RECOMMENDATION:
By Minute Motion, staff recommends the Palm Desert City Council accept a grant from the State of
Califomia Office of Traffic Safety(O.T.S.)to support the Palm Desert Police in reducing intoxicated
drivers on the streets of Palm Desert. The grant amount is$111,706.00, beginning October 1,2008
and continuing through September 30, 2009. Funding would be provided through OTS on a
reimbursable basis.
DISCUSSION:
After submitting a grant application through the California Office of Traffic Safety (OTS), through
recommendations of UC Berkeley's Institute of Transportation Studies,the City of Palm Desert and
the Palm Desert Police were approved to receive reimbursable grant funding to reduce intoxicated
drivers on the streets of Palm Desert.
The California Office of Traffic Safety ranked the city eighth out of 97 cities our size for the total of
fatal/injury coliisions in 2006, and ninth of 97 cities for alcohol involved collisions. In 2007, our city
experienced four DUI related collisions that resulted in seven fatalities.
Though the city was ranked with those cities in the population category of less than 50,000
residents, several unique challenges were identified. Palm Desert has increased its commercial
development over the past several years and experiences a swefl in population during the winter
months due to its recognition as a preferred resort destination. These increases in population
density are causation for significant challenges in the future as the level of vehicular traffic swells
exponentially. Our jurisdiction currently encompasses four major thoroughfares and a number of
arterials that dissect the cove communities.
In addition, we have experienced challenges over the past few years with staffing levels, as many
cities through out California have been tasked with. This has left us with a less than the optimum

number of dedicated traffic personnel to address particular problems. Patrol is often tasked with a
myriad of traffic enforcement issues, including an enforcement component in the area of intoxicated
drivers, while continuing to deal with a full spectrum of calls for service.
Though we are committed and continue to field programs to address DUI enforcement independent
of this grant, additional funding would enable us, on an overtime basis,to field dedicated and trained
officers in a systematic fashion, and sustain such efforts throughout the fiscal year. This would
assist our mission in reducing the numbers of alcohol related traffic collision by 50%; a level we
believe is very attainable.
The Palm Desert Police requests the City of Palm Desert to accept this funding, in the amount of
$111,706.00, which will include four DUI checkpoints; more checkpoints than has ever been
executed inside the city limits; 12 saturation (DUI) patrols, finro (DUI) warrant sweeps, a DUI
stakeout, and a court sting operation. The funding will also support advanced DUI training in the
form of available seminars in order to develop "train-the-trainer" capability within the Palm Desert
Station, along with additional PAS (Preliminary Alcohol Screening)devices that would help further
equip our units and to replace aging and unserviceable PAS devices on hand.
Staff will be available at the City Council meeting to answer any questions.

To reduce the persons killed and injured in alcohol involved crashes, "best practice" strategies will be
conducted on an overtime basis. The funded strategies include DUI/Driver's License checkpoints and DUI
saturation patrols. This program will also develop a "Hot Sheet" program and conduct "Stakeout"
operations for officers to concentrate on repeat DUI offenders on probation who have had their licenses
suspended or revoked. Court "stings" operations will focus on DUI offenders with suspended or revoked
driver licenses who get behind the wheel after leaving court. Through warrant service details, the police
department will target repeat DUI violators who failed to appear in court or violate probation. These
strategies are designed to earn media attent�on thus enhancing the overall deterrent effect.
