EXECUTIVE SUMMARY: Approval of this expenditure will allow the Police Department to reimburse the Police Contingency Fund with existing Cal COPS Funds. BACKGROUND: At its meeting of January 9, 2008, the Palm Desert Public Safety Commission recommended that the City Council approve an expenditure of$14,965.20 of Cal COPS -SLEF Funds to replenish the Police Contingency Fund. The Palm Desert Police Department was the recipient of $100,000 in Cal COPS Grant Funding for fiscal year 2007/08. Between the period of July 1, 2007 and December 31, 2007, several expenditures were needed to supplement frontline law enforcement activities. Historically, these needs have been met through the use of Cal COPS—SLEF Funds but were paid out of the Palm Desert Police Department Contingency Fund approved through the budgetary process due to the delay by the State in disbursing these funds. The Cal Cops-SLEF funds were finally made available in December of 2007, as the State of California was late in distributing the funding. From July ls` through December 31 S`, several expenditures were needed to supplement front line law enforcement. These funds were historically paid for through the use of Cal Cops-SLEF funds, but were paid for out of the Police Contingency Funds due to the delay by the State. As always, our goal is to provide the best possible service to the City of Palm Desert and keeping front line staff in the field is one of our top priorities. We would now like to request the below listed costs, paid to each authorized vendor, be transferred back to the Police Contingency Fund from the Cal Cops-SLEF Fund. These funds were received by the city as a one-time grant to be expended exclusively on front line law enforcement services by providing personnel support,equipment, and programs. The Palm Desert Police Department is requesting ratification for the transfer of funds already spent through the Police Contingency Fund to the Cal Cops-SLEF Fund at a total cost of$14,965.20. Consideration of Request from Palm Desert Police Department for Authorization to Expend 2007-08 Cal COPS (SLESF) Grant Funds to Replenish the Police Contingency Fund Lt. Taylor reviewed the report dated January 3, 2008, and offered to answer any questions. Vice Chairman Nethery moved to, by Minute Motion, recommend that the Palm Desert City Council approve the request from the Palm Desert Police Department for authorization to expend 2007-08 Cal COPS (SLESF) Grant funds to replenish the Police Contingency Fund in the amount of $14,965.20 for various expenditures made to supplement front line !aw enforcement. Motion was seconded by Chairman Kirkwood and carried by a 5-0 vote. I. Consideration of 2007 Annual Public Safety Commission Report Commissioner Larsh moved to, by Minute Motion: 1) Direct staff to forward the 2007 Annual Public Safety Commission Report to the City Council as an informational item; 2) receive and file the report.
