RECOMMENDATION:
By Minute Motion, approve the expenditure of $3,077.10 from the Cal COPS
(Supplemental Law Enforcement Services Funding/SLESF) Grant funds to send the Palm
Desert Police Department's Commercial Vehicle Enforcement Officer to a Crash Data
Recorder(CDR)Conference in Houston,Texas, January 26-30,2009. Funds are available
in the Cal COPS 2008/09 Account, #229-4210-422-3914, and no appropriation is needed
or requested.
BACKGROUND:
At its meeting of November 12, 2008, the Palm Desert Public Safety Commission voted
unanimously to recommend that the City Council authorize the expenditure of$3,077.10
from the Cal COPS (Supplemental Law Enforcement Services Funding/SLESF) Grant
funds to send Officer Mark Hanson, who is currently assigned to the Palm Desert Police
Department's Commercial Vehicle Enforcement position, to a Crash Data Recorder(CDR)
Conference in Houston, Texas, scheduled to be held January 26-30, 2009. This
conference will include a three-day training course on the Crash Data Retrieval System and
a two-day Train-the-Trainer certification.
With CDR training, Palm Desert Police Department traffic accident investigators can
retrieve information from an automobile's Power Control Module (PCM) or "black box."
Depending on the year, make, and model of the vehicle, a myriad of information may be

obtained, which is outlined in the attached memorandum. This data is extremely beneficial
to law enforcement officers assigned to investigate tra�c collisions. Examples of when the
data may become most beneficial are during fatal collisions, major injury collisions, DUI
collisions, or any collisions involving the potential for prosecution or significant liability of
any type.
The total cost for this training is$3,077.10 and includes tuition, travel, lodging, and meals.
Funding is available in the 2008/09 Cal COPS Account, #229-4210-422-3914, and no
appropriation is needed or requested.
Staff and the Palm Desert Public Safety Commission recommend that the City Council
approve this expenditure to provide vital education in investigating collisions and other
traffic-relat ssues in the City of Palm Desert.

REQUEST
The Palm Desert Police Department would like to request authorization to expend
$3,077.10 in CAL Cops funds to send Officer Mark Hanson, who is currently assigned to
the Palm Desert Police Department's Commercial Vehicle Enforcement position, to a
Crash Data Recorder (CDR) Conference in Houston, Texas, January 26-30, 2009. This
conference will included a three day training course on the Crash Data Retrieval System
and a two day Train-the-Trainer certification.
With CDR training our traffic accident investigators can retrieve information from an
automobile's Power Control Module (PCM) or "black box". Depending on the year,
make and model of the vehicle the following information may be obtained:
Vehicle speed (in five one-second intervals preceding impact)
Engine speed (in five one-second intervals preceding impact)
Brake status (in five one-second intervals preceding impact)
Throttle position(in five one-second intervals preceding impact)
Driver's seat belt state (On/Of�
Passenger's airbag enabled or disabled state (On/Of�

Time from vehicle impact to airbag deployment

This memo is being submitted in reference to upcoming training scheduled in January 26-
30, 2009. The training is the annual CDR User's Conference and Train the Trainer
Course being offered in Houston Texas. This conference and the training are only offered
once a year and only at this location.
The CDR User's Conference is offered annually in Houston, TX. This is a comprehensive
conference to publish Crash Data Retrieval System (CDR) related information in the
form of papers, data compendium and the like. It covers legal issues, legislation, user
applications, and future developments. Subject matter experts from around the world
present on the newest topics and research regarding CDR.
This CDR Technician Course Train-the-Trainer Certification course is an opportunity for
qualified and experienced CDR Data Analysts to train others to the Technician Level.
This course provides qualified individuals with an opportunity to teach the one day CDR
Technician Course; the prerequisite to the CDR Data Analyst's Certification Course. It
does not qualify one to teach the CDR Data Analyst's Certification Course. This very
specialized training course is open only to those who have completed the CSI CDR
Operator's Certification Course series since January 2006.
This would be an outstanding opportunity to have individuals that would be available to
train other department members in the necessary protocol in the downloading and
preservation of evidence in collisions from the Crash Data Recorders. Currently there are
no such trainers in this or any other Department in Southern California. Deputies Donald
Calkins and Mark Hanson are both trained as Technicians and Analysts and qualify to
attend the offered course.
The cost of the conference, training, airfare, and hotel are outlined on the following page.

have completed the CSI CDR 4perator's Certification Course
series since January 2006.
This CDR Technician Course 7rain-the-Trainer Certification course is an

� Analyst's Certification course?
A: No, this is a program set up to devefop Teehnician Level Instructors
oniy. CSI wiN continue to offer the fuH CDR Data Ana{yst's Certification
Course separately.
Q: /f this course doesn't train me to teach the full CDR Data Ana/yst's
Certificatian Course, what good is it to me?
A: Insurance companies, fleet administrators, police agencies and
police academies - to name a few - have expressed an interest in
offering some levef of CDR training. The backgrounds, previous training
and experience in various areas or leve{s of reconstruction and that
within the CDR technolog� itself dictates that only those approved by
the OEMs and Vetronix will be allowed to teach the fuN CDR Data
Analyst's Certification Course. The opportunity still exists to develop a
larger base of"data collectors" - CDR data collection Technicians -
within those larger groups. For example, insuranee companies who
understand the complexity of this techna(ogy recognize that sending out
field claims representatives and having them analyzir�g CDR data in the
absence of some background in recvnstruction is a bad idea. Police
agenc'res often have Crash Investigation units organized into field
investigators and then reconstructiQnists. The field investigators would
be trained to collect data from people, ears and the road but the
reconstructionists would then be qualified to cornple�e the end analysis
of all that information. The same concept applies here, so this training
would qualify one to train data colleetors (CDR Technicians) using the
standardized training course.
Q: What is the "standardized training course"
A: Those who successfully camplete the "CDR Technician Course
Train-the-Trainer Certification" course will be given a CD with the course
presentation, exams and handouts on them. Each CD will be
personalized for the individual approved instructor.
Q: VIlill 1 be able to go back and "certify"others at my office or agency?
A: Yes, to be CDR Technicians but, no, not CDR Data Analysts. You
will be instrumental in teaching others to oflect data that can be then

relied on by CDR Analystslreconstructionists together with situationaliy
compiete recons#ructions of a given case.
Q: Can l change the course material to reflect my police agency,
company or training institute?
A: No, you cannot change the course material you will use. However,
� the CD you will be given upon successful completion of the course wili
be personalized to reflect you as the approved instructor and may be
customized at that time, before it is distributed, but no# later.
