HomeMy WebLinkAboutSR - Application 4 Prop 1B FundsREQUEST: SUBMITTED BY: DATE: CONTENTS: Recommendation: A L CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT STAFF REPORT Authorize the Director of Public Works to Submit an Application for Proposition 1B Funds for a Pavement Rehabilitation Project Mark Greenwood, P.E., Director of Public Works February 14, 2008 Exhibit Map Application for Proposition 1B Funds By Minute Motion: Authorize the Director of Public Works to submit an application for Proposition 1B Funds in the amount of $800,277 for a Pavement Rehabilitation Project on Country Club Drive in response to a call for projects by the State Department of Finance. Discussion: When State Proposition 1B was passed, one of the provisions stated that $2 billion of the funds would go to cities and counties to fund the maintenance and improvement of local transportation facilities. Subsequent legislation specified that $950 million be appropriated, with $400 million for counties and $550 million to cities. The City of Palm Desert's share for this appropriation, as determined by the State Controller's Office, is $800,227.05. Projects considered eligible for Proposition 1B funds include those that reduce local traffic congestion and further deterioration, improve traffic flows, or increase traffic safety; pavement maintenance and rehabilitation activities may meet one or more of these requirements. The proposition is set up with a "use it or lose it" provision that specifically requires the funds to be expended within three fiscal years. Public Works staff has prepared the application for Proposition 1B funding for a pavement rehabilitation project at three locations along Country Club Drive, as shown on the attached vicinity map. The first location is between Monterey Avenue and Portola Avenue; the second location is between Eldorado Drive and Oasis Club Drive; the third location is between Park Center Drive and Washington Street. The total estimated cost of the project is $2,000,000; Proposition IB will fund approximately 40% of this cost. The remaining $1,200,000 will be requested in the next fiscal year's budget. The City had previously repaired Country Club Drive from Cook Street to Eldorado Drive during the last fiscal year. Additionally, the portion of Country Club Drive from Portola Avenue to Cook Street is currently under contract to be repaired. The City has also recently rehabilitated Country Club Drive from Oasis Club Drive to Park Center Drive; therefore, with this project Country Club Drive will be completely repaired throughout the City limits. Staff therefore requests that City Council authorize the submission of the Proposition 1 B application to the State Department of Finance for consideration for funding of the above -named project.
