Background: City of Rancho Mirage staff has approached City of Palm Desert staff with a proposal to install a new traffic signal on Monterey Avenue at the existing driveway located 750 feet north of 35th Avenue near El Pollo Loco in the Desert Gateway shopping center. Rancho Mirage proposes this new traffic signal in conjunction with the proposed 390,000 square foot commercial center in Rancho Mirage known as Monterey Commons. A traffic study prepared for the proposed project indicates the need for a traffic signal at this location. The traffic study also indicates that this signal would not negatively impact the traffic flow on Monterey Avenue. Discussion: Palm Desert staff, having thoroughly evaluated the traffic study and conditions on Monterey Avenue, remains concerned that negative impacts could result. If installed, there will be a total of four signalized intersections on Monterey Avenue in the half -mile section between Dinah Shore Drive and 35th Avenue. Coordinated signal operation will be essential to minimize the negative impacts of this additional signal; however, coordinated signal operation should not be considered a perfect solution to all traffic problems. Rather than facilitating the movement of traffic, signal coordination frequently results in additional traffic delay. Also, the existing Desert Gateway Center driveway is only 30 feet wide and will need to be widened for an additional outbound lane to obtain optimum signal operation. Proposed Traffic Signal Installation on Monterey Avenue North of 35th Avenue Page2of2 June 12, 2008 Should the Council choose to approve the proposed traffic signal, staff recommends that the following conditions be imposed: 1. The traffic signal will be designed and constructed at no cost to the City of Palm Desert. 2. The existing Desert Gateway Center driveway will be designed, constructed, and easements obtained at no cost to the City of Palm Desert or the Desert Gateway Center property owner. The driveway widening shall be of sufficient width for one additional westbound (outbound) lane and shall be of sufficient length to allow for adequate stacking of outbound vehicles leaving the Desert Gateway Center. 3. A consultant, an expert in traffic signal coordination timing, will be hired at no cost to the City of Palm Desert. The consultant will be required to collect data, develop signal coordination timing plans, implement and fine-tune the plans for a number of timing scenarios based on time of day, day of week and time of year. The signal coordination timing plans shall, at a minimum, include Monterey Avenue from Gerald Ford Drive through Dinah Shore Drive. Therefore, staff requests that City Council, in considering a request by the City of Rancho Mirage for installation of a traffic signal at the proposed location, direct staff toward the appropriate course of action and either deny the request for a traffic signal or impose the delineated conditions for mitigation. Fiscal Impact: Construction costs aside, the City of Palm Desert will be responsible for 50% (approximately $6,000) of the annual maintenance and operations costs estimated at $12,000 per year. Specifically, the section of Monterey Avenue between Gerald Ford and Dinah Shore Drives. Discussions have centered on adjacent property developments, access locations and signalized intersections. Topics of discussion included: ➢ Proposed street improvements on Monterey Avenue between Gerald Ford and Dinah Shore Drives. ➢ Proposed Median Island breaks to accommodate proposed developments on the both sides of Monterey Avenue. ➢ Proposed traffic signal locations on Monterey Avenue between Frank Sinatra and Dinah Shore Drives and shared maintenance agreements. ➢ Proposed Median Island project on Monterey Avenue between Country Club Drive and Hovley Lane West and shared construction and maintenance agreements. ➢ Monterey Avenue speed limits. ➢ Monterey Avenue Corridor traffic signal coordination and shared maintenance agreements. ➢ Monterey Avenue Median Island landscaping standardized design and shared maintenance agreements. The August 25, 2005 Letter of Understanding and Mutual Agreement identifies Location 1 as the location that Rancho Mirage would install a future traffic signal provided a traffic signal study justified its installation. The Letter of Understanding and Mutual Agreement was developed in order for both cities to agree on Monterey Avenue access points for future development on the Palm Desert and Rancho Mirage sides between Gerald Fard and Dinah Shore Drives. Rancho Mirage has required our developer to prepare a traffic signal study as agreed and the traffic signal study does not identify any adverse impacts to the traffic flow on Monterey Avenue. In fact, the proposed traffic signal will result in an improved level of service for the existing Monterey Ave. and 35th Avenue signalized intersection. It is Rancho Mirage's position that the subject traffic signal has already been agreed to through the August 25, 2005 Letter of Understanding and Mutual Agreement since the traffic signal is justified by the traffic signal study and benefits both cities. Should the Palm Desert City Council direct that the subject traffic signal be approved, the City of Rancho Mirage agrees with your staff's three recommendations for the installation of the subject traffic signal. Present at the meeting were you, Mark Greenwood, Mark Diercks, Ryan Gayler, Bill Enos, Randy Bynder, Barry Foster and myself. Montere Corridor Discussion• Looked at Fomotor Engineering Map of Section 30 that shows the portion of Monterey from Gerald Ford to Dinah Shore and laid out the existing and proposed accesses. Discussion focused on existing,proposed, and future intersections as follows: 1) The existing signal at Home Depot entrance will be changed to a four way intersection to be used as entrance to Wal Mart, 2) South bound left turn pocket to provide access to Wal Mart approximately 660 feet north of the %Z mile point. This intersection is currently being studied as full access with a traffic signal to provide access to the large commercial properties to the west of Monterey. There �re concerns about the separation distance to the other signals and how traffic will move through the corridor. Both Cities will evaluate the results from the traffic study. 3) Proposed signal at 35th Avenue (at the section half mile) to be constructed by Wal Mart. Wal Mart will construct 4 northbound lanes along their project from 35th to Dinah Shore. 4) Agreed to discuss future north bound left turn pocket approximately 660 feet south of 35 to provide access to the 5-acre properties west of Monterey being considered for zone change to commercial by Rancho Mirage. This signal would function as a T intersection to the east, or if the intersecting east-west roadway was realigned, it could function as a four way. Rancho Mirage and Palm Desert staff's agreed to further study and consideration of the realignment. Rancho Mirage to check on location of Solomon well site and , possibility of utilizing that site for the realignment. Palm Desert to consider the possible realignment in future discussions with McCloud regarding development of his parceL � 6) Southbound left turn pocket entrance to Lowe's property located approximately 950 feet north of Gerald Ford was agreed upon. .The entrance into the Lowe's property that is approximately 450 feet north of Gerald Ford is right in right out only and will not have a median break.
