RECOMMENDATION:
By Minute Motion, approve the amended Citizens on Patrol (COPS) Standard Practice Manual.
DISCUSSION:
Since its reorganization in 2007, the Citizen's on Patrol Program (COPS) has grown tremendously in
both membership and overall operation. Currently, the program has 22 active members and
averages 475 patrol hours each month. As a result, the COPS Standard Practice Manual required
updating to reflect the current procedures of the City's program.
Staff reviewed the manual and made necessary revisions to reflect the current procedures of the
COPS Program. The revised manual was approved as submitted by the Public Safety Commission
at its meeting of June 11, 2008.
The following information represents the major changes made to the COPS Manual:
• Revised Organization Chart
• Revised each division responsibilities
• Added "COPS Monthly Meetings" section
• Reformatted sections to allow for better flow
• Updated forms
Staff recommends that the City Council approve the revised COPS Standard Practice Manual as
submitted.
