RECOMMENDATION:
By Minute Motion, authorize the Palm Desert Police Department to purchase nine Electronic Citation
Systems, ancillary equipment, software, warranties and licensing in the amount of$68,584.16. If
approved,sufficient funding is available in the Police Genera!Fund Account#110-4210-422-4045,
and no additional appropriation is required. We request Crossroads Systems be awarded the
contract if authorized by the City Council.
DISCUSSION:
At its meeting of May 14, 2008, the Public Safety Commission received a presentation and
recommendation relative to allow the purchase nine Electronic Citation Systems, ancillary
equipment, software,warranties and licensing in the amount of$68,584.16.The Commission voted
unanimously to forward this item to the City Council for authorization to fund this purchase through
the use of the Police General Fund Account, which has funds available in the cunent year Poiice
budget.
Staff will be available at the Ciry Council meeting to answer any questions.

Recommendation:
Staff requests authorization to purchase nine Electronic Citation Systems, ancillary
equipment, software, warranties and licensing in the amount of$68,584.16. If approved,
sufficient funding is available in the Police General Fund and no additional
appropriations would be required. We request Crossroads Systems be awarded the
contract if authorized by the City Council.
Summarv•
The Palm Desert Po�ice Department has been actively researching technology solutions
in order to streamline processes and meet the growth of our City. Another solution
identified is the use of Electronic Citation Systems, which will allow our officers to be
even more vigilant in issuing citations and tracking information, along with allowing
them to be more effcient in the documentation of traffic accidents. These systems are an
additional tool to assist in reaching our goal to reduce traffic collision by (1) Evaluation
(2) Education and(3) Enforcement
Electronic citation systems allow law enforcement agencies to meet ever-growing data
collection and reporting requirements, by becoming more efficient in their time usage,
without compromising officer safety and effectiveness. Officers can use mobile
computers and printers to complete traffic stops and accident investigations faster, while
devoting more of their attention to those involved in the incident. Computer assisted
operations also provide more accurate information than manual methods, producing
complete, enforceable citations that improve conviction rates, reduce court administration
time and increase efFiciency.
Automated systems provide a solid and measurable financiai payback by removing
clerical data entry requirements, while improving officer efficiency and the dedicated
time to correct illegible or missing information.
Various studies of electronic citation processing systems have found the following:
• Electronic systems can transfer records to courts, local database, and county
computer systems within seconds of the citation being issued. In contrast, the
average time to transfer paper-based citation records is twelve days according to
the University of Pittsburgh School of Law.
• Mobile computing and automated data collection systems enable collision reports
to be completed with 750 fewer keystrokes, and eliminate 200 keystrokes from
traffic citations, according to the U.S. Department of Transportation (U.S.DOT)
• Approximately 10 percent of all citations received by courts contain at least one
error, according to a University of Pittsburgh School of Law study. The study
concluded, "Electronic ticketing has the ability to eliminate most, if not all, of
these types of errors..."
• Electronic citation systems are currently implemented within several Riverside
County law enforcement facilities including the cities of Temecula, San Jacinto,
Moreno Valley, La Quinta and Coachella.
Prouosals•
The attached information incorporates the cost proposals from three leading vendors
within the electronic citation system fields.
During an evaluation conducted in late 2007 by the La Quinta and Coachella Police
Departments, the following information was provided to each vendor for consistency
purposes:
• Nine electronic citation systems, operating software, and printers
• The ability for data transfers to the Indio Consolidated Courts, RMS Tiburon, and
Crossroads.
• Rugged outside case for protection to fragile components.
• Training and support for officers.
• Maintenance, updates, and support for warranty hardware items.
• Agreement to use various funding rnethods at the preference of each contract city.

Suauortin�Information:
The Palm Desert Police Department currently uses the Crossroads database for analyses
of traffic accidents and citations issued within the city. This analysis helps in identifying
those areas within the city that require additional attention and enforcement action, with
the main goals to reduce traffic collisions and injuries sustained in those collisions. By
focusing upon placing resources in areas identified during data analysis, we regularly see
a marked decrease in collisions. This Pro-Active approach is one of our main strategies in
providing service to the citizens and visitors within the City of Palm Desert.
The main two issues that arose during the evaluation of these systems were whether they
could interface with existing database systems at:
(1) The Indio Consolidated Courts (depository for citations)
(2) RMS Tiburon(database and system used for records management within our
department)
(3) Compatibility with the Crossroads database (currently used by our department)
The evaluation of the systems came to the following conclusions:
1) The Indio Consolidated Courts Traffic Division currently employs an outside company
to "digitize" each citation into a ".pdF' file the court's case management system can
read. This "out source" has been in place since August 2007. The Courts have been
receiving data from citations written in the cities of La Quinta and Coachella using the
Crossroads Software System for a period of time now. It appears the system has been
functioning properly and efficiently, with very little negativism identified.
2) RMS Tiburon (the database used by our department) will be updated (Countywide)
during December 2008. The current RMS system doesn't allow outside computer
information files into the RMS system. However, it is expected the 2008 upgrade will
include this software "module" and our citation books could then be interfaced with
that system, at that time. Therefore, the "hand data entries" into the Palm Desert
Station RMS system must continue.
3) We have found that all three vendors could provide the hardware and software to allow
integration with our current Crossroads database. It is my understanding that APS and
Duncan Technologies would need some software additions, provided by Crossroads, to
allow their systems to interact properly. These software additions would increase the
price approximately$2,000.00 during the initial purchase for both APS and Duncan.
Discussion has taken place with representatives of the Crossroads System and they
explained the Indio Consolidated Courts are using the same procedures as the Temecula
Courts. In Temecula, La Quinta and Coachella, Crossroads Software to currently being
used to complete these file transfers, with very little negativism occurring.
In conclusion, based on information obtained from multiple different sources, including
local agencies currentIy using the software and devices, the recommended citation
devices are all able to transfer data and citations to the Indio Courts and the Crossroads
database. It is anticipated that the Crossroads System will be compatible with the
updated RMS system when the upgrade takes place in 2008. Crossroads Software has
assured the citations can be "output" to ANY file format needed by the future RMS
system. (.pdf/ .xml / .txt/ .wrd, etc.)
Recommendation:
After evaluating recent research done by local law enforcement agencies, inquiring with
each vendor on the usability and compatibility of their products, along with looking at the
current and future needs of the City of Palm Desert, I recommend purchase of the
Crossroads Software electronic citation sYstem. Each vendor has a professional,
efficient offering. However, unique to Crossroads Software Company, I found the
following decision prompting features:
• Crossroads Software is a California based company and the lowest bidder.
• The police departments for the cities of Temecula, Coachella, and La Quinta
currently utilize the Crossroads Database and their systems.
• Unlike the other vendors, Crossroads Software does not invoice for a project
manager, single point of contact, or technical service updates.
• Crossroads Software support services are consistent, efficient, and familiar with
our current database software and products.
• APS and Duncan Technologies' cost proposals do not include additional costs
that were mentioned but are "hidden" from their proposals. For example, APS is
offering the exact same hardware (Intermec CN3) for $6,210 each, compared to
the Crossroads Software cost of $1,980.00 each. Duncan Technologies lists
"training and installation"as "included" on their proposal line item. However,the
bottom disclaimer identifies a "One day labor cost of $500.00.." with "All
additional customization andlor programming will be at the rate of$150.00/hour".

COST ANALYSIS:
Because of the current fiscal year 2007/08 savings within the Police Department budget,
adequate funds exist within the Police General Fund account # 110-4210-422-4045.
Based on the information supplied in this proposal, we request Crossroads be awarded the
contract if authorized by the City Council.

REGULAR PUBLIC SAFETY COMMISSION MEETING MAY 14, 2008
E. Canine Report—April 2008
Lt. Taylor reviewed the report, noting that Officer Van Snapp had
recently visited Palm Desert City Hall and would be at Palm Desert
High School on Friday from 10:30 to 11:00 a.m. for their Career
Day. He would then be visiting Sacred Heart Church for their
Career Day.
Questions were raised with regard to the statistics in the report,
specifically the 211 Alarms, 459 Alarms, and A.O.D. Lt. Taylor said
211 was robbery, 459 was burglary, and A.O.L. was Assist Other
Department. He said he would have the report changed from
numbers to what the crimes really are.
Commissioner Lebel moved to, by Minute Motion, receive and file the Canine
Report for April 2008. Motion was seconded by Vice Chairman Nethery and carried by
a 5-0 vote.
F. Request for Authorization to Purchase Nine (9) Electronic Citation
Systems, Ancillary Equipment, Software, Warranties, and Licensing
Lt. Taylor reviewed his report, noting that these units will interact
very well with all of the databases. He said when people are in
traffic collisions, the officers can swipe their driver's licenses and
retrieve all of their data so the individuals involved can more quickly
exchange the necessary information. Upon question by
Commissioner Butrbach, Lt. Taylor responded that the equipment
would be assigned to the DepartmenYs traffic officers.
Vice Chairman Nethery noted that the report recommended the
purchase of Motorola equipment. He said he owned stock in
Motorola and asked if he should abstain from voting on this matter.
Chairman Kirkwood said she felt his disclosure would be sufficient.
Mrs. GiUigan added that Vice Chairman Nethery might want to be
safe and not vote for the reasons spec�ed.
Commissioner Butrbach moved to, by Minute Motion, recommend that the Palm
Desert City Council authorize the purchase of nine (9) electronic citation systems,
ancillary equipment, software, warranties, and licensing from Crossroads Software in
the amount of $68,584.16; funds are available within the Police General Fund, Account
#110�4210-422-4045, and no additional appropriation is required. Motion was
seconded by Commissioner Larsh and carried by a 4-0-1 vote, with Vice Chairman
Nethery ABSTAINING for the reasons noted.
