SUBMITTED BY: Benjamin Druyon, Energy Technician, Office of Energy Management DATE: June 12, 2008 CONTENTS: Contract No. C27750 from Real Goods Carlson Solar Recommendation: By Minute Motion: 1. Award Contract No. C27750 to Real Goods Carlson Solar for installation of a Civic Center Solar Monitoring System in the amount of $24,750.00; 2. Set aside a 10% contingency; 3. Authorize the Director of Finance to appropriate $27,225 from Fund 400 and 4. Authorize the Director of Finance to appropriate $27,225 from the General Fund and transfer the amount to account number 400-4511-422-3911 for this project. Discussion: At the dedication for the Santa Rosa Visitor Center's Solar System, staff observed a solar monitoring display that we wanted to duplicate at City Hall. With the new Solar System now installed and operational, we want our public to know as much about it as possible. With approval of this contract there will be three monitors placed in different locations at City Hall (one in the North Wing lobby, one in the Administration lobby, and one in the Building and Safety lobby), which will provide the public an up-to-date reading on the power our solar panels are producing and the amount of money they are saving. The public will also be able to access this information at any time via the internet. With this project we hope to boost awareness on how formidable solar is concerning energy efficiency, and to show how serious our City is toward reducing its energy consumption. If things go well with this project, we hope to add another monitoring system at the Visitor's Center in the near future. This monitoring system will be valuable by ensuring our solar system is operating at its optimum potential. An automatic e-mail to selected staff will be generated if any Staff Report Solar Monitoring System for City Hall Page 2 June 12, 2008 problems should arise, or any shutdown occurs. The installing contractor will also be notified if the system is not performing at normal parameters. Also, since Real Goods Carlson Solar installed our Solar System, we are asking that they be approved to install the equipment for this project to keep consistent with any issues that may arise with their warranty. We attempted to contact two other companies for proposals: ThomasNet and Measurelogic. Both were non -responsive to our requirements. It is staffs recommendation that City Council, by minute motion, approve the contract for the Solar Monitoring System to Real Good Carlson Solar in the amount of $24,750.00; set aside a 10% contingency, and authorize the Finance Director to appropriate funds to account number 400-4511-422-3911.
