Recommendation:
That City Council, by Minute Motion:
1. Authorize the purchase of traffic signal equipment from
Econolite Control Products to upgrade 15 signalized
intersections on Highway 111 and Highway 74; and
2. Appropriate funds to Account No. 110-4250-433-3325.
Discussion:
The City is in the process of assuming jurisdiction over State Routes (Highways)
111 and 74, and this process is expected to be finalized in March 2008. At that
time, the immediate concerns of the Transportation Engineering Division of the
Public Works Department will be to integrate the traffic signals along the
highways into the its central computer control system, and to implement effective
signal timing and coordination. Both projects are necessary to provide for the
safe and orderly movement of traffic along these corridors. In order to
accomplish this, the existing traffic signal controller equipment at the 15 affected
intersections must be replaced.
At its regular meeting on March 6, 2006, City Council authorized the Public
Works Department to proceed with the purchase of the needed equipment, at a
cost of$96,303.20. Shortly thereafter, the process for assuming jurisdiction over

the two highways was stalled at the State level; consequently, staff did not
pursue the purchase of the equipment at that time. Due to the time lapse, it is
recommended that City Council provide a new authorization.
Therefore, it is recommended that the City replace 15 traffic signal controller
units on Highways 111 and 74. Twelve of the controller units will be installed
directly into the existing signal cabinets. The three remaining locations require
complete replacement of the controller unit and cabinet. The new controller
units will be preprogrammed prior to installation in the field.
Staff received a new quote from Econolite Control Products, Inc. to manufacture,
ship and install the requested traffic signal controller equipment. Econolite has
been pre-approved by City Council as the sole source vendor of traffic signal
controller equipment for the City of Palm Desert. The quote received from
Econolite, including sales tax, totals $92,355.62, which represents a cost saving
of almost $4,000 over the previous quote in 2006.
Therefore, staff recommends that City Council authorize the purchase of traffic
signal equipment for 15 intersections on Highway 111 and Highway 74 at a cost �I
of $92,355.62, and authorize the appropriation of funds in the same amount to
Account No. 110-4250-433-3325 to complete the purchase. ^
