Receive public comment relative to the FY 2008/2009 Community Development Block Grant Cycle and development, One-Year Action Plan, and Five-Year Consolidated Plan; 2. Approve CDBG operation under the existing Five-Year Consolidated Plan for the period of FY 2003/04 to 2007/08 and the filing of the new Consolidated Plan in FY 2008/09; and 3. Open the Community Development Block Grant Application process for FY 2008/2009. EXECUTIVE SUMMARY: The City's Community Development Block Grant (CDBG) is entering its sixth year as a Direct Entitlement Jurisdiction with the U.S. Department of Housing and Urban Development (HUD). Commencing in 2008, all jurisdictions must submit a new Five-Year Consolidated Plan along with the Annual Action Plan. In order to commence with the development process of each Plan and the application process, there must be a public hearing before the City Council to receive comments from the general public. This process will officially start the FY 2008/09 (34'h Year) Cycle, open the process to receive CDBG applications, and commence the development process of the Five-Year Consolidated Plan and One-Year Action Plan. This process will culminate with recommendations for grant awards by the Outside Agency Funding Committee to City Council and approval of both Plans. DISCUSSION: As part of the FY 2007/08 Cycle, the City completed and submitted the FY 2007/08 Action Plan and a new Five-Year Consolidated Plan for the period of FY 2007/08 to 2011/2012. With the new Performance Measurement System Implementation, as well as other changes that occurred relative to the CDBG Program, it was thought that a new Consolidated Plan was City Council Staff Report January 10, 2008 required in FY 2007/08, which was not the case. In mid 2007, the City was assigned a new HUD Representative, Cheryl Hamilton who informed staff that the newly submitted Consolidated Plan was not required until 2008. Through discussions between the City and HUD, it was agreed that the City would continue to operate under its existing Plan until June 30, 2008, at which time the Plan expires. The City will have to include the new Consolidated Plan as part of the FY 2008/09 process and conduct the usual public hearings other items related to the CDBG Program. The new Consolidated Plan term will be from FY 2008/09 to 2012/2013. The City is entering its sixth year as a Direct Entitlement City with an estimated funding amount (based on FY 2007/08) of$356,138. The U.S. Department of Housing and Urban Development (HUD) will not know the actual allocation to the City of Palm Desert until the Federal budget is approved. CDBG applications were mailed to 95 organizations (list attached) as prospective CDBG recipients. Included in the packet were the grant application, cover letter, a copy of the Notice of Public Hearing, a copy of the Public Notice announcing the Community meeting, and a copy of the Needs Assessment. The Notices and Needs Assessment were included to provide an opportunity for organizations and agencies to be present at the Council meeting to make comment or to submit written comments by means of the Needs Assessment as well as to announce the Community meeting scheduled for January 23, 2008. Those present at the City Council meeting and Community meeting will be able to provide input on projects and programs that address community needs in the short and long-term and on the development of the Action Plan and Consolidated Plan. All CDBG applications will be accepted and reviewed by the Outside Agency Funding Committee and submitted to City Council for final review and approval. The deadline for application submittal is February 9, 2008. Funds are awarded based on the following breakdown (1) 65% of CDBG funds are awarded to capital improvement and rehabilitation type projects; (2) 15% is awarded to community service programs; and (3) 20% administrative.
