By Minute Motion, approve the purchase of two zero-emission, no-noise (ZENN) electric vehicles for the City fleet from Coalinga Motors, Inc. at the GSA pricing of $22,219.91 each, for a total of$44,439.82, and 2. Appropriate $44,439.82 from unobligated funds to the 110-4331-413-4030 account. Discussion: Staff has researched and continues to investigate alternative-fuel vehicles with low or zero emissions for our City fleet. The "ZENN motor car" is a zero-emission, no-noise, fully featured Neighborhood Electric Vehicle (NEV). This vehicle is California Air Resources Board (CARB) certified and meets or exceeds all National Highway Transportation Safety Administration (NHTSA) safety requirements for Low Speed Vehicles (LSV). Technology for NEVs has advanced considerably in recent years. The ZENN car has incorporated many of the newest features that will improve the overall driving experience, such as air conditioning, sun roof, power windows and radio. Bill Williams, the Vice President of North American Sales for ZENN Motor Cars, will be in the City Hall parking lot at 1:30 on Thursday, June 26, 2008 (before the Council Meeting) to demonstrate the ZENN vehicle. Council will be able to view and test-drive the ZENN at that time. The ZENN vehicles are well suited to city-core trips previously made with conventional automobiles, and are also tailored to applications such as parades and other special community events. Since these vehicles are classified as NEVs with a top speed of approximately 25 mph, they are limited to streets with maximum posted speeds of 35 mph or less. We anticipate that one vehicle will be located at the Civic Center for relatively short trips within central Palm Desert, while the second vehicle will be placed at our Corporation Yard for errands in and around the commercial/industrial area of Palm Desert. Approve Purchase of Two ZENN Vehicles Page 2 of 2 June 26, 2008 The ZENN vehicles can be easily charged in the City parking lot (potentially from our solar panels) and at the Corporation Yard. A major concern posed by NEVs in the past has been the disposal of the batteries once their useful life has been exhausted. The "Discover Batteries" used in the ZENN cars are 98% recyclable, which represents an appreciable improvement in battery technology. Staff believes that these ZENN vehicles will be a useful and prudent addition to our City fleet, while demonstrating our continued commitment to reduce the City of Palm DeserYs carbon footprint. Fiscal Impact: The ZENN vehicles cost pennies to operate and should require only minimal maintenance. Each vehicle comes with an 18-month warranty. The State of California Environmental Protection Agency Air Resources Board has an Alternative Fuel Vehicle Incentive Program and the ZENN electric vehicles could potentially qualify for up to a $1,500.00 rebate for each vehicle. Therefore, Public Works staff requests that City Council approve the purchase of two zero- emission no-noise (ZENN) electric vehicles for the City fleet at the GSA pricing of $22,219.91 each (price includes sales tax and tire fee), for a total of$44,439.82 and appropriate $44,439.82 from unobligated funds to the 110-4331-413-4030 account.
