HomeMy WebLinkAboutRTFY - Click It or Ticket Grant Funding �..� S�. . -. �._�� PALM DESERT POLICE DEPARTMENT Served by the Riverside Counry Sheriffs Department Stanley Sniff, Sheriff- Coroner TO: Recommendation to the City Council to Accept Office of Traffic Safety Click It or Ticket grant DATE: February 19, 2008 REQUEST: Ratification of"Click It or Ticket" min-grant funding supplied by the California Office of Traffic Safety SUBMITTED BY: Lieutenant Frank Taylor, ACOP Palm Desert Police Department RECOMMENDATION: Staff recommends that the City Council review and ratify funding supplied by the California Office of Traffic Safety, specifically earmarked for implementation of the "Click It or Ticket" seat belt compliance program. Funding has been authorized for the City of Palm Desert's part in this statewide program in the amount of$7,000.00. SUMMARY: Every year, the California Office of Traffic Safety promotes the statewide program "Click It or Ticket," to increase the usage of seat belts through out local jurisdictions. The goal is to generate a statewide 93.7% seat belt usage compliance by drivers, using funded overtime for law enforcement officers to enforce violations and educate the public in the proper use of seat belt restraint devices. Funding for the program has already been authorized by OTS, specifically for the Palm Desert Police Department, to the tune of$7,000.00. The funds will be utilized by first line supervisors and officers on an overtime basis, coupled with administrative time to meet the grant reporting requirements. This mini-grant uses a six phase set of project objectives to accomplish this task which include: 1. Preparation of an Operational Plan 2. Conduct Preoperational Seat Belt Surveys 3. Conduct Overtime Enforcement Operations 4. Conduct Post Operation Seat Belt Surveys 5. Preparation and Submission of a Mobilization Report 6. Preparation and Submission of the Project Claim Invoice and Project Claim Details Reports The expected time period for this program to run is May ls`through June 30�' of 200$. 1 COST ANALYSIS: This program is being implemented with funding supplied by a mini-grant from the California Office of Traffic Safety. The costs incurred by the city of Palm Desert for overtime during the implementation of this program will be reimbursed by OTS, to the city, in the amount of $7,000.00. Reimbursement covers actual costs to the city, not to exceed the total amount of the grant.No additional operational costs are expected to be incurred by the city of Palm Desert. ATTACHMENTS: 1. The grant funds are being provided by the California Office of Traffic Safety(OTS). The TSC is administering the grant funds for the OTS. The grant period is October 01, 2007 to July 31, 2008.
