Coachella Valley" by
Dr. Paul Flanagan, as the art component for the Vineyards at Palm Desert
Development. The artwork consists of a family of figures carved of Persian
travertine, approximately 5' tall by 30" diameter, which will be placed on a 3' tall
by 4 - 5' diameter base, faced with stacked rock. The artwork will be located in
front of the Community Clubhouse that is open and available to the public. The
Art in Public Places Commission endorsed the placement of the artwork in front
of the Community Clubhouse because of the human scale. They thought people
would be able to experience the artwork closer, rather than from a moving
vehicle.
Discussion:
"The Vineyards at Palm Desert", was so named in recognition of the contribution
of seedless grapes to the agriculture and economy of the Coachella Valley.
"Family of the Coachella Valley" is homage to the farmers, workers, and to the
productive earth of the Valley.
A graduate of Harvard University, Dr. Flanagan has a life-long interest in history,
which led him to a fascination with stone sculpture. After collecting works of
contemporary artists, he began exploring the process of sculpting with stone. He
has studied at the University of California, Irvine Campus and at Orange Coast
College in Costa Mesa, California. He attended the Marble Symposium in
Marble, Colorado and worked with Jacqueline Spellens for seven years in
Fountain Valley, California. His works can be viewed in many different
collections in the United States from Cody, Wyoming to Newport Beach,
California.

III. ARTWORK PROPOSAL AND SPECIFICATIONS
Describe the artwork, its location, materials, installation requirements, and
maintenance needs as completely as possible. You may use additional paper to
complete this section of the application.
1. Artwork Description
A robed family of figures, carved of persian travertine
Please see attachment "C"
2. Siting
Artwork shall be sited to on the northern end of the entry to the
Community Clubhouse
3. Materials with Specifications
Figure to be approximately 5 ft high and up to 30 in wide,
carved of persian travertine.
Figure is set in concrete with iron bars drilled into the base.
Concrete base to be finished with facade of stacked stones.
4. Fabrication and Installation Procedures
Carve and polish travertine, Drill and set re-bar into the base of the statue,
construct base with re-bar reinforcement of concrete and rubble. Cover base core
with masonry of tapering alternating bands of stone reaching to the top level of the
concrete footing of the statue. Set statue atop base core, pour concrete to encase
the re-bar.Finish surFace with stacked stones.lnstall night time illumination.lnstall
identifying plaque.
5. Yearly Maintenance and Conservation
Yearly maintenance consists of stone soap, dressing and
waxing every fall.

This community development has been entitled "The Vineyards at Palm Desert," in recogni-
tion of the contribution of seedless grapes to the agriculture and economy of the Coachella
Valley. "Family of Coachella Valley" is homage to the farmers and workers of the Valley and to
the productive earth of the Valley.
e. An artist's resume or CV, and;
Paul Flanagan graduated from Harvard College, Cum Laude, in 1951 and from Boston
University School of Medicine in 1955. A Pathologist certified in Anatomic and Clinical
Pathology as well as Blood Banking, he practiced in the United States Air Force and then in
Newport Beach and in Huntington Beach, California.
His life-long interest in history led to a fascination with stone sculpture. He began collecting
works of contemporary artists, such as Doug Hyde, as well as numerous European and
South American antiquities. Finding himself surrounded with works he loved, he began the
explore the sculpting process himself.

He has studied at the University of California, Irvine, and at Orange Coast College in Costa
Mesa, California. He has attended the Marble Symposium in Marble, Colorado and worked
with Jacqueline Spellens for seven years at her studio in Fountain Valley, California.
He works in marble, limestone and alabaster to create real and fancied persons, abstract
forms and imaginary creatures. His works are displayed in Cody, Wyoming, Bloomfield Hills,
Michigan, Milton, Massachusetts, and Bear Valley Springs, Newport Beach and Costa Mesa,
California.
Paul believes that stone not only can present images pleasing to the eye, but should also
evoke a connection, a recollection, a story or a question in the mind of the observer. Stone
sculpture is art that can be touched, lingered over, and allowed to fuel the imagination.
