RE: Modifications to the Appointment Process
Palm Sprinqs International Airport Commission
Dear Rachelle,
At its meeting of November 14, 2007, the Palm Springs City Council adopted
Ordinance No. 1724, relating to the membership, appointment process and criteria for
appointment to the Palm Springs International Airport Commission.
Ordinance No. 1724 modified the appointment process, whereby a
representative city nominates a member for appointment by the Palm Springs City
Council. Such amendment was required for compliance with the City Charter.
Based upon input from cities, the City Council modified the ordinance and
eliminated the requirement for representative cities to nominate two-members to the
Palm Springs City Council for selection and final appointment. Representative cities
may provide only one nomination to the Palm Springs City Council for possible
interview, ratification and appointment.
The nomination process is effective upon the expiration of the term of office for
the current representative city. Our records indicate the term for ends June 30. 2009,
we are sorry to hear of the passing of Commissioner Bizzell. City Staff recommends for
future nominees, representative cities submit the name of the nominee along with
background information to the Palm Springs City Clerk, to place the appointment on the
City Council agenda.
Additionally, effective December 14, 2007, no person shall be eligible to serve or
continue to serve as a member of the Commission who has served as a member of
certain airport land use commissions or other airport boards or commissions. City Staff

recommends representative City Clerks refer to the ordinance and screen potential
nominees prior to submitting such nominee for final appointment.

ORDINANCE NO. 1724
AN ORDINANCE OF THE CiTY OF PALM SPRINGS,
CALIFORNIA, AMENDING SECTION SUBSECTION {f) OF
SECTfON 2.06.010 AND 2.16.Q20 OF THE PALM SPRINGS
MUNICIPAL CODE, RELATING TO THE MEMBERSHIP OF
THE INTERNATIONAL AIRPORT COMMISSION.
The City Council of the City of Palm Springs ordains:
SECTION 1. Subsection (fl of Section 2.06.010 of the Palm Springs Municipal Code is
amended to read:
(f) Any member may be removed from office at any time, with or without ca�se, by a
majority vote of the members of the city council. If a member is absent without advance
permissian of the board or commission or of the membe�'s appointing authority, from
three consecutive regular meetings or from twenty-five percent of the duly scheduled
meetings of the board or commission within any fiscal year, the chair of the board or
commission shall file a certification with the City Cleric that such absences have
occurred, and the member's office shall thereupon automaticalfy become vacant and
shall be filled as any other vacancy.
SECTION 2. Section 2.16.020 of the Palm Springs Municipal Code is amended to read:
2.16.020 AAembershi�—Creation.
(a) There is created in the city an international airport commission, which shall
consist of nineteen members. The nineteen members sha(I be appointed in the following
manner: ten members, appointed in accordance with Section 2.04.Ofi0 of the Palm
j Springs Municipal Code; nine members, each appointed by the Palm Springs City
Council from candidates nominated by each of the ciry councils of Cathedral City,
Coachella, Desert Hot Springs, Indian Wells, Indio, La Quinta, Palm Desert, and
Rancha Mirage, and the board of supervisors of Riverside County.
{b) No member of the interr,ationa! airport commission shall serve, as a member of
the airport land use commission for Riverside County or any airport board or
commission for another airport within Riverside, Imperial, San Diego, or San Bernardino
counties while serving as a member of the international airport commission, created
pursuant to the provisions of this section. No person shall be eligible to serve or
continue to serve as a member of the intemational airport commission who has served
as a member of the airport land use commission for Riverside County or any airport
board or commissian for another airpo�t within Riverside, Imperial, San Diego, or San
Bemardino counties within the finrelve month period immediately preceding service as a
member of the international airport commission.

SECTION 3. The City Clerk shall notify the appointing or nominating authority of any
commissioner who is no fonger eligible to serve and advertise and post the vacancy
pursuant to City Charter Section 602.
SECTION 4. The Mayor shall sign and the City C(erk shall certify to the passage and
adoption of this Ordinance and shall cause the same, or the summary thereof, to be
published and posted pursuant to the provisions of law and this Ordinance shalf take
effect thirty {30) days after passage.
