Approve honorariums for keynote speakers Gail Goldman and Cliff Garten in the amount of $1,500 each. Funds are available in Account No. 436-4650-454-3092. Executive Summary: The two day Desert Cities Public Art Forum is being sponsored by the City of Palm Desert's Public Art Program on April 4 and 19. Gail Goldman and Cliff Garten have been invited to be the keynote speakers on both days. Ms. Goldman is replacing Jessica Cusick as the keynote speaker for the Public Art Professionals Day and Cliff Garten will address the audience for the Public Artists Day. Each speaker is a nationally recognized professional in the field of public art. Ms. Goldman has more than 25 years experience in public art planning and project development. Mr. Garten has completed over 35 public art projects throughout the United States spanning over eighteen years. Discussion: The Desert Cities Public Art Forum has been developed over the past ten months by a volunteer steering committee composed of twenty public art professionals and commissioners from the various cities in the Coachella Valley. The steering committee identified several areas and issues that would be of educational value to interested parties that either work in the field or are related to it. For instance, architects, developers, public officials, commercial gallery owners, artists, and public art professionals. The two day event will take place at the Oliphant Auditorium at California State University San Bernardino, Palm Desert campus. The event is free and open to the public; however, there is a limited seating capacity of 100 attendees. She is the principal of Gail M. Goldman Associates, LLC established in July 2000. Her clients include the cities of Oakland, Austin, San Antonio and San Jose, the Port of Oakland, the Town of Chapel Hill, Pittsburgh's Riverlife Task Force, the County of Los Angeles, the Los Angeles to Pasadena Metro Gold Line Construction Authority and Long Beach Public Corporation for the Arts, among others. Through June 2000, Goldman served as Public Art Director for the City of San Diego Commission for Arts and Culture, a position she held from November 1989. During her tenure at the Commission, Goldman developed a precedent-setting public art policy that encourages artist involvement at the inception of City-funded design and building projects. Goldman helped establish the National Task Force on Public Art for the National Assembly of Local Arts Agencies (now Americans for the Arts) and served as its first chair in 1990 and 1991. She is founder and past chair of the Public Art Coalition of Southern California and is a founding board member of the National Advisory Board for the Public Art Network, on which she also serves as Advocacy Committee chair. On a national, state and regional level, Goldman provides extensive expert services in public art planning and project development, artist selection processes, and community engagement. In 1998, she was selected as a National Art Peer by the General Services Administration in Washington, D.C. to assist with federal public art projects throughout the United States. Goldman moved to San Diego from Denver where she was the Director of Art in Public Places and Individual Artist Programs for the Colorado Council on the Arts and Humanities from 1982-89. Goldman began her career at the National Endowment for the Arts in Washington, D.C., where she worked as a Program Officer in the Design Arts Program from 1977-82.
