Staff estimated the project cost to be at $45,000; therefore, the project was advertised and bid as a Public Works Capital Improvements Project, a process that extended the construction start date. Concerns about this time delay were expressed by City Council and the residents of the Chaparral Country Club. In order to avoid further construction defay and considering the fact that the lowest bid was under $25,000.00, staff requested that the City Manager approve the contract, thereby allowing for an earlier construction start date. Therefore, staff recommends that City Council, by Minute Motion, ratify the City Manager's authorization to award Contract No. C26960A for the Palm Desert Mobile Estates Landscape Screening Project to Leon's Landscape & Tree Service, Inc. of Thousand Palms, California in the amount of$18,505.00. Fiscal Impact: Regular landscape maintenance will be performed by the Palm Desert Mobile Estates. In order to control the spread of unwanted tamarisk, the City of Palm Desert will perform herbicide application for a period of four years commencing with the Notice of Completion; therefore, there will be a fiscal impact of approximately $1,000/year for the next four years. Funds for this project are available in account 110-4614-453-3370. Spencer Knight, Landscape Manager � Date: October 21, 2008 Subject: Palm Desert Mobile Home Estates/Whitewafer Storm Channel Landscape Screening Project During the first quarter of 2008, staff was directed by the Cify Council to negotiate an agreement between the City of Palm Desert, the Coachella Valley Water District and the property owners of Palm Desert Mobile Estates. The agreement was for the landscape screening of the northern edge of the Palm Dese�t Mobile Estates �hat is adjacent to the Whitewater Storm Channel. After a long period of negotiations, the agreement was signed by all three parties. Because staff estimated the project cost to be at least $45,�00, the project was advertised and bid as a Public WorEcs Capital Improvements Project, a procsss that delayed the sta�t of construction. Concerns about this time delay were expressed by City Council and the residents of Chaparral Cauntry Club. On October 21, 2008, bids for the aforementioned p�ojec#were received anci opened by the City Clerk. From the five bids received, Leon's Landscaping Tree Service of Thousand Palms, Ca(ifornia was the lawest bidder at $18,505.00. As you are aware, being a Public Works Capital Improvement Project, the contract must be awarded by the City Council; however, the next Council meeting is scheduled until November 20, 2008. This additional three-wesk delay wiil add to the frustration of the concerned parties. . Considering the time delay and the fact that the lowest bid was under$25,000.00, staff is requesting that you approve the contract and allow staff to go to the City Council meeting of November 20, 2008 for ratification.
