Recommendation:
That the City Council approve Amendment No. 3 to contract No. C 22170 to PCR
Services, in the amount of $5,000, and authorize the City Manager to execute
same. Amendment No. 3 is for extra GIS work for the "Cornishe at Bighorn"
Environmental Impact Report (EIR), and the City's costs associated with this
amendment, as with all EIR work to date, will be reimbursed by the applicant.
Discussion:
Cornishe at Bighorn is a proposed 12-acre project adjacent to the Canyons at Bighorn.
The proposed project was last before the City Council in November 2007, at which time
a contract amendment to PCR was approved to re -circulate the EIR based upon a
significant revision to the proposed project scope. The initial application was for 60
housing units on the property, but the scope of work has now been scaled back to two
home sites, as was identified as the preferred alternative in the EIR.
During the comment period for the re -circulated EIR, the Fish and Wildlife Service
requested additional line -of -sight drawings which necessitate additional GIS work; this
work is the subject of Contract Amendment No. 3. The applicant, Cornishe of Bighorn,
LLC, is currently reviewing the proposed cost of the subject contract amendment.
Although their acceptance has not been granted as of the date of the agenda deadline,
staff is placing this item on the agenda for consideration now due to the scheduled six -
week break between City Council meetings. Amendment No. 3 will not be executed by

the City Manager without the applicant's firm agreement to reimburse the City for the
cost of this work.

Re: BUDGET AMENDMENT FOR VISUAL BARRIER ANALYSIS FOR THE
CORNISHE AT BIGHORN PROJECT
Dear Phil:
Per our discussion with you and Patrick Perry, we have been requested to prepare a visual
barrier analysis that determines how high visual barriers would have to be to effectively screen
views of activity within the Two -Lot New Preferred Alternative by bighorn sheep from the lambing
pen. This visual barrier analysis may be undertaken in the following ways:
1. Establish topography along these section lines between the project site and the lambing
pen. Although the topography of the project site is readily available from the civil
engineer, this will require a majority of our efforts as we will need to establish the
topography of the off -site areas.
2. Establish distance of 400 yards from facility activity areas from which a line of sight may
be established to those activity areas.
3. Vertical heights between the underlying terrain and the three view lines will be
established within the project site within those section lines.
The cost of this analysis will be $5,000 and may be completed within one to two weeks of
