Consent Calendar �+ �� � � � � � � �a .) � � ht, r�: .. c� A. MINUTES of the Regular Landscape Beautification Committee Meeting of March 19, 2008. Approve as presented. APPROVED MINUTES LANDSCAPE BEAUTIFICATION COMMITTEE April 16, 2008 Upon a motion by H. Spencer Knight, second by Member Limont, and 8— 1-0 vote of the Committee Board with Member Ortega abstaining, the Consent Calendar was approved as presented. V. Consent Items Held Over None VI. New Business A. New Sheriff Sub-Station Tony Bagato, Principle Planner for the City of Palm Desert, gave a brief presentation of the landscape on the New Sheriff Substation's on Gerald Ford Drive. Highlights of the presentation were as follows: 1. The project consists of desert landscape; the landscape architect has been using the desert palette and working very closely with Diane Hollinger and Spencer Knight. 2. The irrigation plan is still in process 3. All parking spaces are covered 4. Solar panefs are being incorporated on the roofs of the building 5. A separate building will be used as a helicopter landing area for emergencies only 6. The plan has been approved by the Architectural Review Commission Upon a motion from Member Spiegel, second by Member Limont and a 9-0 vote of the Committee Board, the project was approved as presented. B. Modified Landscape on Fred Warinq Median Member Knight presented the landscape plan of the section on the Fred Waring median between Alaska and Tennessee, which had to be modified due to the widening of the lanes. This modification resulted in the narrowing of the median and the section had to be redesigned. Highlights included: 1. No green plant material will be installed 2. Flagstone installation on the nose of the median 3. Band of 3-6 inches in width of Indian gold cobble 4. Boulders 2-5 feet; 12 inches above ground 5. The remainder will be done with pavers to immolate decomposed granite 2 APPROVED MINUTES LANDSCAPE BEAUTIFICATION COMMITTEE April 16, 2008 A suggestion brought forward was the use of different size and/or color of cobble for variety, but the Committee agreed that the plan had enough variety as it was and did not require any additional. Because of its unique design, the Committee was concerned with its acceptance by the residents. After a brief discussion, the Committee agreed to set the trend. Upon a motion by Member Spiegel, second by Member Kelly and a 9-0 vote of the Committee Board, the project was approved as presented. VII. Continued Business A. Tamarisk Tree Removal and Parkinq Lot Proiect on San Pablo Member Knight informed the Committee that the scope of work is not advanced enough to give a full presentation, but the Committee decided to move forward with the discussion. Suggestions included the removal of the trees, installation of parking at an angle on the east side, along the park and moving the lanes towards the west. Concerns brought forward included: 1. Will enough shade be provided from the park or would additional shading will be required? 2. How much shielding from the College of the Desert field lighting do the trees provide the housing track across the street? Will it generate complaints? Staff will complete a more detailed scope of work and will present it to the Gommittee at a later meeting. VIII. Old Business None IX. Reports and Remarks Member Kelly expressed his discontent with Code Compliance causing the complete removal of native plant material when requiring property owners to clean up their property. An example given by Member Kelly was the lot at the corner Ironwood and San Luis Rey that had some greasewood bushes and other native plants, but because Code Compliance asked the owners to clean the lot, all plant material was removed. Hart Ponder, Code Compliance 3 APPROVED MINUTES LANDSCAPE BEAUTIFICATION COMMITTEE Aprii 16, 2008 Manager, informed Member Kelly that Code can only encourage property owners to keep their plant material, but in no way could they enforce it. Member Kelly stressed his desire for Code Compliance to do what they could to ensure that homeowners do not remove the native plants when required to clean their property. X. Adjournment With no further business or discussion, and Landscape Beautification Committee Board concurrence, the meeting was adjourned at 11:59 p.m. �d—� , H.
