DBA the Works Floor & Wall to remove and replace the floor tile in the entry ways and second floor at the Parkview Office Complex buildings, and appropriate $107,431.89 from fund 510. Background: The City of Palm Desert's Parkview Office Complex entry ways and second floor tile is in dire need of replacing. For several years certain areas of the second story walkways tile have been replaced. At this point there are several different types and shades of floor tiles which is noticeable and does nothing for the aesthetics of the building. During the month of November 2007 the City published seeking bids to replace the tile at the Parkview Office Complex. During the mandatory walkthrough approximately 16 different contractors attend. At the close of the bidding period the City received only one bid for $80,000. This bid did not consider the substrate problem discovered. This was rejected at the December 13, 2007 Council meeting because the bidder did not meet the qualifications as specified in the "Request for Proposals"; namely the bidder did not possess a C54 Floor Tile license. Subsequently, one of the prospective bidders mentioned that there was a substrate problem with the flooring. As Staff Report City of Palm Desert Parkview Office Complex Floor Tile Installation Roofing System February 28, 2008 Page 3 of 3 a result we met with The Works to discuss the issues and concerns of the building floor tile. After, investigation of the substrate (plywood paneling for floor), it was discovered that at 15 areas of the second story floor tile is damaged from dry rot of the wood floor, causing a breaking of the floor tile ( see pictures enclosed). The Works' bid provides for an allowance to completely remove and replace the wood paneling for those identified 15 substrate areas. It was determined the dry rot of those areas resulted from moisture penetrating and damaging plywood flooring, by the lack of flashing with drip edge. The proper flashing will be installed. The tile will meet the break strength, and friction requirements for public access outside tile (A sample of the tile is included with this staff report). The demolition of the floor tile will be done in the evening or the weekends, to avoid disruption to the tenants. Installation of the floor tile will be done in a manner to provide continued access to all tenant suites and maintain all ADA and path of travel requirements. All necessary precautions will be in place and areas will be taped off when tile is installed. The Works is very familiar with installing tile for business that continue to operate; evidence by the fact that they install a lot of tile the Eisenhower Hospital and they won the bid to do the flooring for the new wing at the Eisenhower Hospital. The following Bids were received: 1. The Works Tile & Floor 2. Southwest Contractors $107,431.89 $115,000.00 No other bids were received; because of the complexity of the project. Once the entire new tile is installed the Parkview Office Complex will be given a 10-year systems warranty on all products and a 5-year workmanship warranty for installation. City staff along agree that the Works bid proposal offers the best solution for Parkview Office Complex. The Works bid considers all potential issues and concerns and provides a solution for those matters. Additionally, the Works proposal provides for a 10-year warranty on products (include tile, cement, float and grout) and a 5-year workmanship warranty.
