Recommendation:
Waive further reading, decide a new street name, and adopt Resolution No.08-46
approving a street name change for Highway 74 within the Palm Desert city limits.
Background:
This matter was brought to City Council on April 10, 2008 as an informational item, at which
time the Council scheduled a public hearing for May 8, 2008 to determine the need for a
street name change due to the rural connotation associated with a highway number. The
need for the street name change was made at the May 8 meeting and a hearing date was
set for June 12, 2008.
Discussion:
Subsequent to the May 8 City Council meeting, the hearing was noticed to the 380 property
owners/residents, and the hearing was noticed in the Desert Sun. The legal notice
suggested two new names: Monterey Avenue and Palms To Pines Highway. A single e-
mail objecting to a name change to Monterey Avenue has been received.
Staff has considered three options regarding the name change for Highway 74. The first
option is to change it to Monterey Avenue. This seems to be a very rational selection given
that fact that Highway 74 is a continuation of the existing Monterey Avenue. The second
option is to change the name to Palms To Pines Highway, a designation that has been used
in the past as well as on the existing Thomas Brothers Maps. The third and final option is to
leave the street name unchanged, thereby eliminating the inconvenience and confusion to
affected property owners and businesses.

Should Council select a new street name, then staff proposes a dual -name designation of
Highway 74/Monterey Avenue or Highway 74/Palms To Pines Highway for a 3 — 5 year
period prior to adopting a single name designation, in order to afford a transitional period.
The City Clerk will notify numerous public and private agencies as required. City staff will
notify all affected residents and business owners at the commencement of the dual -name
designation and will provide annual updates until the new name becomes permanent.
Fiscal Impact
The fiscal impact to the City is $7,000 for changing street signs. There would be unknown
costs to the 380 property owners (such as clubs and churches) and residents for address
changing as well as other places that use Highway 74 in their directions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, APPROVING A STREET NAME CHANGE
FROM HIGHWAY 74 TO
WHEREAS, the City Council of the City of Palm Desert, California, finds a name
change to be justifiable and desirable for the subject street.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That the above recitations are true and correct and constitute the findings
of the City Council in this case.
2. That it does hereby approve a street name for Highway 74, a public street
within the City of Palm Desert, to

owners, all local law enforcement agencies, fire protection agencies, and
other public and private agencies which may have an interest in this street
name change.

Ghambar at the Palm Desert Civic Center,73-510 Fced Waring Qrive,Palm Desert,Califomia,at
which time and place all interested persons are invited to attend and be heard. Written
comments conceming all items covered by this public hearing notice shafl be accepted up to the
date of the hearing. Information conceming the proposed street name change is available for
review in the Depattment of Public Works at the above address between the hours of 8:00 a.m.
and 5:00 p.m.Monday through Friday. If you challenge the proposed actions in court,you may
be limited to raising onfy those issues you or someone else raised at the public hearing
described in this notice,or in written correspondence delive�ed to the City Councii at,or prior to,

Changing the name will be costly to most individuals. New deeds to properties will have to be
filed; information in trusts and wills will have to be changed; all credit cards will have to be
notified of the new address; any and all legal documents will have to be changed, etc.
It may be never ending if the conversion of Indian Springs ever gets through. Everything will
have to be changed, again, if they go to street names vs what you change Hwy 74 to.
Why does there need to be a change? Who's idea was this? Please share my thought with the
City Council, City Attorney and who ever else has a say in this matter.

Ladies and Gentlemen of the City Council-As a long time resident of Sands&Shadows#1, a 27 unit condo
proje�t on Highway 74 at 5hadow Mountain, I woutd like to state my objections to the proposed change to Monterey
Ave. Unless there is a pressing &legal requicement for the change I do not believe cost of making the changes is
justified. It is, in my opinion, a serious waste of tax payers money. We have lived at the same address for 23 years
and I see no reason for change. Perhaps somebne up the hill has got an ego problem with a state highway
address. Further more-that the city has chosen to put this on the calendar at a time when most part time residents
are gone shows disrespect. Of the 27 l)nits in this compiex, 17 are part time residents. They, too, pay taxes and
most have a serious interest in city because of iYs past excellent management history. To leave them out of the
equation is unconscionable.
1 ask that you vote down this proposal or at least defer it until more of the owners can participate as I believe few of
them would have received your notice of proposed change.
