REQUEST: REVIEW AND APPROVE OUTSIDE AGENCY FUNDING (CHARITABLE
CONTRIBUTIONS) FOR FISCAL YEAR 2008-2009

Recommendation:
By Minute motion, that the City Council:
1. consider and approve the award of charitable contributions in the amount of
$368,750 to the agencies listed herein with associated restrictions and
conditions; and
2. authorize the Mayor to execute agreements with said agencies for awarded
funding.
Background:
Applications for the Outside Agency/Charitable Contributions Funding were made available in
December 2007. Completed applications were received by the deadline of February 8, 2008
and a summary of those requests are listed below. Due to the state of the economy and the
expected reduction in available funds in the City's budget, staff has carefully considered all of
the submitted requests and proposes that awards be made with the awareness of future budget
restrictions. Following careful consideration, the Outside Agency Funding Committee
recommends the following:

Dear City Council Members:
We would be very disappointed if the City of Palm Desert declined to join us in the effort
to save lives. If we were inexpert and awkward in presenting this case to you, we are
partly to blame and take responsibility for your negative response to our grant application.
Our appeal is for life itself - not for someone's comfort.
We have the capabilities of saving lives, but not the resources in which to train bystander
CPR to the City of Palm Desert residents. In your hastiness to dismiss our request for
funding, you have ultimately decided not to minimize death. Almost all of you have lost a
loved one, friend or co-worker of sudden death. Without the funding from The City of
Palm Desert, The Weil Institute of Critical Care Medicine will no longer be able to provide
Free CPR training to your residents as we have promptly done in the past.
The Weil Institute of Critical Care Medicine has been exceptionally pro -active in the
safety and welfare of residents, businesses and organizations in Palm Desert. Presently,
we offer Free 30 minute Family and Friends CPR Training to all City of Palm Desert
community members at the WICCM every Tuesday morning.
We have served the City of Palm Desert well in the past. The WICCM has:
> Trained at the College of the Desert 2007 Coachella Valley Health & Safety Fair
> Trained Palm Desert City Employees
> Replaced AED's in the Desert Sands Unified School Districts
> Trained the majority of Palm Desert Gated Communities
> Provided the medical authority for AED programs
> Trained at the Family YMCA of Palm Desert
> Trained at the Joslyn Senior Center
> Trained at the McCallum Theatre
If the City of Palm Desert denies our request for funding, we will not be able to achieve
our training goals and therefore, the following programs will be cancelled:
> Free CPR classes at the Westfield Palm Desert Mall -College of the Desert's
Institute for Sales & Service Excellence (scheduled for February, 2009)
> Free CPR classes at the Palm Desert Library
> Free CPR classes for 9th graders at the Palm Desert High School
> Free CPR classes for seniors at the Joslyn Senior Center
The Weil Institute of Critical Care Medicine seeks to achieve a 30% survival rate by
training Palm Desert residents to start prompt bystander CPR at the first sign of cardiac
arrest. The current survival rate in the Coachella Valley has been a mere 3% for cardiac
arrest outside of hospitals, even though 70% of cardiac arrest victims were not alone
when crisis hit. The WICCM is seeking to change this alarming current statistic. Basic
CPR skills taught in 30 minutes by our instructors will make it possible for all City of Palm
Desert residents to become "lifesavers".
Together we can make the City of Palm Desert a much safer place to live. It is our hope
that you will reconsider our request for funding and help support our Free CPR classes.
The life you could help save might be your loved one.
