OLYMPIC BLVD., SUITE 202 LOS ANGELES, CA 90015 DATE: MARCH 13, 2008 CONTENTS: PHOTO OF EXISTING BUILDING ELEVATION OF NEW STOREFRONT SITE LOCATION AND FEP COMPLETED PROJECTS Recommendation: By Minute Motion, that the City Council approve $120,000 in Facade Enhancement Program consideration funds to Desert El Paseo and Harkham Family Enterprises for "Colonnade El Paseo Retail and Restaurant" located at 73-399 El Paseo. Funds are available in Account No. 400-4800-454-3875. Executive Summary: Approval of the request will provide City assistance to the subject property and is within the guidelines of the Facade Enhancement Program. Denial of the request will not allow City assistance. Discussion: Desert El Paseo and Harkham Family Enterprises are the owners of 73-399 El Paseo on the southwest corner of Lupine and El Paseo. The "Colonnade El Paseo Retail and Restaurant" will replace the Picanha Restaurant. This project was approved by the Staff Report Approve Funds for Colonnade El Paseo Retail and Restaurant at 73-399 El Paseo March 13, 2008 Page 2of2 Architectural Review Commission on September 11, 2007, and is estimated to cost $3,300,000. The Facade Enhancement Program (FEP) guidelines allow for standard sized lots (60 foot frontage, 12,000 square feet) to receive consideration funds for half of the cost of improvements to a maximum of $40,000. Larger properties and "corner facade" properties, both of which are applicable to this property, are eligible for additional funds with City Council approval. The subject property will have storefronts facing both El Paseo and Lupine Lane. The property's total frontage is 230 lineal feet and it is approximately 20,000 square feet in area. The size and corner location of this property make it eligible for FEP consideration funds to a maximum of $120,000 subject to City Council approval. The Facade Enhancement Program has completed four projects immediately opposite this project on the north side of El Paseo, including both on the northwest and northeast corners of Lupine and El Paseo. The changes to these buildings have been remarkable and were an encouragement to the subject property owner to initiate this project. The completion of this project and the proposed "Village on El Paseo" (Gardens II) project on the southeast corner will complete the transformation of this intersection and the adjoining blocks. Staff presented this project to the Retail Committee on February 1, 2008, for its review and direction. The Retail Committee took into consideration the location, size, and scope of the proposed project, and recommended funding in the eligible amount of $120,000. Staff concurs with the Retail Committee and recommends funding in the amount of $120,000 from the Facade Enhancement Program.
