DISCUSSION: At its meeting of January 9, 2007, the Public Safety Commission reviewed the subject report and directed staff to provide a copy to the City Council for its information. Gilligan, Assistant City Manager for Community Services SubjeCt: 2007 Annual Public Safety Commission Report Date: January 9, 2008 The following is a recap of actions taken by the Public Safety Commission in 2007: February 14, 2007 • Ratified City Manager approval of Palm Desert Police Department expenditure of Cal Cops Grant Funds (Supplemental Law Enforcement Services Fund —SLESF) 2006/07 to purchase: 1)An u(trasonic weapon cleaning system for use by front line officers(in the amount of approximately$9,380.13);2)a Big Max storage shed from Home Depot (in the amount of approximately $498.88); 3) new computers and software (in the amount of approximately$11,734.92);4)five hundred (500)City of Palm Desert Police uniform patches (in the amount of approximateiy $1,131.18). • Viewed the City's new Citizens on Patrol (COPs) Public Service Announcement soliciting volunteers. • Considered the report prepared by Battalion Chief Holloway relative to "Catifornia Fire Corps" feasibility.and tabled further discussion until reorganization of the Citizens on Patrol program has been accomplished. • Received an update on the medical marijuana ordinance issue and continued the matter to the meeting of April 11, 2007, at which time the Commission would review the ordinances as revised by the City Attorney and consider making a recommendation to the City Council. • Reviewed a report from Senior Management Analyst Pat Scully relative to Valley- wide radio interoperability. No action was taken on this matter, as staff recommended waiting to see what action is taken by the Coachella Valley Association of Governments. Memorandum to Public Safety Commission 2007 Annual Report January 9, 2008 March 14, 2007 • Recommended to the City council approvai of the request from the Palm Desert Police Department for authorization to expend Cal Cops Grant Funds (Supplemental Law Enforcement Services Fund--SLESF)2006/07 to purchase: 1) 30 Olympus digital cameras and memory cards in an estimated amount of $5,462.93; 2)Visual Statement Vista FX Premium Crash Re-creation Software in an estimated amount of$6,995.00. • Reviewed Powerpoint presentation and memorandum from Risk Manager Gary Rosenblum relative to long-range plan proposals for enhancing d'+saster preparation � and response—voted to support Mr. Rosenblum's presentation of this proposal to the City council as a preliminary step toward establishing some budgeting for the coming fiscal year so that the Council becomes fully aware that there is a different program that needs to take place, and they can become a littfe more sensitized to the upcoming budget proposals that Mr. Rosenblum will develop. • Received and filed report from staff relative to Cal Cops (Supplemental Law Enforcement Services Funding —SLESF) expenditures approved by Public Safety Commission from 2004 to present. • Received and filed report from staff relative to Valley-wide Radio Interoperability. April 11. 2007 • . Ratified funding supp{ied by the California Office of TrafFc Safety, specificaiiy earmarked for implementation of the "Click It or Ticket" seat belt compliance program. • Considered proposed budget for Fiscal Year 2007/08 for Police services and voted to continue this matter to the meeting of May 9, 2007, with a request for 2006 year- end Police report and a report from staff addressing questions and concerns raised at this meeting. • Continued proposed budget for Fiscal Year 2007/08 for Fire services to the meeting of May 9, 2007, with a request for 2006 year-end Fire report. 2 Memorandum to Public Safefiy Commission 2007 Annual Report January 9, 2008 • Received a report from the City Attorney relative to the Medical Marijuana Ordinance — voted to recommend to the City Councii adoption of an ordinance prohibiting the establishment of inedical marijuana dispensaries and cooperatives in the City of Palm Desert. • Considered the draft operating manual for the Citizens on Patrol program and continued the matter to the meeting of May 9, 2007. May 9, 2007 • Recommended to the City Manager approval of the implementation of the "CO.M.E.T."(Combined Communities Motor Enforcement Team)monthiy program that would allow for all City motor officers to combine their monthly training day into a "training and joint enforcement day," providing that at least 50% of the programs will be within the City of Palm Desert, with reimbursement/charges to be modified accordingly. • Considered the Commercial Vehicle Enforcement Program Officer cost analysis and approved Option 1 as a starting point, with the cost breakdown percentages of 50/30/20 between the Cities of Palm Desert, Rancho Mirage, and Indian Wells respectively. • Ratified the expenditure of Cal Cops Grant Funds(Supplemental Law Enforcement Services Fund—SLESF)for 2006/07 to purchase five hundred (500)additional city of Paim Desert Police uniform patches in the amount of approximately$1,134.00. • Reviewed Proposed Police Services Budget for Fiscal Year 2007/08 — recommended to the City Manager approval of the budget as submitted by the Police Department with Options 1 (conversion of four dedicated Traffic Team Officers to four dedicated Motorcycle Enforcement Officers); 2b(replacement of two aging BMW motorcycles with two new Honda motorcyctes, including anciltary equipment to ou�t the new cycles), 3b (conversion of dedicated Traffic Officer position to a fully-funded dedicated K-9 position, including Police Service Dog and all equipment), and 5 (dedicated Community Services Officer II for Traffrc Division). • Reviewed Proposed Fire Services Budget for Fiscal Year 2007/08—recommended to the City Manager adoption of the 2007/08 Fire Department budget based on current level of service, with reclassification of Office Assistant II to Office Assistant III. 3 Memora�dum to Public Safety Commission 2007 Annual Report January 9, 2008 • Received and filed the 2006 Palm Desert Police Department and Palm Desert Fire Department Annual Reports. • Approved the revised Citizens on Patrol Operating Manual with certain changes. • Received an update from the City's Code Compliance Manager. June 13, 2007 • Ratified City Manager approval of Palm Desert Police Department expenditure of Cal Cops Grant Funds (Supplemental Law Enforcement Services Fund) — 2006/2007 in the amount of $1,122.76 for Officer Ralph Leal to attend the 2007 ARC-CSI Crash Conference in Las Vegas, Nevada, June 3-7, 2007 • Received and filed revised Palm Desert Fire Services Budget figures for Fiscal Year 2007/08. • Recommended that the Palm Desert City Council concur with the Police Department proposal to accept approximately $16,956.00 in Edward Byme Memorial—Justice Assistance Grant (JAG)funds for fiscal year 2007108; funds to be earmarked to purchase finro (2) Segway Electronic Personal Assistive Mobility Devices along with thirty (30) digital recorders (these items to be earmarked to support two School Resource Officers and supporting patrol contingent. • Discussed existing potholes (2-foot x 2-foot) approximately 50 feet apart on northbound Monterey Avenue from one end of the street to the other. The matter was referred to staff. , September 12, 2007 • New monthly Traffic Team Report format introduced, which now includes both Traffic CoUision Statistics and Commercial Vehicle Enforcement Statistics. • Received first of the new monthly Business District Team Reports. • Considered Palm Desert Municipal Code Chapters 9.24 (Noise Control) and 9.25 (Multiple Responses to Loud Parties and Gatherings)—continued the matter to the October meeting. • Considered Palm Desert Municipal Code Chapte� 5.100 relative to Entertainment Permits— continued the matter to the October meeting. 4 Memorandum to Public Safety Commission 2007 Annual Report January 9, 2008 October 17, 2007 • Recommended to the City Council acceptance of the Cal COPS(Supplemental Law Enforcement Services Funding — SLESF) Grant Award of$100,000 to be used to cover the cost for the 2007 Holiday Theft Suppression Program, the purchase of one Honda Police motorcycle and ancillary equipment to replace an aging BMW Police motorcycle, and the acquisition of necessary equipment to support front line law enforcement services. • Considered Palm Desert Municipal Code Chapters 9.24 (Noise Control) and 9.25 (Multiple Responses to Loud Parties and Gatherings)—directed staff to forward this matter to the City Council with recommendation for approval of an ordinance adopting Chapter 9.24 of the Palm Desert Municipal Code (Noise Control ordinance) and an ordinance adopting Chapter 9.25 of the Palm Desert Municipal Code under multiple responses to loud or unruly parties, gatherings, or other similar events. • Considered Palm Desert Municipal Code Chapter 5.100 relative to Entertainment Permits — directed staff to forward this matter to the City Council with recommendation for approval of an ordinance adopting Chapter 5.100 of the Palm Desert Municipal Code relative to entertainment permits in the City of Palm Desert. • Received an update from staff relative to the Citizens on Patrol Program—currently 15-16 new members, with possibility of finro additional in the near future. Program active and growing, with members out in the community on patrol and providing assistance with traffic accidents, the Golf Cart Parade, and an event at the Senior Center.
