SCOPING AND DEFINITION
OF THE
PALM DESERT ENERGY EFFICIENCY LOAN PROGRAM

Scope of Services
The purpose of this brief proposal is to clarify the scope of services to be provided by
EcoMotion for the City of Palm Desert's Office of Energy Management, and to present a
not -to -exceed budget for this scope. EcoMotion is pleased to submit this proposal and to
begin work immediately. The work must be done expediently so that the City of Palm
Desert is prepared to offer the Energy Efficiency Loan Program as soon as the Governor
signs Assembly Bill 811 into law.
To prepare for this date, the Office of Energy Management will contract with EcoMotion
Inc. to a) develop a White Paper, b) facilitate a meeting of stakeholders, and c) to prepare
the "final" program design.
A. Creation of a White Paper
The first task will be to work with the Office of Energy Management on program
definition. Already the City's attorney has generated a list of key program design issues.
For instance, what efficiency measures are eligible for loans? What interest rate will be
used? Where will the initial funds come from? Who will install the measures? Each of

these, and many more, will be addressed in a White Paper that presents both options and
recommendations for program fulfillment.
B. Garnering Stakeholder Consensus
The second task will be equally if not more challenging: garnering stakeholder
consensus. Working strategically with the Office of Energy Management, as well as the
City Manager and interested Council members, EcoMotion will facilitate stakeholder
meetings to move the White Paper recommendations toward consensus. This will likely
involve phone and in -person meetings with key stakeholders, and then later a full
stakeholder meeting to "nail down" the program design issues.
C. Final Program Design
The third principle task of this scope of work will be to codify the "final" program
design. A program design manual will document procedures and program guidelines,
including a step -by step fulfillment mechanism that will clarify roles and responsibilities.
Budget Requirement
This proposal presents a not -to -exceed budget of $15,000. EcoMotion will retain the right
to shift funds among budget categories.
