By Minute Motion, concur with the action taken by the Legislative Review Committee at its
meeting of February 26, 2008, and direct staff to prepare a letter of support for the Mayor's
signature with regard to AB 2000 (Mendoza) relative to general plan housing element.
EXECUTIVE SUMMARY:
Passage of AB 2000 would allow a local agency that has exceeded its share of regional housing
needs for a particular income level to count the excess housing units toward meeting its share of
regional housing needs for the same or higher income levels.
BACKGROUND:
The Planning and Zoning law requires a City's General Plan to include specified mandatory
elements including a Housing Element that identifies existing and projected housing needs and
includes a statement of goals, policies, quantified objectives, financial resources, and scheduled
programs for the preservation, improvement, and development of housing. The provisions of
AB 2000 would allow local agencies that have exceeded, during the housing element cycle
covered by either the third or fourth revision of the local government's Housing Element, its
share of the regional housing need for a particular income level as allocated to that at€ --Icy nl1 v
