Recommendation:
1. Award Contract No. C 27950 , in the amount of $511,000.00 to
Kimley-Horn and Associates, Inc. for consultant design services for
intersection improvements at Frank Sinatra Drive and Portola
Avenue, Project No. 572-08;
2. Approve a 10% contingency in the amount of $51,100.00; and
3. Authorize the Mayor to execute the agreement.
Background and Discussion:
The intersection of Frank Sinatra Drive and Portola Avenue is currently controlled by a
four-way stop. With the recently completed Portola Avenue and Dinah Shore extension
it is anticipated that the traffic volume through the four-way stop will exceed its capacity.
This intersection also suffers from the continual presence of nuisance water. The
nuisance water has caused the early deterioration of the asphalt pavement within the
intersection.
The ultimate improvements at Portola Avenue and Frank Sinatra Drive include six
through -lanes for northbound and southbound traffic on Portola Avenue, dedicated
right -turn lanes in each direction, installation of a traffic signal, and an underground
drainage system.
The widening of the roadway will require the acquisition of right-of-way on three of the
four corners of the intersection. The City owns two of the three corners where right-of-
way needs to be acquired, and staff is hopeful that the right-of-way at the third corner
will be dedicated to the City in exchange for the improvements that will be taking place
at the intersection.

The drainage will be designed to address two issues. The first issue will be to alleviate
nuisance water runoff from landscaping within the nearby developments. Staff is
proposing to analyze various alternatives to eliminate discharge into the roadway. The
second issue will be to provide the required drainage at the intersection for storm events
that occur. This will most likely consist of a retention pond constructed at the northeast
corner of the intersection on RDA property, or allowing the discharge of rainwater into
the nearby lake system located within Desert Willow.
On May, 23, 2008 staff received seventeen proposals for consultant design services for
the project. A proposal review committee comprised of staff numerically ranked the
proposals in the areas of: qualifications of the firm and its personnel, management
approach, technical approach to this particular project, and overall completeness of the
proposal. The staff review committee selected the following two highest -ranked firms for
interviews:
Firm Location
Kimley Horn & Associates, Inc. Riverside, CA
RBF Consulting Palm Desert, CA
Kimley-Horn and Associates, Inc. received significantly higher scores on both the
proposals and the interview. The firm submitted an excellent proposal that
demonstrated thorough knowledge of the project and had a very comprehensive
analysis and offered solutions/alternatives of key project issues for road geometrics,
traffic, utility relocation, geotechnical, drainage, and right of way acquisition. The firm
also had an excellent presentation and responded very well to questions during the
interview. Kimley-Horn has successfully completed similar projects for the cities of
Coronado, Poway, La Mesa, and Lancaster and is also on contract with CVAG for traffic
signal coordination construction. Their team includes subconsultants for landscaping,
geotechnical, and utility coordination that have offices in Palm Desert.
RBF Consulting presented a good proposal. However, the firm did not address key
project issues as well in their interview. RBF's presentation did not demonstrate as
thorough knowledge and offer solutions to key project issues. RBF did not respond as
well to interview questions, and failed to answer particular staff questions during their
interview.
Subsequently, the cost proposal submitted by Kimley-Horn was reviewed and staff is
confident in the value being received.
The preliminary estimated construction cost of the project is $4,000,000. It is estimated
that the project will be able to begin construction in the fall of 2009 and be completed
prior to the winter of 2009/2010.

approach is outlined below.
Task 1.0. Preliminary Design and Concept
Task 1.1, Data Collection and lteview
The Consultant will collect record information for the proposed work arcas, to
the extent readily available, from the City. It is assumed the as-built plans will be
researched and compiled by the City, and be made available for KHA to pick up.
Consultant will perfonn one site visit during this task.

for inlercepting, treatin and conveying discharge at the intersection. I hesc
alternatives will include a combination oi a stonn drain system and sur('ace
discharge. Concepts for interception may include curb inlets and under sidevalk
scupper drains. Intercepted ilow will be treated in accordance with local agency
standards. n discharge basin is anticipated for the outfall of the storm drain
system a1 the downstream corncr of the intersection. Runoi'f will be discharged
in a manner that generally matches the existing flow conditions at this location. It
is anticipated that the City will choose a single alternative fir KIiA to prepare
tinal design construction drawings. Storm water treatment alternativcs ill be
presented for the City to choose which measures to implemenl into the project.
The team vill specifically analyze the contributing devlelopments near the
prject who are adding the nuisance water to the project. As part of our drainage
design, we ill make additional recommendations to try to reduce the amount of
nuisance runo(1. Recommendations for intercepting this runoff into a
conveyance system will be presented. The additional runoff will be included in
our drainage solutions and will be treated prior to discharging from thc prcject.
Assumptions: k3ascd on our prelimina►- drainage analysis, the City and Klln
vill choose a selected alternative.

intersection, and performed a preliminary Ievel-of-service analysis based upon
this infonnation. KHA found that there is potential to eliminate the proposed
northhound right-turn lane without significant impact on intersection operation.
KHA wiU summarize the findings of the Synchro analysis for discussion ith the
project stakeholders at the project kick-off ineeting.
In addition, KHA ill discuss striping scenarios that Iave the possiblit- to reduce

• Bioloical Resources — The Consultant will conduct a field
reconnaissance and habitat assessment to identify project impacts, if any,
on sensitive biological resources. The findings will be swnmarized in
the I S.
• EnergY and Mineral Resources — The C'onsultant will prepare a
qualitative discussion or potential effects related to energy and mineral
resources.
• Hazards — The Consultant will conduct a search of regulatory agency
databases for potential known hazardous materials sites in the vicinity of
1he project. The cvaluation will be based on the results of this records
search.
• Noise - Noise impacts are generally evaluated tor both slort-term and
long-lerm impacts. Given the limited amount of construction required
and the temporary nature of construction noise, ilo noise study is deemed
necessary to cvaluate the short-term Impacts associated with the

Following revicw of the IS by the City, the Consultant will revise the IS. "I'his
scope assumes one round of revisions in the interests of expediency. Additional
reviews and/or changes to the project description would require a budget
adjustment. It is assumed the review copy will be submitted electronically to the
City. Upon receipt of the comments, revisions will be incorporated and an
approval draft document will be submitted to the City at least one day prior to
distribution. The Consultant will provide up to 35 copies of the IS/MND for
distribution to the public and the Palm Desert City Council.
The Consultant will prepare a Notice of Availability/Notice of Intent to Adopt an
ND or MND for City revicw. Any changes will be made and the notice will be
published by the City in thc legal notice section of a local newspaper. The
newspaper publication would be sufficicnt notice pursuant to CEQA. Should the
City decide to send notices to property owners within 300 feet os the project
limit, it is assumed that the City would be able to provide mailing labels fmm the
current tax rolls.
Response to Comments
Once the 20-day public review period has ended, the Consultant wil) review the
comments received and will develop an approach to responding to any
comments. The draft responses to comments will be submitted to the City for
review, and revisions will be made accordingly. This scope of services assumes
12 technical hours for the preparation of responses. If tlle nature and/or extent of
comments require a budget adjustment, the City will be notified.
